HomeMy WebLinkAbout930302.tiff RESOLUTION AR2329774 RE: APPROVE PLOWING PERMIT NO. 93-02, ACCEPT COLLATERAL, AND AUTHORIZE CHAIRMAN TO SIGN - GERALD L. KUMMER WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Gerald L. Kummer desires to obtain a Plowing Permit to cultivate certain grassland described as part of SW'y Section 23, Township 8 North, Range 61 West of the 6th P.M. , Weld County, Colorado, and WHEREAS, pursuant to Ordinance 11108-A, Gerald L. Kummer has submitted proof of collateral in the form of Irrevocable Letter of Credit #199307, drawn on The Bank of Greeley, in the amount of $4, 600.00, and all other pertinent documents necessary for the issuance of a Plowing Permit, and WHEREAS, Gerald L. Kummer has also submitted the required permit fee in the total amount of $245.20, and WHEREAS, the Board deems it appropriate to approve the issuance of a Plowing Permit to Gerald L. Kummer for those grasslands described in the approved Soil Conservation Plan, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that Plowing Permit No. 93-02 be, and hereby is, issued to Gerald L. Kummer. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said Plowing Permit. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 12th day of April, A.D. , 1993. The 3 YEAR crop rotation will be WINTER WHEAT-SORGHUM, MILLET, or SPRING GRAIN-FALLOW. The winter wheat will be seeded prior to Sep 30. The sorghum or millet will be planted prior to June 30 and the spring grain prior to Hay 15. The spring seeded crop may or may not be grown in this rotation. Fields idled for ACR or other set-aside programs will be protected by residues from the previous crop or be planted to a cover crop. Some strips will be back to back nilllet following the sodbusting so that strips can be established in 1994. 1H HEL*:152.4 Ac. ; Sep 93 : : : 344 - Crop Residue Use Crop residues are used to protect cultivated fields during the critical wind erosion period Nov 1 to Hay 1, and to conserve moisture, increase soil infiltration, reduce soil loss, and improve soil tilth. A mininun of 1000 LBS/AC SHALL GRAIN, MILLET, OR FORAGE SORGHUM; OR 2000 LBS/AC GRAIN SORGHUM OR GRAIN CORN RESIDUE will be left on the soil surface during the first overwinter period after harvest (NOV 1 TO MAY 1). A mininun of 200 LBS/AC SMALL GRAIN; 350 LBS/AC MILLET OR FORAGE SORGHUM; or 800 LBS/AC GRAIN SORGHUM OR GRAIN CORN RESIDUE will be left on the soil surface during the fall (SEP 1 TO DEC 1) following the fallow period. Fallow operations and seedbed preparation will be completed with tillage and/or herbicides. The 1993-1994 over-winter period will have a mininun of 1000 lbs. of standing millet residue. Strips that are planted to winter wheat in 1994 will have a mininun of 350 lbs. of millet residue after plantng.
