RECLAMATION PROCEDURES TO BE EMPLOYED UPON THE CESSATION OF THE USE BY SPECIAL REVIEW ACTIVITY . THIS PROJECT IN ITSELF IS A RECLAMATION OF SORTS, IN THAT, THE PROPERTY BY ITS OWN DESIGN IS PREVENTING EROSION, PRODUCING OXYGEN, REMOVING POLLUTANTS AND HELPING TO COOL OUR ATMOSPHERE WHILE PROVIDING A KEY SANCTUARY FOR BIRDS AND WILDLIFE. THE PROPOSED USE WILL SIMPLY ENHANCE THE NATURAL QUALITIES OF THE PROPERTY. ANY RECLAMATION UPON THE CESSATION OF THIS PROJECT WOULD BE MORE DETRIMENTAL THAN THE PROJECT ITSELF. 2 . R. ALSO, THE PLANS FOR A HOME SITE ON THE PROPERTY IS TARGETED LONG TERM FOR THE YEAR 2000 +/-. 3 . THE FOLLOWING WRITTEN MATERIALS AND SUPPORTING DOCUMENTS SHALL BE SUBMITTED AS PART OF THE APPLICATION. 3 .A. A STATEMENT EXPLAINING HOW THE PROPOSAL IS CONSISTENT WITH THE WELD COUNTY COMPREHENSIVE PLAN. THE WELD COUNTY COMPREHENSIVE PLAN INDICATES AN INTENT TO PRESERVE PRIME AGRICULTURAL LAND. THIS PROPERTY THOUGH AGRICULTURAL IS LIMITED TO THE PASTURING OF LIVESTOCK DUE TO THE SOIL CONDITION OF THE LOWER EASTERN PORTION WHICH MAKES UP OVER HALF THE ENTIRE PARCEL. ANOTHER INDICATED INTENT OF THE COMPREHENSIVE PLAN IS TO PROMOTE THE HEALTH AND WELFARE OF THE PEOPLE OF WELD COUNTY BY PROVIDING THEM WITH OUTDOOR RECREATIONAL FACILITIES FOR LEISURE TIME PURSUITS. THESE OPEN SPACES ALSO REDUCE THE DAMAGING EFFECTS OF AIR POLLUTION. FINALLY, THE COMPREHENSIVE PLAN ENCOURAGES THE LOCATION OF RECREATIONAL AREAS ON NONPRODUCTIVE AGRICULTURAL AREAS. THIS PROPOSAL IS ENTIRELY CONSISTENT WITH THE INTENT OF THE COMPREHENSIVE PLAN. 3 . B. A STATEMENT EXPLAINING HOW THE PROPOSAL IS CONSISTENT WITH THE INTENT OF THE DISTRICT IN WHICH THE USE IS INTENDED . THE APPLICANTS PROPOSED USES ARE RECREATIONAL IN NATURE ADJACENT TO A RECREATIONAL AREA USED FOR FISHING AND PICNICKING AND THEREFORE COMPATIBLE WITH THE COMMUNITY. THERE ARE LONG RANGE PLANS THAT, THOUGH ARE NOT DEFINITE, INCLUDE A NINE OR EIGHTEEN HOLE GOLF COURSE ALONG 1-25. THIS WOULD BE LOCATED APPROXIMATELY 3 MILES WEST OF THE APPLICANTS PROPERTY AND THE SPECIAL USE PROJECT WOULD BE A GREAT ASSET TO A LOCAL COMMUNITY 921176 ,6 COURSE. x+ 3 . C . IF APPLICABLE, A STATEMENT EXPLAINING WHAT EFFORTS HAVE BEEN MADE, IN THE LOCATION DECISION FOR THE PROPOSED USE, TO CONSERVE PRODUCTIVE AGRICULTURAL LAND IN THE AGRICULTURAL ZONE DISTRICT. THE LOWER MAJORITY PORTION OF THE APPLICANTS PARCEL WOULD NOT BE CONSIDERED PRIME CROP LAND BECAUSE OF THE HIGH CONCENTRATION OF SAND WITHIN THE SOIL. ALSO THE PROPERTY HAS NO AVAILABLE WATER FOR IRRIGATION. THE PROPOSED PROJECT IN THIS APPLICATION WILL NOT CAUSE MAJOR PRODUCTIVE LAND LOSS. 3 . D . A STATEMENT EXPLAINING THERE IS ADEQUATE PROVISION FOR THE PROTECTION OF THE HEALTH, SAFETY AND WELFARE OF THE INHABITANTS OF THE NEIGHBORHOOD AND THE COUNTY . A RECREATIONAL AREA SUCH AS THIS WILL ENCOURAGE THE PHYSICAL WELL BEING OF ITS PATRONS, NAMELY THE NEIGHBORHOOD AND COUNTY. SAFETY, FROM THE ONSET OF THIS PROPOSAL, HAS BEEN FOREMOST IN THE APPLICANTS MINDS, TAKING INTO CONSIDERATION SUCH MINOR DETAILS AS A SEPARATE STORAGE SHED TO HOUSE ONLY LIMITED FLAMMABLES SUCH AS PAINTS AND EVERYDAY GARDENING SUPPLIES. THIS WAS IN CONSIDERATION OF THE SAFETY OF NOT ONLY THE NEIGHBORHOOD, BUT THE FIREFIGHTERS WHO IT COULD DIRECTLY CONCERN. 3 . E . A STATEMENT EXPLAINING THE USES PERMITTED WILL BE COMPATIBLE WITH THE EXISTING SURROUNDING LAND USES ( INCLUDE A DESCRIPTION OF EXISTING LAND USES OF ALL PROPERTIES ADJACENT TO THE PROPERTY. ) THE EXISTING LAND USES ADJACENT TO THE PROPERTY CONSIST OF RESIDENTIAL (ATTACHED WITH AGRICULTURAL) , AGRICULTURAL, WATER TREATMENT, AND RECREATIONAL. THE LARGEST ADJOINING PIECE OF PROPERTY IS USED FOR RECREATIONAL PURPOSES AT THE FIRESTONE LAKE. 3 . F . A STATEMENT EXPLAINING THE PROPOSED USE WILL BE COMPATIBLE WITH THE FUTURE DEVELOPMENT OF THE SURROUNDING AREA AS PERMITTED BY THE EXISTING ZONE AND WITH FUTURE DEVELOPMENT AS PROJECTED BY THE COMPREHENSIVE PLAN OF THE COUNTY OR THE ADOPTED MASTER PLANS OF AFFECTED MUNICIPALITIES . THE CLOSEST MUNICIPALITIES TO THE APPLICANTS PROPERTY ARE FREDERICK AND FIRESTONE. THEY Fq4 E DEVELOPED A COMPREHENSIVE PLAN FOSTERING 19 116 (3 . F. CONT. ) THE SAME IDEAS AS THE WELD COUNTY COMPREHENSIVE PLAN. THE INTENT OF THESE MUNICIPALITIES TO JOINTLY OR SEPARATELY DEVELOP A MUNICIPAL GOLF COURSE IN THE AREA HAS BEEN IN THE PLANNING STAGES FOR MANY YEARS. THOUGH THEY ARE NOT YET FINALIZED AS TO EVEN THE FINANCING, THEIR EFFORTS PROVE THEIR DESIRES FOR PROMOTING GOLF WITHIN THEIR AREA. THE APPLICANTS PROJECT WOULD ENHANCE THE LOCAL MUNICIPALITIES COURSE SHOULD IT EVER BE BUILT AND COMPLIES WITH THE DESIRES AND MASTER PLANS OF THESE COMMUNITIES. 3 .G . A STATEMENT EXPLAINING THE USE BY SPECIAL REVIEW AREA IS NOT LOCATED IN A FLOOD PLAIN, GEOLOGIC HAZARD, AND WELD COUNTY AIRPORT OVERLAY DISTRICT AREA; OR THAT THE APPLICATION COMPLIES WITH SECTION FIFTY ( 50 ) , OVERLAY DISTRICT REGULATIONS AS OUTLINED IN THE WELD COUNTY ZONING ORDINANCE.
