Ault facility. It is the request by Waste Services Gprp. that the structure be moved a total of 25 feet to the west, or at a distance of 25 feet from the wesE.property line, and Weld County Road 25 right of way. .AA A new sheet C-2 drawing is submitted with this letter to locate and record the change. It would be a request to facilitate the future expansion of this buJlding to the east, should it be necessary. The drainage plan has been considered, and drainage swales as shown on the new C-2 drawing reflect this change. There will be no adverse affect to either the drainage, site planning or landscaping. . We ,hope that this relocation can be approved by staff at'the earliest convenience so that the construction schedule can proceed as planned. Thank you very much for your consideration. As stated in the enclosed copy of a letter from the Colorado Division of Highways , it appears there are several recommended upgrades that could be made to significantly • increase the safety of this school zone. First St. 4` • •Ault, CO 80610 rf - Dear Nansi: on April 26, 1990, you and I met to discuss possible measures to increase the safety of the school crossing at the intersection of Graefe Ave. and SH 14 . After our inspection of the area, I agree that improvements can be made to increase the safety of the area . Before -I address the situation at Graefe Ave. I would like to answer a question you brought up regarding the signal at SH 14 and First Ave. You felt that the length of time for the WALK signal to • come on -after the ped. button was pushed is excessive. My .signal foreman has informed me the Town requested, at the time of installation, an 'exclusive pedestrian crossing phase. This means that all traffic is stopped and pedestrians can cross in all directions. When the button is pushed, the light cycles to clear the traffic from both directions before turning on the WALK indicator. A delay of approximately 50 seconds might be incurred depending on the • cycling in progress at the time the pedestrian call is made. The ped phase may be changed to the normal crossing movement where the WALK indication is given along with a green light for the traffic. This would then only require one direction of traffic to be cleared before the WALK indication is given. This change -would have to be initiated by the Town of Ault. . • Now back to the intersection at Graefe Ave. To begin with, I mentioned the Manual of Uniform Traffic Control Devices for Streets and Highways (M,U.T.C.D. ) . By law, all traffic control devices placed on the State highway system shall conform to this manual . Using the ,M.U.T. C. D. along with your ideas, I have Como up with. a proposal for this area. • • cc: D. Flames; B. Shoemaker; ile• • �.. The 'first item I would like to discuss is the portable school crossing sign which is usually placed in the center of SH 14 at • Graefe Ave. section 7B-6 of the M.U.T.C.D. states that "portable school signs shall pot be placed within the roadway at any time, " My files show that the Highway Dept. requested the Highland school . District to discontinue the use of this sign in August 1988 . I have enclosed a copy of this request. Instead of using the portable sign I would suggest that the flashing beacons which are currently in place be moved closer to the crosswalk. They could be placed approximately 200 feet in advance of the crosswalk along with a crosswalk sign placed at the actual crosswalk. . We could also help alert traffic to watch for children crossing by painting "SCHOOL" closer to the crosswalk instead out at the approach to school property. The idea of limiting parking near the crosswalk was a very good one. The M.U.T.c.D. states that "parking should not be allowed Within 100 feet in advance of the crosswalk, nor 20 feet beyond." This not only allows the children to see oncoming traffic, but • allows traffic to see the children. You indicated that restricting parking at this location should not be a problem. • If you would like to go ahead with .this proposal, you need to first approach the Town. Any changes made through this area must be requested and agreed to by the Town of Ault. I cannot commit any funding for this work at this time, but perhaps between the School District, the Town and the Highway Department, something can be worked out. If Ault pursues this matter, I don't see why this area couldn 't be upgraded by next Fall . You mentioned that you would contact the appropriate authority for the Town of Ault so I will leave it up to you.
