RESOLUTION
RE: SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND AND ADOPTING A BUDGET
FOR THE COUNTY OF WELD, COLORADO, FOR THE CALENDAR YEAR BEGINNING ON THE
FIRST DAY OF JANUARY, 1992, AND ENDING ON THE LAST DAY OF DECEMBER, 1992
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
m O pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
o U with the authority of administering the affairs of Weld County, Colorado, and

q WHEREAS, the Board of County Commissioners of the County of Weld has
o w appointed the Director of Finance and Administration to prepare and submit a
o $ proposed budget to said governing body at the proper time, and

WHEREAS, the Director of Finance and Administration has submitted a

W proposed budget to this governing body for its consideration, and

� WHEREAS, upon due and proper notice, published or posted in accordance with
x'w the law, said proposed budget was open for inspection by the public at a
designated place, a public hearing was held on December 11, 1991, and interested
rn U taxpayers were given the opportunity to file or register any objections to said
o z proposed budget, and

WHEREAS, the Board, in their deliberations on the 1992 budget, have amended
14 the proposed budget as reflected on the attached exhibits.

r- 'z NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
c(-4v ,C County, Colorado, that the 1992 budget as submitted, amended, and summarized by
o „ fund in Exhibit "A", hereby is approved and adopted as the budget of the County
c-) x of Weld for the year stated above.

N tO BE IT FURTHER RESOLVED by the Board of County Commissioners that the
N Director of Finance and Administration is hereby directed to prepare and publish
t a final budget based upon the proposed budget submitted, as amended by the Board
of County Commissioners during the budget hearing process.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County,
Colorado, that the Director of Finance and Administration is hereby directed to
prepare a formal appropriation ordinance for approval by the Board of County
Commissioners that reflects the appropriations and revenues included in the final
adopted budget.

HEARING CERTIFICATION
DOCKET NO. 91-59
RE: 1992 FINAL BUDGET HEARING
A public hearing was conducted on December 11, 1991, at 9:00 A.M. , with
the following present:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Director of Finance & Administration, Donald D. Warden
Acting Clerk to the Board, Carol A. Harding
Assistant County Attorney, Lee Morrison
The following business was transacted:
I hereby certify that pursuant to a notice dated November 15, 1991, and
duly published November 21, 1991, in The New News, a public hearing was
conducted to consider the adoption of an annual budget for fiscal year
1992. Don Warden, Director of Finance and Administration, stated that no
written comments have been received, and presented a draft Resolution
summarizing expenditures and revenues and adopting a budget for 1992. The
total appropriation amount for the year 1992 is $73,944, 725. When
Intergovernmental Funds are excluded, $66, 776, 711 remains. Chairman Lacy
asked for public comments on the 1992 budget. There were none.
Commissioner Kennedy moved to approve the resolution as presented,
adopting the 1992 budget. Commissioner Harbert seconded the motion, which
carried unanimously. Mr. Warden then read Ordinance No. 167, in the
matter of appropriating funds for 1992, and requested emergency approval.
Commissioner Kennedy moved to approve Ordinance No. 167 on an emergency
basis. Seconded by Commissioner Harbert, the motion carried unanimously.
Mr. Warden read Ordinance No. 168, in the matter of setting a mill levy to
support the 1992 budget. Commissioner Kennedy moved to approve Ordinance
No. 168 on an emergency basis. Commissioner Harbert seconded the motion,
which carried unanimously.
This Certification was approved on the 16th day of December, 1991.
