RESOLUTION
RE: APPROVE PLOWING PERMIT NO. 93-01, ACCEPT COLLATERAL, AND AUTHORIZE
CHAIRMAN TO SIGN - IRVIN SPEAKER
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, Irvin Speaker desires to obtain a Plowing Permit to cultivate
certain grassland described as part of SISEy and SE*SW* of Section 24, Township
7 North, Range 60 West of the 6th P.M. , Weld County, Colorado, and
WHEREAS, pursuant to Ordinance #108-A, Irvin Speaker has submitted proof
of collateral in the form of a cash bond, in the amount of $3,210.00, and all
other pertinent documents necessary for the issuance of a Plowing Permit, and
WHEREAS, Irvin Speaker has also submitted the required permit fee in the
total amount of $240.70, and
WHEREAS, the Board deems it appropriate to approve the issuance of a
Plowing Permit to Irvin Speaker for those grasslands described in the approved
Soil Conservation Plan, a copy of which is attached hereto and incorporated
herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Plowing Permit No. 93-01 be, and hereby is, issued to
Irvin Speaker.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said Plowing Permit.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following� vote on the 22nd day of February, A.D. , 1993.

This Permit is issued pursuant to Ordinance No. 108-A adopted
by the Weld County Board of County Commissioners on March 11,
1986, and requiring the issuance of permits for the plowout
and cultivation of grassland(s) . Pursuant to said Ordinance,
the Permittee is required to follow a conservation plan
approved by the local Conservation District Board, must pay
all applicable fees pursuant to Ordinance 142, and must submit
collateral in an amount as set by Ordinance 142 . Said
collateral must be approved by the Board prior to the issuance
of this Permit.

S 1/2 SE 1/4 and SE 1/4 SW 1/4 of Section 24-T7N-R6OW
About 111 acres of undesirable grass will be farmed for 2-3 years
before reseeding to a planned native grass mix. The soil is Vona
Sandy Loam, and width of field north to south is 1300 ft.
The existing grass cover will be destroyed Spring of 1993 and
seeded to hay millet. The millet will be cut for hay, leaving
about 4-6" stubble height for overwinter protection. In the Spring
of 1994 the millet cover will be minimum tilled and reseeded to hay
millet. The 1994 crop will be hayed leaving about 4-6" stubble.
If unwanted grassy weeds have not been adequately controlled, the
process will be repeated in 1995.
A native grass mix will be seeded no earlier than Nov 1, 1994 and
no latter than April 30, 1995, or could be done in 1996 if the
third year of millet is required.
The native grass will be grazed after establishment in a planned
rotation grazing program. The contract is scheduled to expire
Dec 31, 1997 .

My sons and I have been awarded a Great Plains Contract by the West
Greeley Soil Conservation District. The plans are to install a pipeline,
plant trees and reseed a one hundred eleven acre patch of grass. Debbie
Sherman and Keith Mackey advised us to contact you for a plow out permit
if one is needed.
The ground involved is one hundred eleven (111) acres of go—back
grass in the south east corner of Section 24 Township 7 Range 60 in
Weld County Colorado. About,25 years ago I quit farming that piece of
ground and drilled it to crested wheat grass. The go-back grass has
now taken over the crested wheat grass. It is our plan to farm it for
two years to get rid of the go-back grass before drilling it to a grass
variety suggested by the West Greeley Soil Conservation District.
