Adjustment was based on the sale of said parcel which did occur during the market period used for tax year 1991. After further inquiry into sale, it was discovered that adjustment given may have been in error. Sale was not an open arm sale in that the purchase was from Secretary of Housing and Development, which normally would have been interpreted as an invalid sale. As to an abatement for parcel for tax year 1990, the purchase would not have qualified whether valid or invalid, as purchase date did not occur during the market period used for tax year 1990. it was also the responsibility of the taxpayer to contact the assessors office and ask for a physical inspection to determine a change in value of a parcel when they believe the value is incorrect, and this was never done.
