BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MARCH 25, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, March 25, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas 0. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Webster moved to approve the minutes of the Board
of County Commissioners meeting of March 20, 1991, as printed.
Commissioner Kennedy seconded the motion, and it carried
unanimously.
CERTIFICATIONS
OF HEARINGS: Commissioner Kennedy moved to approve the Certification for the
hearing conducted on March 20, 1991, as follows: 1) Special
Review Permit - Roy Boles. Commissioner Harbert seconded the
motion, and it carried unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Webster seconded the motion, and it
carried unanimously.
COMMISSIONER
COORDINATOR
REPORTS: There were no Coordinator reports given.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $414, 735.70
Handwritten warrants:
Payroll 510.55
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Harbert seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.

BUSINESS:
NEW: CONSIDER GREELEY JOB SERVICE CENTER PLAN FOR 1991-92 AND
AUTHORIZE CHAIRMAN TO SIGN: Linda Perez, Department of Human
Resources, explained that this is the overall Plan setting forth
the goals of the Job Service Center. There is no budgetary
information in said Plan. Commissioner Kirby moved to approve
said Plan. Commissioner Harbert seconded the motion, which
carried unanimously.
CONSIDER PURCHASE OF SERVICES AGREEMENT WITH NEAL FELLERS, M.D. ,
AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Health
Department representative, explained that this contract is for
evening clinics. Dr. Fellers is reimbursed $35.00 per hour for
his time. This Agreement will cover the term of January 1, 1991
through December 31, 1991. Commissioner Harbert moved to
approve said Agreement. Commissioner Webster seconded the
motion, which carried unanimously.
CONSIDER PURCHASE OF SERVICES AGREEMENT WITH JIM HICKS, M.D. ,
AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Tacker explained that this
is also for evening clinics. Dr. Hicks is reimbursed $35.00 per
hour, and the term of the Agreement is from January 1, 1991
through June 30, 1991. Commissioner Kirby moved to approve said
Agreement. Commissioner Harbert seconded the motion, which
carried unanimously.
CONSIDER RESOLUTIONS RE: TEMPORARY CLOSURE OF WELD COUNTY ROAD
18 BETWEEN WELD COUNTY ROADS 23 AND 25; AND WELD COUNTY ROAD 72
BETWEEN WELD COUNTY ROADS 35 AND 37: Commissioner Harbert moved
to approve said Resolutions. Commissioner Webster seconded the
motion, which carried unanimously.
CONSIDER RESOLUTION RE: AUTHORIZE WELD COUNTY TREASURER TO
ESTABLISH WELD COUNTY COOPERATIVE EXTENSION TRUST FUND:
Commissioner Kennedy moved to approve said Resolution.
Commissioner Harbert seconded the motion, which carried
unanimously.
FINAL READING OF ORDINANCE N0. 164, IN MATTER OF ESTABLISHING A
SURCHARGE TO COVER THE ACTUAL AND NECESSARY COSTS OF FINANCING
SOLID WASTE MANAGEMENT IN WELD COUNTY, AND ESTABLISHING A WELD
COUNTY SOLID WASTES DISPOSAL SITES AND FACILITIES FUND:
Commissioner Kennedy moved to read Ordinance No. 164 by title
only. Commissioner Harbert seconded the motion, which carried
unanimously. Tom David read the title of Ordinance No. 164 into
the record. Chairman Lacy asked for any comments from the
audience. There were none. Commissioner Kennedy moved to
approve Ordinance No. 164 on final reading. Commissioner
Harbert seconded the motion, which carried unanimously.
SECOND READING OF ORDINANCE N0. 89-T, IN MATTER OF AMENDMENTS OF
CERTAIN SECTIONS, AND ADDITION OF CERTAIN SECTIONS TO ORDINANCE
N0. 89, WELD COUNTY ZONING ORDINANCE: Commissioner Kennedy
moved to read by title only. Commissioner Kirby seconded the
motion, which carried unanimously. Mr. David read the title of
Ordinance No. 89-T into the record. Chairman Lacy asked for
comments from the audience. There were none. Commissioner
Kennedy moved to approve Ordinance No. 89-T on second reading.
Commissioner Harbert seconded the motion, which carried
unanimously.

SECOND READING OF ORDINANCE N0. 119-H, IN MATTER OF AN AMENDMENT
TO ORDINANCE N0. 119, WELD COUNTY BUILDING CODE ORDINANCE:
Commissioner Kennedy moved to read Ordinance 119-H by title
only. Commissioner Harbert seconded the motion, which carried
unanimously. Mr. David read Ordinance No. 119-H into the record
by title only. Chairman Lacy asked for comments from the
audience. There were none. Commissioner Kennedy moved to
approve Ordinance No. 119-H on second reading. Commissioner
Harbert seconded the motion, which carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. Ordinance No. 164 was approved on final
reading, Ordinance No. 89-T and Ordinance No. 119-H were
approved on second reading.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:15 A.M.

The Board of County Commissioners of Weld County, Colorado, met
in regular session as the Board of Social Services in full
conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, March 25, 1991, at the hour of 9:00 A.M.

MINUTES: Commissioner Harbert moved to approve the minutes of the Board
of Social Services meeting of March 20, 1991, as printed.
Commissioner Kennedy seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden presented the warrants for approval by the Board in
the amount of $31,740.01. Commissioner Kennedy moved to approve
the warrants as presented by Mr. Warden. Commissioner Harbert
seconded the motion which carried unanimously.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:05 A.M.
