RESOLUTION
RE: APPROVE SITE SPECIFIC DEVELOPMENT PLAN AND AMENDED SPECIAL REVIEW PERMIT
FOR AN AGRICULTURAL SERVICE ESTABLISHMENT TO INCLUDE CORPORATE OFFICES AND
A TRUCK WASH FACILITY IN THE A (AGRICULTURAL) ZONE DISTRICT - MONFORT,
INCORPORATED
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public hearing on the 1st
day of September, 1993, at the hour of 10:00 a.m. in the Chambers of the Board
for the purpose of hearing the application of Monfort, Incorporated, 1650 AA
Street, Greeley, Colorado 80631, for a Site Specific Development Plan and
Amended Special Review Permit for an agricultural service establishment to
include corporate offices and a truck wash facility in the A (Agricultural) Zone
District on the following described real estate, to-wit:
Part of the NI of Section 30, Township 6
North, Range 65 West of the 6th P.M. , Weld
County, Colorado
WHEREAS, said applicant was represented by Dick Lewis, Monfort's Buildings
and Grounds Superintendent, and
WHEREAS, Section 24.4.2 of the Weld County Zoning Ordinance provides
standards for review of said Amended Special Review Permit, and
WHEREAS, the Board of County Commissioners heard all of the testimony and
statements of those present, has studied the request of the applicant and the
recommendations of the Weld County Planning Commission and all of the exhibits
and evidence presented in this matter and, having been fully informed, finds that
this request shall be approved for the following reasons:
1. The submitted materials are in compliance with the application
requirements of Section 24.7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Board of County Commissioners that the
applicant has shown compliance with Section 24.4.2 of the Weld
County Zoning Ordinance as follows:
a. This proposal is consistent with the Urban Growth Boundary and
Agricultural Goals and Policies of the Weld County
Comprehensive Plan. The Special Review area is located within
the urban growth boundary of the City of Greeley. The Greeley
Planning Commission has reviewed this proposal and found no
conflict with its interests.

b. The proposed use is consistent with the intent of the
A (Agricultural) Zone District and is provided for as a Use by
Special Review.
c. The proposed use will be compatible with the existing
surrounding land uses which include agricultural, industrial
and commercial uses.
d. The permitted uses will be compatible with the future
development of the surrounding area. The City of Greeley did
not indicate that there is any conflict between this proposal
and its adopted master plans.
e. The proposed use is located in the Weld County Airport Overlay
District. The proposed structure is not in conflict with
district regulations. No other overlay districts affect the
site.
f. Special Review Development Standards will provide adequate
protection of the health, safety and welfare of the
neighborhood and County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the application for a Site Specific Development Plan and
Amended Special Review Permit for an agricultural service establishment to
include corporate offices and a truck wash facility in the A (Agricultural) Zone
District on the hereinabove described parcel of land be, and hereby is, granted
subject to the following conditions:
1. The attached Development Standards for the Special Review Permit
shall be adopted and placed on the Special Review plat prior to
recording the plat. The plat shall be delivered to the Department
of Planning Services and be ready for recording in the Weld County
Clerk and Recorder's Office within 15 days of approval by the Board
of County Commissioners.
2. The Special Review activity shall not occur nor shall any building
or electrical permits be issued on the property until the Special
Review plat is ready to be recorded in the office of the Weld County
Clerk and Recorder.
3. Prior to issuance of a certificate of occupancy for the truck wash,
the approved drainage plan shall be implemented.
4. Within 30 days of Board of County Commissioners' approval, an odor
abatement and response plan shall be submitted to Weld County
Environmental Protection Services for review and approval.

1. The Site Specific Development Plan and Special Review Permit is for an
agricultural service establishment to include corporate offices and a
truck wash facility in the A (Agricultural) Zone District as submitted in
the application materials on file in the Department of Planning Services
and subject to the Development Standards stated herein.
2. Approval of this plan may create a vested property right pursuant to
Section 90 of the Weld County Zoning Ordinance.
3. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
4. No permanent disposal of wastes shall be permitted at this site.
5. Wood shavings, sawdust, and waste materials shall be handled, stored, and
disposed of in a manner that controls fugitive dust, blowing debris, and
other potential nuisance conditions.
6. Fugitive dust shall be controlled on this site.
7. The maximum permissible noise level shall not exceed the light industrial
limit of 70 dB(A) , during the day, 7:00 a.m. to 7:00 p.m. , and 65 dB(A)
during the nights, 7:00 p.m. to 7:00 a.m. , as measured according to 25-12-
102, Colorado Revised Statutes.
8. All parking areas and traffic circulation paths shall be covered with an
all-weather surface. All other areas shall be landscaped or seeded and
maintained with adaptive grasses.
9. Adequate toilet facilities served by the City of Greeley sewer system are
required for the proposed structure.
10. The truck wash facility shall utilize the existing City of Greeley
municipal sewer treatment system.
11. A manager responsible for operation of the facility shall be on site at
all times that the truck wash facility is open.
12. The was bay shall be constructed and operated in such a manner as to
control spillage, splash, and spray onto the ground. Wash water shall not
be allowed to contaminate the ground.
13. The odor abatement and response plan shall be implemented at the request
of the health department in the event that odor levels detected off site
of the facility meet or exceed the residential odor limit as specified by
the Colorado Air Quality Control Commission Regulation II. The plan shall
also be implemented in the event that the Health Department receives
credible odor complaints and in the judgement of the Director of Public
Health, there exists an odor condition requiring abatement.

14. In the event that the row of hedge trees which screens the use from
Highway 85 is removed or no longer provides effective screening, the
applicant shall implement a screening plan. The need for additional
screening shall be determined by the Department of Planning Services'
staff. A screening plan shall be submitted to the staff for review within
30 days of that determination. The applicant shall be notified by letter.
The approved screening plan shall be constructed and/or planted by the end
of the following planting season.
15. All existing septic systems shall meet the requirements of the Weld County
Health Department.
16. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
17. The property owner or operator shall be responsible for complying with the
Design Standards of Section 24.5 of the Weld County Zoning Ordinance.
18. The property owner or operator shall be responsible for complying with the
Operation Standards of Section 24.6 of the Weld County Zoning Ordinance.
19. Personnel from the Weld County Health Department and Weld County
Department of Planning Services shall be granted access onto the property
at any reasonable time in order to ensure the activities carried out on
the property comply with the Development Standards stated herein and all
applicable Weld County Regulations.
20. The Special Review area shall be limited to the plans shown herein and
governed by the foregoing Standards and all applicable Weld County
Regulations. Major changes from the plans or Development Standards as
shown or stated shall require the approval of an amendment of the Permit
by the Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans or Development Standards
are permitted. Any other changes shall be filed in the office of the
Department of Planning Services.
21. The property owner or operator shall be responsible for complying with all
of the foregoing Development Standards. Noncompliance with any of the
foregoing Development Standards may be reason for revocation of the Permit
by the Board of County Commissioners.

AND A TRUCK WASH FACILITY IN THE A (AGRICULTURAL) ZONE DISTRICT -
MONFORT, INCORPORATED
A public hearing was conducted on September 1, 1993, at 10:00 A.M. , with
the following present:
Commissioner Constance L. Harbert, Chairman
Commissioner W. H. Webster, Pro-Tem - Excused

Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 16, 1993, and duly
published August 19, 1993, in the Windsor Beacon, a public hearing was
conducted to consider the request of Monfort, Incorporated for a Site
Specific Development Plan and Amended Special Review Permit for an
agricultural service establishment to include corporate offices and a
truck wash facility in the A (Agricultural) Zone District. Lee Morrison,
Assistant County Attorney, made this a matter of record. Greg Thompson,
Planning Department representative, entered the favorable recommendation
of the Planning Commission into the record as written. He noted this case
was heard by the Planning Commission on March 17, 1992; however, there was
a condition to be met prior to scheduling before the Board of County
Commissioners. Mr. Thompson indicated the condition required a drainage
plan be submitted to the County Engineer for review and approval, and said
condition has been met. The applicant also submitted a truck wash odor
control plan, which Mr. Morrison noted was Planning Commission's Exhibit
26, to the Health Department for review, which satisfies Condition of
Approval #4. In response to a question from Commissioner Hall, Mr.
Thompson read the odor control plan into the record and confirmed the
Health Department has reviewed it and found it to be acceptable.
Commissioner Baxter indicated the odor should not be much of a problem
since the trucks are refrigerated and hauling packaged meat. Dick Lewis,
Monfort's Buildings and Grounds Superintendent, represented the applicant
and stated the odor plan states trucks, but the key word is really
trailers, and he confirmed the odor should not be a problem. In response
to a question from Commissioner Hall, Mr. Lewis said there are no problems
with the Development Standards and Conditions of Approval, which are basic
as far as the facility is concerned. In reference to Development Standard
#13, Commissioner Kirkmeyer questioned whether the "residential odor
limit" is 15:1 or 7: 1 and what a "significant number of odor complaints"
would be. Mr. Thompson explained said Development Standard was a
recommendation from the Health Department. Mr. Morrison said he is unsure
which standard pertains to the residential odor limit, and, in reference
to the odor complaints, he said the credibility of the complaint is what
matters. He indicated another approach would be to use the language
"credible complaints" rather than referring to the number of complaints.
Mr. Lewis said there have been no odor complaints at the existing
facility, and the new facility will be better than the existing one.
Commissioner Kirkmeyer reiterated the language should be more specific,
and Mr. Morrison indicated the use of the word "credible" in Development

Standard #13 should resolve the problem. In reference to the question
concerning whether 15: 1 or 7:1 is the correct standard, Mr. Thompson
indicated the standard is specified in the Air Quality Control Commission
regulations. There was no public testimony offered concerning this
matter, and Chairman Harbert explained that, in the case of a tie vote,
Commissioner Webster would review the record and cast the deciding vote.
Commissioner Baxter moved to approve the request of Monfort, Incorporated
for a Site Specific Development Plan and Amended Special Review Permit for
an agricultural service establishment to include corporate offices and a
truck wash facility in the A (Agricultural) Zone District, based on the
recommendations of the Planning staff and the Planning Commission, with
the Conditions of Approval and Development Standards as entered into the
record and the suggested change in language to Development Standard #13.
The motion was seconded by Commissioner Kirkmeyer, and it carried
unanimously.
This Certification was approved on the 8th day of September, 1993.

be recommended favorably to the Board of County Commissioners for the following
reasons:
1. The submitted materials are in compliance with the application
requirements of Section 24.7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Department of Planning Services' staff that the
applicant has shown compliance with Section 24. 3 of the Weld County Zoning
Ordinance as follows:
This proposal is consistent with the Urban Growth Boundary and
Agricultural Goals and Policies of the Weld County Comprehensive
Plan. The Special Review area is located within the urban growth
boundary of the City of Greeley. The Greeley Planning Commission
has reviewed this proposal and found no conflict with its interests.
The proposed use is consistent with the intent of the A
(Agricultural) zone district and is provided for as a use by special
review.
The proposed use will be compatible with the existing surrounding
land uses which include agricultural, industrial and commercial
uses.
The permitted uses will be compatible with the future development of
the surrounding area. The City of Greeley did not indicate that
there is any conflict between this proposal and its adopted master
plans.

The proposed use is located in the Weld County Airport Overlay
District. The proposed structure is not in conflict with district
regulations. No other overlay districts affect the site.
- Special Review Development Standards will provide adequate
protection of the health, safety and welfare of the neighborhood and
County.
This recommendation is based, in part, upon a review of the application materials
submitted by the applicant, other relevant information regarding the request, and
responses from referral entities.
The Planning Commission' s recommendation for approval is conditional upon the
following:
1. The attached Development Standards for the Special Review permit
shall be adopted and placed on the Special Review plat prior to
recording the plat. The plat shall be delivered to the Department
of Planning Services and be ready for recording in the Weld County
Clerk and Recorder' s office within 15 days of approval by the
Board of County Commissioners.
2. The Special Review activity shall not occur nor shall any building
or electrical permits be issued on the property until the Special
Review plat is ready to be recorded in the office of the Weld
County Clerk and Recorder.
3. Prior to scheduling this request before the Board of County
Commissioners, the applicant shall submit a drainage plan to Weld
County Engineering for review and approval.
4. Prior to issuance of a certificate of occupancy for the truck
wash, the approved drainage plan shall be implemented.
5. Within 30 days of Board of County Commissioners' approval an odor
abatement and response plan shall be submitted to Weld County
Environmental Protection Services for review and approval.

SPECIAL REVIEW PERMIT
DEVELOPMENT STANDARDS
Monfort Incorporated, Second Amended USR-764
1. The Site Specific Development Plan and Special Review permit is
for an agricultural service establishment to include corporate
offices and a truck wash facility in the A (Agricultural) zone
district as submitted in the application materials on file in the
Department of Planning Services and subject to the Development
Standards stated herein.
2. Approval of this plan may create a vested property right pursuant
to Section 90 of the Weld County Zoning Ordinance.
3. All liquid and solid wastes shall be stored and removed for final
disposal in a manner that protects against surface and groundwater
contamination.
4. No permanent disposal of wastes shall be permitted at this site.
5. Wood shavings, sawdust, and waste materials shall be handled,
stored, and disposed of in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
6. Fugitive dust shall be controlled on this site.
7. The maximum permissible noise level shall not exceed the light
industrial limit of 70 dB(A) , during the day, 7:00 a.m. , to 7:00
p.m. , and 65 dB(A) during the nights, 7:00 p.m. , to 7:00 a.m. , as
measured according to 25-12-102, Colorado Revised Statutes.
8. All parking areas and traffic circulation paths shall be covered
with an all-weather surface. All other areas shall be landscaped
or seeded and maintained with adaptive grasses.
9. Adequate toilet facilities served by the City of Greeley sewer
system are required for the proposed structure.
10. The truck wash facility shall utilize the existing City of Greeley
municipal sewer treatment system.
11. A manager responsible for operation of the facility shall be on-
site at all times that the truck wash facility is open.
12. The wash bay shall be constructed and operated in such a manner as
to control spillage, splash, and spray onto the ground. Wash
water shall not be allowed to contaminate the ground.

13. The odor abatement and response plan shall be implemented at the
request of the health department in the event that odor levels
detected off-site of the facility meet or exceed the residential
odor limit as specified by the Colorado Air Quality Control
Commission Regulation II. The plan shall also be implemented in
the event that the Health Department receives a significant number
of odor complaints and in the judgement of the Director of Public
Health, there exists an odor condition requiring abatement.
14. In the event that the row of hedge trees which screens the use
from Highway 85 is removed or no longer provides effective
screening, the applicant shall implement a screening plan. The
need for additional screening shall be determined by the
Department of Planning Services' staff. A screening plan shall be
submitted to the staff for review within 30 days of that
determination. The applicant shall be notified by letter. The
approved screening plan shall be constructed and or planted by the
end of the following planting season.
15. All existing septic systems shall meet the requirements of the
Weld County Health Department.
16. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
17 . The property owner or operator shall be responsible for complying
with the Design Standards of Section 24.5 of the Weld County
Zoning Ordinance.
18. The property owner or operator shall be responsible for complying
with the Operation Standards of Section 24.6 of the Weld County
Zoning Ordinance.
19. Personnel from the Weld County Health Department and Weld County
Department of Planning Services shall be granted access onto the
property at any reasonable time in order to ensure the activities
carried out on the property comply with the Development Standards
stated hereon and all applicable Weld County Regulations.
20. The Special Review area shall be limited to the plans shown hereon
and governed by the foregoing Standards and all applicable Weld
County Regulations. Major changes from the plans or Development
Standards as shown or stated shall require the approval of an
amendment of the Permit by the Weld County Planning Commission and
the Board of County Commissioners before such changes from the
plans or Development Standards are permitted. Any other changes
shall be filed in the office of the Department of Planning
Services.
21. The property owner or operator shall be responsible for complying
with all of the foregoing Development Standards. Noncompliance
with any of the foregoing Development Standards may be reason for
revocation of the Permit by the Board of County Commissioners.

Wes Potter, Vice President, Con-Agri, representative for Monfort, Inc. , explained
the facility they are proposing is a truck wash. When meat is transported, they
are required by the U.S. Department of Agriculture to have a specific standard
of cleanliness in the trucks. The existing facility does not serve their needs
at this time. They are proposing to construct a replacement facility for the
existing truck wash. They will wash approximately 1,100 trucks a month with an
acid alkaline base. The system is set up so that any of the chemicals used
during this process will be neutralized by the time they reach the drain.
Drainage has been arranged with the City of Greeley to flow into the sewer
system. The only type of truck through this facility will be the van style
refrigeration trucks. This facility is totally self contained, all washing will
take place inside the facility that will have doors that can close.
Bud Clemons asked how dirt and grit will be disposed of and if any remains be
considered hazardous waste. Wes Potter stated that once a year a professional
disposal company will pick up and there would be no hazardous waste involved.
Bud Clemons asked if the dirt and grit would be stored indoors. Wes Potter
explained they will have a grit pit outside the building, much like a septic
tank, to hold the material that the City of Greeley will not accept.
Don Feldhaus asked how the 1,100 units a month would average out over the year.
Dick Lewis, representative for Monfort, Inc. , stated they had washed 1,125 units
during the month of November. This count would definitely fluctuate. Bud
Clemons asked about the wet trucks draining onto the highway. Dick Lewis
explained after the trucks are washed they might sit on the premises from 1 to
8 hours, water on the highway would not be a problem.
Bill O'Hare asked how much straw, debris and fat would require disposal after the
inside of the trucks are cleaned. Wes Potter stated that 90% of the meat is
boxed. The only swinging meat is delivered locally. The amount of fat is
minimal. Don Feldhaus asked if they carried live animals. Dick Lewis said no.
Tom Rulon asked about the hazards of the acids and alkaline stored in this
facility. Dick Lewis said they are required to abide by State standards in
handling these materials. The room is fully automated with no drains and there
are curbs set up to control any spillage. Wes Potter explained these materials
are not that hazardous, flashpoint is almost nonexistent, and if anyone is
working in the wash bay an automatic shut off process takes effect.
Lee Morrison asked if there were any commercial car washes currently using this
system. West Potter said no, but this process is very common among truck wash
facilities.

The Chairman asked if there was anyone in the audience who wished to speak for
or against this application. No one wished to speak. Bill O'Hare asked about
Development Standard #5, which covers odor control. Brian Grubb explained this
is a Weld County Health Department Standard. Judy Schmidt explained this
standard is included in the event of complaints from surrounding property owners.
Wes Potter wanted to go on the record as protesting this requirement.
Shirley Camenisch moved Case Number Second Amended USA-764, for a truck wash
facility be forwarded to the Board of County Commissioners, as written, to
include Development Standards, with the Planning Commissions' recommendation for

A regular meeting of the Weld County Planning Commission was held March 17, 1992
in the County Commissioners' Hearing Room (Room #101) , Weld County Centennial
Building, 915 Tenth Street, Greeley, Colorado. The meeting was called to order
by the Chairman, Bud Clemons at 1:30 p.m.

relationship with Monfort' s, Inc. , he will abstain from voting on this

Wes Potter, Vice President, Con-Agri, representative for Monfort, Inc. , explained
the facility they are proposing is a truck wash. When meat is transported, they
are required by the U.S. Department of Agriculture to have a specific standard
of cleanliness in the trucks. The existing facility does not serve their needs
at this time. They are proposing to construct a replacement facility for the
existing truck wash. They will wash approximately 1,100 trucks a month with an
acid alkaline base. The system is set up so that any of the chemicals used
during this process will be neutralized by the time they reach the drain.
Drainage has been arranged with the City of Greeley to flow into the sewer
system. The only type of truck through this facility will be the van style
refrigeration trucks. This facility is totally self contained, all washing will
take place inside the facility that will have doors that can close.
Bud Clemons asked how dirt and grit will be disposed of and if any remains be
considered hazardous waste. Wes Potter stated that once a year a professional
disposal company will pick up and there would be no hazardous waste involved.
Bud Clemons asked if the dirt and grit would be stored indoors. Wes Potter
explained they will have a grit pit outside the building, much like a septic
tank, to hold the material that the City of Greeley will not accept.
Don Feldhaus asked how the 1,100 units a month would average out over the year.
Dick Lewis, representative for Monfort, Inc. , stated they had washed 1,125 units
during the month of November. This count would definitely fluctuate. Bud
Clemons asked about the wet trucks draining onto the highway. Dick Lewis
explained after the trucks are washed they might sit on the premises from 1 to
8 hours, water on the highway would not be a problem.
Bill O'Hare asked how much straw, debris and fat would require disposal after the
inside of the trucks are cleaned. Wes Potter stated that 90% of the meat is
boxed. The only swinging meat is delivered locally. The amount of fat is
minimal. Don Feldhaus asked if they carried live animals. Dick Lewis said no.
Tom Rulon asked about the hazards of the acids and alkaline stored in this
facility. Dick Lewis said they are required to abide by State standards in
handling these materials. The room is fully automated with no drains and there
are curbs set up to control any spillage. Wes Potter explained these materials
are not that hazardous, flashpoint is almost nonexistent, and if anyone is
working in the wash bay an automatic shut off process takes effect.
Lee Morrison asked if there were any commercial car washes currently using this
system. West Potter said no, but this process is very common among truck wash
facilities.

The Chairman asked if there was anyone in the audience who wished to speak for
or against this application. No one wished to speak. Bill O'Hare asked about
Development Standard #5, which covers odor control. Brian Grubb explained this
is a Weld County Health Department Standard. Judy Schmidt explained this
standard is included in the event of complaints from surrounding property owners.
Wes Potter wanted to go on the record as protesting this requirement.
Shirley Camenisch moved Case Number Second Amended USR-764, for a truck wash
facility be forwarded to the Board of County Commissioners, as written, to
include Development Standards, with the Planning Commissions' recommendation for
approval. Motion seconded by Don Feldhaus.
The Chairman asked the secretary to poll the members of the Planning Commission
for their decision. Tom Rulon - yes; Don Feldhaus - yes; Bill O'Hare - abstain;
Shirley Camenisch - yes; Bud Clemons - yes. Motion carried.

be recommended favorably to the Board of County Commissioners for the following
reasons:
1. The submitted materials are in compliance with the application
requirements of Section 24.7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Department of Planning Services' staff that the
applicant has shown compliance with Section 24.3 of the Weld County Zoning
Ordinance as follows:
This proposal is consistent with the Urban Growth Boundary and
Agricultural Goals and Policies of the Weld County Comprehensive
Plan. The Special Review area is located within the urban growth
boundary of the City of Greeley. The Greeley Planning Commission
has reviewed this proposal and found no conflict with its interests.
The proposed use is consistent with the intent of the A
(Agricultural) zone district and is provided for as a use by special
review.
The proposed use will be compatible with the existing surrounding
land uses which include agricultural, industrial and commercial
uses.
The permitted uses will be compatible with the future development of
the surrounding area. The City of Greeley did not indicate that
there is any conflict between this proposal and its adopted master
plans.

The proposed use is located in t1' Weld County Airport Overlay
District. The proposed structure is not in conflict with district
regulations. No other overlay districts affect the site.
Special Review Development Standards will provide adequate
protection of the health, safety and welfare of the neighborhood and
County.
This recommendation is based, in part, upon a review of the application materials
submitted by the applicant, other relevant information regarding the request, and
responses from referral entities.
The Planning Commission's recommendation for approval is conditional upon the
following:
1. The attached Development Standards for the Special Review permit
shall be adopted and placed on the Special Review plat prior to
recording the plat. The plat shall be delivered to the Department
of Planning Services and be ready for recording in the Weld County
Clerk and Recorder's office within 15 days of approval by the
Board of County Commissioners.
2. The Special Review activity shall not occur nor shall any building
or electrical permits be issued on the property until the Special
Review plat is ready to be recorded in the office of the Weld
County Clerk and Recorder.
3. Prior to scheduling this request before the Board of County
Commissioners, the applicant shall submit a drainage plan to Weld
County Engineering for review and approval.
4. Prior to issuance of a certificate of occupancy for the truck
wash, the approved drainage plan shall be implemented.
5. Within 30 days of Board of County Commissioners' approval an odor
abatement and response plan shall be submitted to Weld County
Environmental Protection Services for review and approval.

DEVELOPMENT STANDARDS
Monfort Incorporated, Second Amended USR-764
1. The Site Specific Development Plan and Special Review permit is
for an agricultural service establishment to include corporate
offices and a truck wash facility in the A (Agricultural) zone
district as submitted in the application materials on file in the
Department of Planning Services and subject to the Development
Standards stated herein.
2. Approval of this plan may create a vested property right pursuant
to Section 90 of the Weld County Zoning Ordinance.
3. All liquid and solid wastes shall be stored and removed for final
disposal in a manner that protects against surface and groundwater
contamination.
4. No permanent disposal of wastes shall be permitted at this site.
5. Wood shavings, sawdust, and waste materials shall be handled,
stored, and disposed of in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
6. Fugitive dust shall be controlled on this site.
7. The maximum permissible noise level shall not exceed the light
industrial limit of 70 dB(A) , during the day, 7:00 a.m. , to 7:00
p.m. , and 65 dB(A) during the nights, 7:00 p.m. , to 7:00 a.m. , as
measured according to 25-12-102, Colorado Revised Statutes.
8. All parking areas and traffic circulation paths shall be covered
with an all-weather surface. All other areas shall be landscaped
or seeded and maintained with adaptive grasses.
9. Adequate toilet facilities served by the City of Greeley sewer
system are required for the proposed structure.
10. The truck wash facility shall utilize the existing City of Greeley
municipal sewer treatment system.
11. A manager responsible for operation of the facility shall be on-
site at all times that the truck wash facility is open.
12. The wash bay shall be constructed and operated in such a manner as
to control spillage, splash, and spray onto the ground. Wash
water shall not be allowed to contaminate the ground.

13. The odor abatement and response plan shall be implemented at the
request of the health department in the event that odor levels
detected off-site of the facility meet or exceed the residential
odor limit as specified by the Colorado Air Quality Control
Commission Regulation II. The plan shall also be implemented in
the event that the Health Department receives a significant number
of odor complaints and in the judgement of the Director of Public
Health, there exists an odor condition requiring abatement.
14. In the event that the row of hedge trees which screens the use
from Highway 85 is removed or no longer provides effective
screening, the applicant shall implement a screening plan. The
need for additional screening shall be determined by the
Department of Planning Services' staff. A screening plan shall be
submitted to the staff for review within 30 days of that
determination. The applicant shall be notified by letter. The
approved screening plan shall be constructed and or planted by the
end of the following planting season.
15. All existing septic systems shall meet the requirements of the
Weld County Health Department.
16. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
17. The property owner or operator shall be responsible for complying
with the Design Standards of Section 24.5 of the Weld County
Zoning Ordinance.
18. The property owner or operator shall be responsible for complying
with the Operation Standards of Section 24.6 of the Weld County
Zoning Ordinance.
19. Personnel from the Weld County Health Department and Weld County
Department of Planning Services shall be granted access onto the
property at any reasonable time in order to ensure the activities
carried out on the property comply with the Development Standards
stated hereon and all applicable Weld County Regulations.
20. The Special Review area shall be limited to the plans shown hereon
and governed by the foregoing Standards and all applicable Weld
County Regulations. Major changes from the plans or Development
Standards as shown or stated shall require the approval of an
amendment of the Permit by the Weld County Planning Commission and
the Board of County Commissioners before such changes from the
plans or Development Standards are permitted. Any other changes
shall be filed in the office of the Department of Planning
Services.
21. The property owner or operator shall be responsible for complying
with all of the foregoing Development Standards. Noncompliance
with any of the foregoing Development Standards may be reason for
revocation of the Permit by the Board of County Commissioners.

This proposal includes the addition of a considerable of area of asphalt along
with the trailer wash. The referral materials indicate the storm water
retention holding area will be engineered by Monfort. That design should be
submitted to the Engineering Department for final review and approval.
It's my understanding the run-off from the trailer wash is to go into the City
of Greeley's sewer system. If not, there are Health Department regulations
concerning run-off detention for the trailer wash separate from the run-off
from the paved parking area.

submitted prior to operation of the facility. This plan shall be
implemented at the request of the health department in the event that odor
levels detected off site of the facility meet or exceed the residential
odor limit as specified by the Colorado Air Quality Control Commission
Regulation II. The plan shall also be implemented in the event that the
Health Department receives a significant number of odor complaints and in
the judgement of the Director of Public Health, there exists an odor
condition requiring abatement.
9. A bathroom with adequate toilet facilities is required for the proposed
facility.
10. The Division requires that this facility utilize the existing City of
Greeley municipal sewer treatment system.
11. A manager responsible for operation of the facility shall be onsite at all
times that the facility is open to wash trucks.
12. The wash bay shall be constructed and operated in such a manner as to
control spillage, splash, and spray onto the ground. Wash water shall not
be allowed to contaminate the ground.

THE DEPARTMENT OF PLANNING SERVICES' STAFF RECOMMENDS THAT THIS REQUEST BE
APPROVED FOR THE FOLLOWING REASONS:
1. The submitted materials are in compliance with the application
requirements of Section 24.7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Department of Planning Services' staff that the
applicant has shown compliance with Section 24. 3 of the Weld County Zoning
Ordinance as follows:
This proposal is consistent with the Urban Growth Boundary and
Agricultural Goals and Policies of the Weld County Comprehensive
Plan. The Special Review area is located within the urban growth
boundary of the City of Greeley. The Greeley Planning Commission
has reviewed this proposal and found no conflict with its interests.
The proposed use is consistent with the intent of the A
(Agricultural) zone district and is provided for as a use by special
review.
The proposed use will be compatible with the existing surrounding
land uses which include agricultural, industrial and commercial
uses .
The permitted uses will be compatible with the future development of
the surrounding area. The City of Greeley did not indicate that
there is any conflict betcaeen this proposal and its adopted master
plans.
- The proposed use is located in the Weld County Airport Overlay
District. The proposed structure is not in conflict with district
regulations. No other overlay districts affect the site.
Special Review Development Standards will provide adequate
protection of the health, safety and welfare of the neighborhood and
County.

This recommendation is based, in part, upon a review of the application materials
submitted by the applicant, other relevant information regarding the request, and
responses from referral entities.
The Department of Planning Services' staff recommendation for approval is
conditional upon the following:
1. The attached Development Standards for the Special Review permit
shall be adopted and placed on the Special Review plat prior to
recording the plat. The plat shall be delivered to the Department
of Planning Services and be ready for recording in the Weld County
Clerk and Recorder' s office within 15 days of approval by the
Board of County Commissioners.
2. The Special Review activity shall not occur nor shall any building
or electrical permits be issued on the property until the Special
Review plat is ready to be recorded in the office of the Weld
County Clerk and Recorder.
3. Prior to scheduling this request before the Board of County
Commissioners, the applicant shall submit a drainage plan to Weld
County Engineering for review and approval.
4. Prior to issuance of a certificate of occupancy for the truck
wash, the approved drainage plan shall be implemented.
5. Within 30 days of Board of County Commissioners' approval an odor
abatement and response plan shall be submitted to Weld County
Environmental Protection Services for review and approval.

1. The Site Specific Development Plan and Special Review permit is
for an agricultural service establishment to include corporate
offices and a truck wash facility in the A (Agricultural) zone
district as submitted in the application materials on file in the
Department of Planning Services and subject to the Development
Standards stated herein.
2. Approval of this plan may create a vested property right pursuant
to Section 90 of the Weld County Zoning Ordinance.
3. All liquid and solid wastes shall be stored and removed for final
disposal in a manner that protects against surface and groundwater
contamination.
4. No permanent disposal of wastes shall be permitted at this site.
5. Wood shavings , sawdust, and waste materials shall be handled,
stored, and disposed of in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
6. Fugitive dust shall be controlled on this site.
7. The maximum permissible noise level shall not exceed the light
industrial limit of 70 dB(A) , during the day, 7 :00 a.m. , to 7:00
p.m. , and 65 dB(A) during the nights, 7 :00 p.m. , to 7:00 a.m. , as
measured according to 25-12-102 , Colorado Revised Statutes.
8. All parking areas and traffic circulation paths shall be covered
with an all-weather surface. All other areas shall be landscaped
or seeded and maintained with adaptive grasses.
9. Adequate toilet facilities served by the City of Greeley sewer
system are required for the proposed structure.
10. The truck wash facility shall utilize the existing City of Greeley
municipal sewer treatment system.
11. A manager responsible for operation of the facility shall be on-
site at all times that the truck wash facility is open.
12. The wash bay shall be constructed and operated in such a manner as
to control spillage, splash, and spray onto the ground. Wash
water shall not be allowed to contaminate the ground.

13. The odor abatement and response plan shall be implemented at the
request of the health department in the event that odor levels
detected off-site of the facility meet or exceed the residential
odor limit as specified by the Colorado Air Quality Control
Commission Regulation II . The plan shall also be implemented in
the event that the Health Department receives a significant number
of odor complaints and in the judgement of the Director of Public
Health, there exists an odor condition requiring abatement.
14. In the event that the row of hedge trees which screens the use
from Highway 85 is removed or no longer provides effective
screening, the applicant shall implement a screening plan. The
need for additional screening shall be determined by the
Department of Planning Services' staff. A screening plan shall be
submitted to the staff for review within 30 days of that
determination. The applicant shall be notified by letter. The
approved screening plan shall be constructed and or planted by the
end of the following planting season.
15 . All existing septic systems shall meet the requirements of the
Weld County Health Department.
16. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
17 . The property owner or operator shall be responsible for complying
with the Design Standards of Section 24.5 of the Weld County
Zoning Ordinance.
18. The property owner or operator shall be responsible for complying
with the Operation Standards of Section 24.6 of the Weld County
Zoning Ordinance.
19. Personnel from the Weld County Health Department and Weld County
Department of Planning Services shall be granted access onto the
property at any reasonable time in order to ensure the activities
carried out on the property comply with the Development Standards
stated hereon and all applicable Weld County Regulations .
20. The Special Review area shall be limited to the plans shown hereon
and governed by the foregoing Standards and all applicable Weld
County Regulations. Major changes from the plans or Development
Standards as shown or stated shall require the approval of an
amendment of the Permit by the Weld County Planning Commission and
the Board of County Commissioners before such changes from the
plans or Development Standards are permitted. Any other changes
shall be filed in the office of the Department of Planning
Services.
21. The property owner or operator shall be responsible for complying
with all of the foregoing Development Standards. Noncompliance
with any of the foregoing Development Standards may be reason for
revocation of the Permit by the Board of County Commissioners.

Gentlemen:
Monfort, Inc. intends to expand its south office building at its
corporate headquarters area north of Greeley. The south office
building will be expanded by 36 ' x 84 ' addition to the south end of
the current building. The addition will provide office space for
approximately twenty-five employees of which two-thirds are already
occupants of the south building. The office building to which the
addition will be made is one of three office buildings at the site.
The other surrounding uses include Monfort Transportation truck
terminal and agricultural uses.
The nearest residential use is approximately one-quarter mile away
and is owned by the Applicant. Water is provided by North Weld and
sewage is provided by the sewage services provided by the City of
Greeley. The current parking facility located to the east of the
current building is adequate for any additional employee parking.
If there is need for further parking, the east parking lot can be
expanded in a southerly direction. Access to the parking shall
remain as shown on the plat. No further access is anticipated for
this addition.
The Monfort corporate headquarters facilities are protected by a
private warning service and the Eaton Fire Department. Storm water
is captured on premise and used for irrigation.
The Applicant intends to expand the current landscaping which
includes grass and ornamental shrubs.
The addition to the current building should be completed between
four to six months from the start date, in accordance with weather
limitations.

the proposed addition is in an agricultural zone, the actual ground
to be used is not currently in agricultural use, but rather was
previously used for storage by the Monfort Fab Shop. The proposed
addition is not close to residential uses, will not generate noise
or other pollutants, will allow expanded employment at the '`
corporate office and will not impact the Weld County or City of
Greeley Comprehensive Plans in any adverse way. The proposed use
is not in the flood plain, nor a geographic hazard area, nor will
it impact the Weld County Airport Overlay District.

of agri-business and industry. Monfort' s business
includes crop production, cattle feeding, slaughter and
distribution. Industrial business and commercial
development is encouraged to locate near existing town.
This facility will be just north of Greeley, this washing
facility will not contribute to water, air, or surface
pollution.
Intent of the district in which the use is located:
• This facility will be compatible with the surrounding
land use as our maintenance facility is located in the
immediate area.
Health, safety, welfare and future development:
• This proposal provides for the protection of the health,
safety and welfare of the inhabitants of the neighborhood
and the county. The new wash will generate no noise,
heat, dust or odor. It will have a negligible traffic
impact. Adjacent residences are fairly remote and are
owned by the applicant. Surrounding properties are used
for crop production or Monfort business uses (not
including any retail activity) . The area was identified
for future industrial development by the City of Greeley
north Greeley study.
Location for flood plan or geologic hazard:
• This facility is not located in the flood plan, geologic
hazard and Weld County Airport overlay district.
Soil test:
• Soil test to be performed by Empire Lab upon approval of
this application. If soil would prove to not be suitable

MONFORT TRUCK WASH FACILITY
Greeley, Colorado
The Monfort Transportation Company proposes to construct and operate a
truck washing facility at the main transportation facility located at 1650 AA
Street, Greeley, Colorado. The facility will be situated on property owned
by Monfort, Inc. and waste water will be disposed of through a service line
to the waste water treatment plant for the City of Greeley.
The facility will be situated in an arid climate located along the east
slope of the front range of the Rocky Mountains in Northern Colorado. The
geology of the area is a surface expression of the Laramie Formation of cretaceous
geological age. The Laramie Formation at this location is overlaying by a thin
veneer of Peorian Loess. There is a general drainage of the area toward the
south. There are adjancent locations to the site which are underlaying by
Pleistocene alluvial gravels which are charged with a ground water table of
variable quality. There is no specific high ground table under the actual
location of the truck wash facility itself and the site is generally well suited
for the location of such a truck washing facility. The entire facility will
be constructed so as to control and contain any liquid waste which is generated
at the facility and to guard against any potential surface or ground water
contamination at the site. All wash waters will be collected inside of a
containment basin which is concrete lined and serves as the base of the wash
bay. All waste water will be directed into collection drains which are connected
by water tight seal to the city sewer. The design of the facility does not
allow for the collection of any waste materials into the facility or around
the facility.
The truck wash will utilize an acid shock for the preliminary wash followed
by an alkaline rinse to facilitate removal of dirt and waste material from the
outside of the trailers. This wash is then followed by a clear water rinse
which removes any cleaning chemicals from the trailer prior to removal from
the wash bay. The acid aklaline wash system is designed and will be operated
in a manner that the waste materials generated in the wash bay will have a pH
of 7.0. All wash water and rinse water will be collected in a floor drain along
a floor trench and directed to waste water drains. The slope of the floor will
be such that all drainage of waste water will be to the waste water drains.
All wash chemicals will be stored in approved chemical storage vessels.
The configuration of the chemical storage room will be such that the potential
for the mixing of hazardous chemicals is removed. Acid base and alkaline base
material will be stored in a configuation which will not allow for accidental
mixing of the two chemicals. No hazardous waste will be generated at the facility.
The design of the facility does not provide for the accumulation of chemical
storage barrels since all materials delivered to the truck wash will be in bulk
transport containers. The operation of the facility will not generate
a significant amount of solid waste and all solid waste materials generated

at the facilities will be disposed at the Greeley sanitary landfill as required
by state and local regulations.
There will be no negative environmental impact associated with or resulting
from the construction and operation of this facility. All waste materials generated

and local regulations. All storm water accumulating on the site will be directed
away and properly channeled off-site as required by regulations.

MONFORT TRUCK WASH ODOR CONTROL PLAN
This control plan will be in place throughout the operation of the truck
wash. It will be implemented in the event that any significant odors are
determined to be coming from the truck wash facility.
The truck wash is not expected to be a source of odors. The trucks
will be washed inside of the facility. The wastewater from washing the trucks
will be captured in the drain and will flow to the City of Greeley waste-
water treatment facility. These trucks transport edible meat products and
are kept in a high state of cleanliness at all times. There is no putrefied
product associated with these trucks at any time. The trucks are backed
up to the dock and any pallets inside are carried out and stacked on the
dock for refurbishing, cleaning and recyclying. The inside of the trucks
are washed by using high-pressure hot water. All of the wastewater generated
during this washing runs out of the back of the truck, into a drain which
captures all wastewater flow. This wastewater flows to the City of Greeley
wastewater plant. Any trash or physical waste material that is found inside
of the truck bodies excluding the pallets will be disposed in a yenta dumpster
adjacent to the dock. The contents will be removed and transported to the
landfill for disposal on a regular basis -- daily if necessary.
In the event that any odor is detected from the facility, the entire facility
will be washed down and disinfected. If odors are determined to be coming
from the dumpster, then the dumpster will be transported to the landfill for
disposal of the contents. The dumpster will be washed and disinfected if
necessary to control any residual odor left in it. The entire site will be
kept neat and clean at all times to retard the potential for odors that may
be associated with this facility.

Per our phone conversation of June 10, 1993 , I am submitting the
letter in regards to our wash-out dock.
Our original plan called for an 88 x 100, eight door dock with an
automatic drive thru on the north. We have revised this plan to a
52 x 64, four door dock and no automatic drive thru. The new plan
will have a small office and rest room.
We have had our Planning Commission hearing and passed. The Health
Department wanted an odor abatement, however, by cutting the size
by approximately 2/3, I feel we don't need this. Please advise as
to our next step.

CONCUJSIONS
(1 ) The subsoils encountered in the borings consist of silty to clayey sand
interlayered with sandy to very sandy clay at depth. The upper silty
sands exhibit a potential to compress when wetted while under constant
load.
(2) We reconnend the proposed building be founded with spread footings placed
on the undisturbed natural soils designed for an allowable soil bearing
pressure of 1,500 psf. The allowable soil bearing pressure may be
increased to 3,000 psf if the foundation soils are overexcavated and
replaced properly compacted. Required depths of overexcavation and
replacement are discussed in the report text. The relatively low bearing
pressure for the undisturbed natural soils is recommended because of the
moisture sensitivity of the soils in their undisturbed state.

PURPOSE AND SCOPE OF STUDY
This report presents the results of a soil and foundation study for the
proposed office building to be located at the Monfort of Colorado Office
Complex. The site is located in the NE 1/4, NW 1/4, Sec. 30, T. 6 N. , R. 65
W., Weld County, Colorado. The study was conducted for the purpose of
developing foundation recommendations for the proposed building. The project
site is shown on Fig. 1 .
A field exploration program consisting of four exploratory borings was
conducted to obtain information on subsurface conditions. Material samples
obtained during the field exploration were tested in the laboratory to
determine the compressibility or swell characteristics and classification of
the on-site soil. The results of the field exploration and laboratory testing
were analyzed to develop recommendations for foundation types, depths and
allowable pressures for the proposed building foundation. The results of the
field exploration and laboratory testing are presented herein.
This report has been prepared to summarize the data obtained during this
study and to present our conclusions and recommendations based on the proposed
construction and the subsurface conditions encountered. Design parameters and
a discussion of geotechnical engineering considerations related to
construction of the proposed building are included in the report.
PROPOSED CONSTRUCTION
We understand the proposed building will be a one to two-story wood frame
structure occupying a footprint area of approximately 10,000 square feet.
Column loads will range up to nearly 100 kips. We understand the site will be

regraded so the lower level of the building will walk out to the west. As we
understand it, approximately 4 to 6 feet of fill will be placed above the
lower floor level on the east side of the building. The proposed lower floor
level is indicated on Fig. 2.
If the design varies fran the project description presented above, the
recommendations presented in this report should be reevaluated.
SITE CONDITIONS
At the time of the field exploration, the proposed building area
consisted of a relatively flat vacant area with an existing house and garage
located at the south end of building site. The site was vegetated with grass
and weeds. The topography across the building site appeared natural.
Existing Monfort Corporate Office buildings were located just north of the
proposed building area.
SUBSURFACE CONDITIONS
The subsurface conditions were explored by drilling four exploratory
borings at the locations shown on Fig. 1 . The borings were advanced through
the overburden soils with 4-inch diameter continuous flight augers. Samples
of the subsoils were obtained for classification and laboratory testing.
Graphic logs of the borings are presented on Fig. 2 with a legend and
explanatory notes.
The subsoils found in the borings generally consisted of fine to medium
grained silty to clayey sands with interlayered sandy to very sandy clay. The
occurrence of the clayey materials was greater at depth. The silty to

occasionally clayey sands in approximately the upper 5 feet had a low moisture
content. The subsoils were more moist with depth. Penetration resistance
values indicates the granular subsoils are generally medium dense to
occasionally loose and the clays are stiff to very stiff.
The results of swell-consolidation tests conducted on samples of the
upper silty to clayey sands indicate they will undergo canpression when wetted
under constant load. The underlying sandy clay materials exhibit very little
compression to slight swelling when wetted under constant load.
Ground water was not detected in the borings at the time of drilling.
When the site was visited one week after drilling to check the borings for
ground water, the previously existing house and garage on the south portion of
the site had been removed and the site had been regraded. We were unable to
locate the borings at that time.
FOUNDATION RECOMMENDATIONS
Considering the subsurface conditions encountered in the exploratory
borings and the nature of the proposed construction, we recommend the proposed
building be founded on spread footings placed on the undisturbed natural soils
or properly compacted structural fill.
Since the natural silty to clayey sands tend to compress when wetted, we
recommend a relatively low allowable soil bearing pressure for footings placed
on the undisturbed natural soils to reduce the chances of damage in the event
the foundation soils are wetted over the life of the facility. The design
soil bearing pressure may be increased by overexcavating the foundation areas
and replacing the material properly compacted.

The design and construction criteria presented below should be observed
for a spread footing foundation system. The construction details should be
considered when preparing project documents.
(1) Footings placed on the undisturbed natural soils should be designed for
an allowable soil bearing pressure of 1,500 psf.
(2) The allowable soil bearing pressure may be increased to 3000 psf by
overexcavating the natural undisturbed materials and replacing the
material properly compacted. The footing areas should be overexcavated
to a depth of 2 feet for a footing width of 2 feet or less, or to a depth
of 5 feet for footing widths of 5 feet or more. The depth of
overexcavation should equal the footing width for widths between 2 and
5 feet.
The excavated material should be replaced properly compacted to 100%
of the maximum standard Proctor density at a moisture content within 2
percentage points of optimum. New fill should extend down from the edges
of the footings at a 1/2 horizontal to 1 vertical projection. This will
require overexcavating the foundation areas laterally as well as
downward.
(3) Based on experience, we estimate total settlement for footings designed
and constructed as discussed in this section will be approximately 1 inch
or less.
(4) Footings should have a minimum width of 16 inches for continuous footings
and 24 inches for isolated pads.

(5) Exterior footings should be provided with adequate soil cover above their
bearing elevation for frost protection. Placement of foundations at
least 30 inches below the exterior grade is typically used in this area.
(6) Continuous foundation walls should be reinforced top and bottom to span
an unsupported length of at least 10 feet.
(7) It is possible existing fill materials or other unsuitable materials will
be found in foundation excavations. The proposed building area overlaps
the location of an old garage building which has been removed. Areas of
existing fill or other deleterious substances should be removed and the
footings extended to adequate natural bearing material. As an
alternative, the removed materials may be replaced in accordance with the
recommendations for structural fill in item 2 of this section.
(8) Granular foundation soils should be compacted with a smooth vibratory
compactor prior to placement of concrete.
(9) Care should be taken when excavating the foundations to avoid disturbing
the supporting materials.
FLOOR SLABS
The natural on-site soils, exclusive of topsoil, are suitable to support
lightly to moderately loaded slab-on-grade construction. To reduce the
effects of some differential movement, floor slabs should be separated from
all bearing walls and columns with expansion joints which allow unrestrained
vertical movement. Floor slab control joints should be used to reduce damage
due to shrinkage cracking. We suggest joints be provided on the order of

15 feet on center. The requirements for slab reinforcement should be
established by the designer based on experience and the intended slab use.
A free-draining gravel layer is not required below the floor slabs as a
drainage medium to control ground-water seepage. However, if concrete
moisture in the slab is of concern, for example, if impervious floor coverings
such as tile is proposed, separating the slab from the subgrade soils should
be considered. This can be accomplished by placing a free-draining gravel
layer at least 3 inches thick or an impervious barrier beneath the slab. The
gravel layer is a more positive method. If a vapor barrier is used, its
effect on the concrete mix and curing conditions of the slab should be
considered.
Fill placed beneath floor slabs should be a nonexpansive material such as
the on-site sands. The soil engineer should evaluate the suitability of
proposed fill materials. Fill should be placed and compacted to at least 95%
of the maximum standard Proctor density near the optimum moisture content.
FOUNDATION WALLS
Foundation walls which are laterally supported and can be expected to
undergo only a moderate amount of deflection should be designed for a lateral
earth pressure computed on the basis of an equivalent fluid unit weight of
50 pcf for backfill consisting of the on-site soils.
All foundation walls should be designed for surcharge pressures such as
traffic, construction materials and equipment. The pressure recommended above
assumes drained conditions behind the walls and a horizontal backfill

surface. The build-up of water behind a wall or an upward sloping backfill
surface will increase the lateral pressure imposed on a foundation wall.
The lateral resistance of foundation wall footings placed on undisturbed
natural soils or properly compacted fill material will be a combination of the
sliding resistance of the footings on the foundation materials and passive
earth pressure against the side of the footings. Resistance to sliding at the
bottoms of the footings can be calculated based on a coefficient of friction
of 0.35. Passive pressure against the sides of the footings can be calculated
using an equivalent fluid unit weight of 200 pcf. Compacted fill placed
against the sides of the footings to resist lateral loads should be a
nonexpansive material. Fill should be placed and compacted to at least 95% of
the maximum standard Proctor density at a moisture content near optimum.
Wall backfill should be placed in uniform lifts and compacted to 90% of
the maximum standard Proctor density in landscape areas and 95% of the maximum
standard Proctor density in pavement areas. Care should be taken not to
overcompact the backfill since this could cause excessive lateral pressure on
the walls.
WATER SOUJBT.P SULFATES
The concentrations of water soluble sulfates measured in two samples
obtained from the borings were 0.002 and 0.004 percent. These concentrations
of water soluble sulfates represent a negligible degree of sulfate attack on
concrete exposed to these materials. The degree of attack is based on a range
of negligible, positive, severe and very severe as presented in the U.S.
Bureau of Reclamation Concrete Manual. Based on this information, we believe

special sulfate resistant cement will not be required for concrete exposed to
the on-site soils.
SURFACE DRAINAGE
The upper silty sands on the site were found to exhibit a potential to
empress when wetted. It will be extremely important to grade the site to
prevent wetting of the foundation soils. Failure to do so could result in
unacceptable foundation movements. The following drainage precautions should
be observed during construction and maintained at all times after the building
has been completed.
(1 ) Excessive wetting or drying of the foundation excavations and underslab
areas should be avoided during construction.
(2) The ground surface surrounding the exterior of the building should be
sloped to drain away fran the foundation in all directions. We recommend
a minimum slope of 12 inches in the first 10 feet in unpaved areas and a
minimum slope of 3 inches in the first 10 feet in paved areas.
(3) Roof downspouts and drains should discharge well beyond the limits of all
backfill.
(4) Excessive landscape irrigation should be avoided within 10 feet of the
foundation walls.
LIMITATIONS
This report has been prepared in accordance with generally accepted soil
and foundation engineering practices in this area for use by the client for
design purposes. The conclusions and recommendations submitted in this report

are based upon the data obtained from the exploratory borings drilled at the
locations indicated on the exploratory boring plan, and the proposed type of
construction. The nature and extent of subsurface variations across the site
may not became evident until excavation is performed. If during construction,
fill, soil, or water conditions appear to be different fran those described
herein, this office should be advised at once so reevaluation of the
recommendations may be made. We recommend on-site observation of excavations
and foundation bearing strata by a representative of the soil engineer.

INTRODUCTION
The intent of this report is to describe procedures used and
the results of calculations made to arrive at a Drainage Plan for
the Monfort Truck Wash Facility in Weld County.
PROJECT SITE
The proposed site is located south of Weld County Road 66
between Highway 85 and Weld County Road 37 . More particularly
the site is located in the Northwest Quarter of the Northeast
Quarter of Section 30, Township 6 North, Range 65 West of the 6th
Principal Meridian, Weld County, Colorado.
Historically the site has been used as irrigated farmland.
The planned improvements to the site include a 52 foot by 64 foot
building, a 660 foot by 300 foot asphalt pad and retention pond.
HYDROLOGY
The City of Greeley Rainfall Intensity Duration Curves,
along with the Rational Method have been utilized to determine
the required volume of the retention pond. Calculations have
been included with this report.
STORMWATER RETENTION REQUIREMENTS
The proposed stormwater retention pond has been designed to
store the runoff from the 100-year, 2-hour storm. The required
retention volume is 48 , 211 cubic feet and 85, 678 cubic feet is
provided. The anticipated maximum water depth is 2 . 45 feet. The
pond will not have an outlet pipe and so the only means to
release water from the pond will be through evaporation and
infiltration. It is estimated that the pond will take somewhere
between 15 to 49 hours to empty after the 100-year storm.

CONCLUSIONS
We believe this report and accompanying calculations
indicate that the proposed facility can be built in accordance
with Weld County's requirements for drainage.
