HomeMy WebLinkAbout920542.tiff em n RESOLUTION RE: APPROVE MIGRANT HEAD START PROGRAM GRANT APPLICATION FOR EXPANSION AND START-UP COSTS BETWEEN FENWC AND FEDERAL HEAD START BUREAU AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Migrant Head Start Program Grant Application for Expansion and Start-up Costs between Family Educational Network of Weld County and the Federal Head Start Bureau, commencing June 1, 1992, and ending May 31, 1993, with the further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Migrant Head Start Program Grant Application for Expansion and Start-up Costs between Family Educational Network of Weld County and the Federal Head Start Bureau be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said application. These costs include gas and oil , repair and maintenance and allocated funds for vehicle replacement figured at .90 per mile x 7778 miles. Parent Activities Includes costs incurred for Parent Policy Council Meetings, parent trainings and activities. Child Care Pays for child care for parents while they are participating in Literacy Classes, volunteering in the classroom and attending program related meetings, training and activities. Insurance Pay for child liability insurance; $3.33 x 15 children. Medical/Dental Services Medical/Dental Services include the costs incurred for physical and dental screenings and examinations for children attending the Head Start Program, as well as prescriptions. Utilities/Telephone Pays for costs incurred for gas, electricity, water, sewage and telephone usage. Miscellaneous Pays for incidental costs, such as publications, advertising, printing, etc. Special Needs Contracts Pays for the addition of children added to the special needs contracts with the University of Northern Colorado for speech therapy and diagnostics, as well as for other necessary services (OT/PT etc.). Janitorial/Repair and Maintenance Services Pays for the cost of janitorial services through the school districts and for the costs of janitorial supplies. Also pays for repair and maintenance for machines and equipment. as well as any building repair and maintenance. n n BUDGET NARRATIVE EXPANSION-START UP COSTS PROGRAM ACCOUNT 23 SUPPLIES Classroom Includes the purchase of manipulatives, childrens books, multi-cultural resource materials, classroom furniture, scissors, construction paper and other art supplies, etc. Medical/Dental Pays for the purchase of first aide supplies, toothbrushes and toothpaste. instructional materials, etc. OTHER New Vehicle The purchase of a new mini-van which will transport a maximum of 16 children. All vehicles are ordered in accordance with the Weld County Purchasing Policy, whereby. all purchases go out for bid according to specifications. Once all bids are received, the Board of Commissioners has final decision on the vendor to supply the request. Therefore, the request of $25,000.00 is an estimate of the cost of a new vehicle. Miscellaneous Costs This category pays for incidental cost involved with expansion to include printing, advertising. etc. • Playground Equipment This pays for age appropriate playground equipment to be installed at the new 7 sites. Eight thousand-fifty dollars will be given to each site. The money will be spent for equipment, sand and other appropriate surfaces, installation, and fencing. Again purchases of this amount and quantity will have to be made according to Weld County Purchasing Policies. All playground equipment and playgrounds will have to meet school district specifications and regulations as well as ADA Regulations. Audio/Visual Equipment This pays for three combination 19" Television/VCR set-ups. The combination TV/VCR will be easily transportable to the sites and use less storage space. Each set-up costs approximately $350.00 920512 • • PROGRAM NARRATIVE EXPANSION PROGRAM ACCOUNT 23 The Family Educational Network of Weld County is asking for funds for an additional fifteen (15) children. Five (5) in Weld County. five (5) in Adams County (Brighton) and five (5) in Ft. Morgan. The FENWC Migrant Head Start Program is currently funded for 350 children. The fifteen (15) children will be disbursed throughout current classrooms; therefore, adding an additional classroom in total . A Community Needs Assessment (Attachment I) was completed to determine which communities had the highest need for additional Head Start slots. Attachment II is a map demonstrating the location of classrooms and communities which will be served. A minimum of 2 children in the special needs category will be enrolled. These children and their families will receive the full range of needed services according to Performance Standards once enrolled in the FENWC's Migrant Head Start Program. A Special Needs Individual Education Plan will be developed by FENWC staff, therapists and the child's parent. The plan will be adhered to and the child's progress will be documented. Alamosa will receive no expansion as we feel it is necessary that the new Delegate Agency arrangement become solid before this center is ready for additional children. As it is evident from the above statistics and information there is a great need for comprehensive Migrant Head Start Services in the State of Colorado.
