HomeMy WebLinkAbout921378.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 13, 1992 TAPE #92-02 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the law and bylaws of said Board at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 13, 1992, at the hour of 9:00 A.M. ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner George Kennedy, Chairman Commissioner Constance L. Harbert, Pro-Tem Commissioner C. W. Kirby Commissioner Gordon E. Lacy Commissioner W. H. Webster Also present: Weld County Attorney, Thomas 0. David Acting Clerk to the Board, Carol Harding Finance and Administration Director, Don Warden MINUTES: Commissioner Harbert moved to approve the minutes of the Board of County Commissioners meeting of January 8, 1992, as printed. Commissioner Lacy seconded the motion, and it carried unanimously. CERTIFICATIONS OF HEARINGS: Commissioner Lacy moved to approve the Certifications for the hearings conducted on January 8, 1992, as follows: 1) Assessment of Costs, Weld County Roads 15 and 84 Local Improvement District #1991-2; 2) Community Development Block Grant, Human Services Building (United Way) ; 3) Show Cause Hearing, Laku Landing, c/o Philip G. and Ellen J. Yastrow and Randy Hocking; 4) Amend certain Sections of the Weld County Building Code Ordinance, Ordinance No. 119-J; 5) Special Review Permit, Rod and Jan Staudinger; and 6) Show Cause Hearing, Larry Smith. Commissioner Kirby seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to today's agenda. CONSENT AGENDA: Commissioner Lacy moved to approve the consent agenda as printed. Commissioner Harbert seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: There were no reports at today's meeting. WARRANTS: Don Warden presented the following warrants for approval by the Board: General fund $476,207.71 Handwritten warrants: Payroll $265, 754.10 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Harbert seconded the motion which carried unanimously. 921378 Let the record reflect that a recess was taken at this time to allow the Board to convene as the Board of Social Services. BUSINESS: NEW: CONSIDER TEN SAMPLING AND ANALYSIS OF POLLUTANT DISCHARGE AGREEMENTS BETWEEN HEALTH DEPARTMENT AND VARIOUS ENTITIES AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Weld County Health Department, read the names of the ten entities being considered for Sampling and Analysis of Pollutant Discharge Agreements. The term of each agreement is January 1, 1992 through December 31, 1992. Commissioner Lacy moved to approve said agreements and authorize the Chairman to sign. Seconded by Commissioner Harbert, the motion carried unanimously. CONSIDER TWENTY-FIVE SAMPLING AND ANALYSIS OF DRINKING WATER AGREEMENTS BETWEEN HEALTH DEPARTMENT AND VARIOUS ENTITIES AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Tacker read the names of the twenty-five entities being considered for Sampling and Analysis of Drinking Water Agreements. The term is January 1, 1992 through December 31, 1992 for each agreement. Commissioner Harbert moved to approve said agreements and authorize the Chairman to sign. Seconded by Commissioner Lacy, the motion carried unanimously. CONSIDER PURCHASE OF SERVICES AGREEMENT BETWEEN HEALTH DEPARTMENT AND STEVE PRINCE AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Tacker explained this is the consultant under the AIDS grant. Mr. Prince will be reimbursed at a rate of $25.00 per hour for the term of November 18, 1991 through March 31, 1992. Commissioner Lacy moved to approve said agreement and authorize the Chairman to sign. Seconded by Commissioner Harbert, the motion carried unanimously. CONSIDER INTERGOVERNMENTAL AGREEMENT WITH CITY OF GREELEY FOR 1990 SHARED CHIP SEAL PROJECT COSTS AND AUTHORIZE CHAIRMAN TO SIGN: Drew Scheltinga, County Engineer, explained this is the process of paperwork necessary to allow the City of Greeley to pay for a portion of the cost for chip and seal projects from 1990. The City annexed roads paved at that time, on North 6th Avenue and Weld County Road 62, making their share $6,292.58. Commissioner Kirby moved to approve said agreement and authorize the Chairman to sign. Seconded by Commissioner Harbert, the motion carried unanimously. CONSIDER CANCELLATION OF UNCOLLECTIBLE AMBULANCE ACCOUNTS IN THE AMOUNT OF $48, 772. 74: Commissioner Lacy moved to approve said cancellation. Seconded by Commissioner Kirby, the motion carried unanimously. Chairman Kennedy commended the Ambulance Service for their professional and courteous manner while responding to his accident several weeks ago. CONSIDER APPOINTMENTS TO BOARD OF TRUSTEES FOR NORTH COLORADO MEDICAL CENTER: Commissioner Harbert moved to appoint Dennis Hoshiko and Donald Mueller to the Board of Trustees for North Colorado Medical Center, with terms to expire January 10, 1995. Seconded by Commissioner Webster, the motion carried unanimously. Minutes - January 13, 1992 Page 2 FINAL READING OF ORDINANCE NO. 89-V, IN MATTER OF REPEAL AND RE-ENACT, WITH AMENDMENTS OF CERTAIN SECTIONS, AND ADDITION OF CERTAIN SECTIONS TO ORDINANCE NO. 89, WELD COUNTY ZONING ORDINANCE, AS CURRENTLY AMENDED, REVISING AND ADDING CERTAIN PROCEDURES, TERMS, AND REQUIREMENTS: Commissioner Lacy moved to read by title only. Seconded by Commissioner Webster, the motion carried unanimously. Tom David, County Attorney, read the title of Ordinance No. 89-V. There was no public comment. Commissioner Lacy moved to approve Ordinance No. 89-V on final reading. Seconded by Commissioner Kirby, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the consent agenda. Ordinance No. 89-V was approved on final reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
