PUBLIC NOTICE OF A PROPOSED PROJECT
OR ACTIVITY WARRANTING PUBLIC COMMENT
The Colorado Air Pollution Control Division has declared that the following proposed construction activity
warrants public comment. Therefore, the Division of Air Pollution Control of the Colorado Department of
Health, hereby gives NOTICE pursuant to Section 25-7-114(4)(e), C.R.S. 1973, as amended, of the Colorado
"Air Quality Control Act", that an application to the Division has been received for an emission permit on the
following proposed project and activity:
Weld County, Mining Division, has proposed to construct gravel crushing equipment to be
located in Hall Pit at 83rd/WCR 62 in Weld County, Colorado.This plant, rated at 200 tons per
hour (TPH), will consist of an assembly of a crusher and a power generating set.
The expected air pollutant emissions from this operation are estimated as follows:
Particulate Matter (TSP): 8.06
Particulate Matter < 10 pm PM10 1.10
The Division has determined that the source will comply with all permitting requirements.
The Division hereby solicits and requests submission of public comment concerning the aforesaid proposed
project and activity for a period of thirty (30) days from and after the date of this publication. Any such
comment must be in writing and be submitted to the following addressee:

Within thirty (30) days following the said thirty (30)-day period for public comment, the Division shall consider
comments and, pursuant to Section 25-7-114(4)(f)(11), either grant, deny, or grant with conditions, the
emission permit. Said public comment is solicited to enable consideration of approval of and objections to the
proposed construction of the subject project and activity by affected persons.
A copy of the application for the emission permit, the Preliminary Analysis of said application, and
accompanying data concerning the proposed project and activity are available for inspection in the office of
the Clerk and Recorder of Weld County, Colorado during regular business hours of said office, and also may

SOURCE CLASSIFICATION
Portable synthetic minor source currently in an attainment area(may be relocated in a non-attainment
area in Colorado State). Particulate emissions from crusher is to be controlled by moist to wet material.
Water sprays shall be used as necessary to control particulate emissions.The Division has determined
that the control constitutes Reasonably Available Control Technology (RACT) for this source. The
Division has determined that this source will meet all applicable standards and requirements.
This source is considered a synthetic minor source for operating permits since on an uncontrolled basis,
the source's Potential To Emit (PTE) exceeds 100 tons per year. With the benefit of control measures
( i.e. watering) and a limit on annual production, actual controlled emissions are less than the major
source level of 100 tons per year. In order for a synthetic minor to be considered federally enforceable,
the permit application is required to go through the public comment process.

6. The Division's approval of the proposed control plan is based on the submitted production level as
listed below. Prior to any increase in daily or annual production rates, the applicant shall submit
a Revised Air Pollutant Emission Notice and Control Plan which will be subject to Division review
and approval to ensure compliance with the National Ambient Air Quality Standards for particulate
matter. Annual records of the actual production rate shall be maintained by the applicant and
made available to the Division for inspection upon request.
Crushing of gravel shall not exceed 200 tons/hour or 200,000 tons/year.

7. Emissions of air pollutants shall not exceed the following limitations (as calculated in the Division's
preliminary analysis):
Total Suspended Particulates: 8.06 tons/year
Particulate Matter (PM10): 1.10 tons/year
Sulfur Dioxide: 0.16 tons/year
Nitrogen Oxides: 2.44 tons/year
Volatile Organic Compounds: 0.17 tons/year
Carbon Monoxide: 0.53 tons/year
8. At all times, including periods of start-up, shutdown, and malfunction, the facility and control
equipment shall,to the extent practicable, be maintained and operated in a manner consistent with
good air pollution control practices for minimizing emissions. Determination of whether or not
acceptable operating and maintenance procedures are being used will be based on information
available to the Division, which may include, but is not limited to, monitoring results, opacity
observations, review of operating and maintenance procedures, and inspection of the source.

11. This source is subject to New Source Performance Standards requirements of Regulation No. 6,
Part A, Subpart OOO, Standards of Performance for nonmetallic mineral processing plants as
follows:
a. Visible emissions from crusher shall not exceed 15% opacity.
b. Visible emissions from screening and from each transfer point shall not exceed
10% opacity.
In addition,the following requirements of Regulation No. 6, Part A, Subpart A, General Provisions,
apply.
a. No article, machine, equipment or process shall be used to conceal an emission
which would otherwise constitute a violation of an applicable standard. Such
concealment includes, but is not limited to, the use of gaseous diluents to achieve
compliance with an opacity standard or with a standard which is based on the
