RE: APPROVE APPLICATION FOR PERMIT TO ERECT TOURIST ORIENTED
DIRECTIONAL SIGNS TO BE SUBMITTED TO STATE DEPARTMENT OF
HIGHWAYS AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for
a Permit to Erect Tourist Oriented Directional Signs from Phil
Worthington, dba Greeley Campground & RV Park, to be submitted to
the State Department of Highways , and
WHEREAS, said Application must be approved by Weld County
before it is submitted to the State Department of Highways , and
WHEREAS, the Board deems it appropriate to approve the
Application for a Permit to Erect Directional Signs, a copy being
attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Application for a
Permit to Erect Tourist Oriented Directional Signs from Phil
Worthington, dba Greeley Campground & RV Park, to be submitted to
the State Department of Highways, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is , authorized to sign said Application.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 19th day of
March, A.D. , 1990 .

Directional Sign (TODS) by Phil Worthington
Mr. Phil Worthington has requested the Board of County
Commissioners to approve the placement of a Tourist Oriented
Directional Sign (TODS) within the right-of-way of U.S. Highway
34 . Mr. Worthington owns the Greeley Campground and RV Park which
is located on the Frontage Road of U.S. 34 Bypass, 3/4 of a mile
east of the U.S . 85 Bypass. He says that tourists have a hard
time finding and getting to his campground because of its
location. Therefore , he wants to place a sign so that people will
be aware of the campground ' s location.
The State of Colorado has adopted the Manual on Uniform Traffic
Control Devices. The Manual includes a portion on TODS. The
Department of Highways has also adopted its own Rules and
Regulations for TODS. Attached you will find a copy of the cover
sheet for the Rules and Regulations , which includes an example of
a TODS.
As you can see, the TODS is designed to hold information regarding
four businesses. Each business gets a space which is 18 inches in
height and 72 inches wide. The total size of the sign comes to 6
feet by 6 feet. The sign is entirely located within the State
controlled right-of-way. Mr. Worthington proposes that the sign
be erected somewhere near the intersection of the U.S . 34 Bypass
and U.S. 34 Business highways . The State Department of Highways
erects the sign and maintains it. The applicant and the three
other business owners each pay a fee. The fee is designed to
cover the total cost of the erection of the sign and its
maintenance. At present, the Department of Highway charges
$300.00 for the sign and a $50.00 application fee. Once the sign
is erected, each business owner who has information included on
the sign pays $50 .00 per year for maintenance of the sign.
You are probably now asking why the Board of County Commissioners
of Weld County has anything to do with the placement of this sign.
The reason for the Board' s involvement is that the application
includes a sign-off by the local authority. Attached you will
find a copy of the application by Mr. Worthington and a cover
letter. The sign-off is required by Section 43-1-420 (3) , C.R.S .
I have asked Chuck Cunliffe if the erection of this sign will
require any permits or be regulated by any of Weld County ' s
ordinances or codes. Given that the sign will be located entirely
within the State controlled right-of-way and will be erected by

the Department of Highways, it will not be covered by any of Weld
County's codes and/or regulations.
I therefore recommend that the Board authorize the Chairman' s
signature on the application submitted by Phil Worthington.
