Subject: Adding five pens with 840' of bunk space to SUP-193, located in the
NW/4 of Section 33, T4N, R66W of the 6th P.M., Weld County, Colorado.
Dear Mr. Ottenhoff:
Thank you for your letter of October 18, 1994. The Department of Planning Service's staff
have reviewed your letter along with the Development Standards of SUP-193. Staff has referred
this matter to the Weld County Health Department for additional review. Staff has determined
that the use as described above is not a major change to the existing SUP-193. However, in the
memo from the Weld County Health Department, dated October 26, 1994, Trevor Jiricek
states: "if this facility is increasing its physical area by one third of the existing capacity it must
submit a Manure and Process Wastewater Management Plan to the Water Quality Control
Division of the Colorado Department of Health and Environment."

letter of October 18, 1994, in which he indicated the Strear Farms Feedlot
intends to expand its surface. The Division only has one concern, it is as
follows: The facility must insure that its manure and process wastewater
collection, storage and land application facilities are adequately sized to
accommodate any additional wastewater generation and flow as well as maintain
compliance with the Confined Animal Feeding Operations Control Regulation.
It must be noted, that the Confined Animal Feeding Operations Control Regulation
(the Regulation) is a self-implementing control regulation which requires no
permit as a condition for operation, etc. However, if this facility is
increasing its physical area by one third of the existing capacity it must submit
a Manure and Process Wastewater Management Plan (The Plan) to the Water quality
Control Division (the Division) of the Colorado Department of Public Health and
Environment. The Plan does not need approval by the Division unless it includes
a land application plan pursuant to section 4.8.5 of the Regulation. Any other '
comments (other than on land application portion) from the Division are not
considered to be binding on the operator, they are simply input which may help
to prevent noncompliance after construction has taken place.

Gentlemen:
This firm represents David Hunt who is the Lessee and the
holder of an option to purchase the Strear Farms Company feedlot in
the NA- of Section 33, Township 4 North, Range 66 west. This
feedlot is operated under Special Use Permit No. 193 granted in
1973 for a capacity of approximately 4860 head of 1, 000 lb. cattle.
Mr. Hunt would like to make certain modifications to the
feedlot which will enhance the efficiency of operation, promote the
health of the cattle, and reduce environmental concerns. Mr.
Hunt's proposal is to spread the cattle out by building 5 new pens
with an additional 840 feet of feed bunk space. He is not
requesting an increase in the capacity of the feedlot beyond the
4860 head. I am attaching a photocopy of a photograph of the
feedlot showing where the additional bunk space and pens would be
located.
One of the desirable results of the additional bunk space will
be to allow all of the cattle to eat at the same time. This will
result in less pushing and fighting among the cattle to get to the
feed bunks, which in turn will reduce injuries to the cattle and
stirring up dust.
A second advantage to spreading the cattle out will be reduce
the concentration of urine and manure, thus keeping the pens drier
and reducing odor and flies.

I want to re-emphasize that our client is not requesting an
increase in the capacity of this feedlot. He simply wants to be
able to operate it more efficiently, to the benefit of everyone
concerned. There do not seem to be any disadvantages to adding
these corrals, other than the cost to my client. Therefore we
request that the Planning Department determine that this proposal
is a minor change in the Special Review Permit pursuant to Section
24.9 of the Weld County Zoning Ordinance.
