HomeMy WebLinkAbout910640.tiff RESOLUTION RE: APPROVAL OF HUD SECTION VIII VOUCHER AND CERTIFICATE PROGRAM APPLICAITON AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a representative from the Weld County Housing Authority presented to the Board of County Commissioners a request to determine whether there is a need in Weld County for fifty (50) housing vouchers and certificates for low- income families, as explained in the request letter, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, the Board has determined that such a need does exist in Weld County and deems it in the best interest of Weld County to advise the U.S. Department of Housing and Urban Development (HUD) of said determination. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that a need does exist in Weld County for fifty (50) housing vouchers and certificates for low-income families, and that HUD shall be advised of the same. BE IT FURTHER RESOLVED by the Board that the above determination shall be final, and no additional comments will be submitted. Need for Housing Assistance. The survey demonstrates a need for one bedroom units for elderly, disabled and handicapped families and one parent/one small child families; two bedroom family units and three bedroom units in order to meet the needs of the client population. Currently, we have 352 applicants on our recently purged waiting list . The distribution reflects the bedroom composition of our waiting list. During the past six years we have seen a significant increase in the number of homeless families applying for Section 8 assistance. The Weld County Housing Authority has administered the HUD Section 8 Existing Program since 1981. The executive director has administered Section 8 Programs since 1976. Since 1895 the Housing Authority has administered the Section 8 Voucher Program. The Housing Authority currently administers a combined program of 364 units of Section 8 Exsisting Housing. There are no outstanding audit or management review findings. During the implementation of our Section 8 Programs, we have achieved a certain degree of success in placing the units under contract in a timely manner. Recent reviews of the program have concluded that our Section 8 Program is administered in an efficient manner F.Housing(Duality Standards. FINANCIAL AND ADMINISTRATIVE CAPABILITY (continued) consistent with program regulations. • Although the Housing Authority has a separate Board of Commissioners which establishes all administrative procedures and ploicies, the Housing Authority is officed in the Weld County Department of Social Services and has access to all services provided by the County. In a separate agreement with Weld County, the County provides staffing for accounting services, computer services, printing and supplies, insurance and bonding for commissioners and employees and legal services. We believe that this system has allowed us to develop a relatively sophisticated management system. The composition of the Weld County Housing Authority Board of Commissioners provides leadership in establishing policies which make projects more responsive to the needs of the community. C. NEED FOR HOUSING ASSISTANCE (continued) in homelessness in the nation. Weld County Housing Authority recognized this need among the homeless population in 1988 by revising our administrative plan to allow for a higher preference for the homeless family. As a component of our point ranking system, homeless families receive additional. points which in effect allow them to receive assistance sooner. Department of Housing and Urban Development (HUD) for fifty (50) Vouchers through the Section 8 Existing Housing Program. Pursuant to Section 213 (c ) of the Housing and Community Development Act of 1974. HUD must determine whether or not there is a. need for such housing assistance. taking into account any applicable State Housing Assistance Plan or any County Plans. HUD invites you to submit comments to them all comments or information you or the Board deem relevant to their determination concerning our application. While they are not bound by any comments or information , anv such comments or information will be considered. It should be noted that these comments will be considered final and that no additional comments will be submitted. I have attached a sample resolution which would satisfy the Section 213 regu.irements.. Our application is due in the HUD office by July 29th .
