RE: APPROVE REQUEST FOR PROPOSAL FOR THE DEVELOPMENT OF A REGIONAL
REEMPLOYMENT CENTER TO BE SUBMITTED TO THE GOVERNOR'S JOB TRAINING OFFICE
AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Request for Proposal for the
Development of a Regional Reemployment Center to be submitted to the Governor's
Job Training Office by and through the Board of County Commissioners of Weld
County, on behalf of Employment Services of Weld County, commencing September 1,
1994, and ending August 31, 1995, with further terms and conditions being as
stated in said proposal, and
WHEREAS, after review, the Board deems it advisable to approve said
proposal, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Request for Proposal for the Development of a Regional
Reemployment Center to be submitted to the Governor's Job Training Office by and
through the Board of County Commissioners of Weld County, on behalf of Employment
Services of Weld County, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said proposal.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 13th day of July, A.D. , 1994.

CONTROLLER'S APPROVAL
I.This contract shall not be deemed valid until it shall have been approved by the Controller of the State of Colorado or such assistant as he may designate.This
provision is applcable m any contract involving the payment of money by the State.
FUND AVAILABILITY
2.Financial obligations of the State of Colorado payable after the current fiscal year are contingent upon funds for that purpose being appropriated.budgeted.
and otherwise made available.
BOND REQUIREMENT
3. If this contract involves the payment of more than fifty thousand dollars for the construction.erection,repair.maintenance.or improvement of any building.
road.bndgc.viaduct,tunnel.excavation or other public work for this State,the contractor mall.before entenng upon the performance of any such work included
in this contract,duly execute and deliver to the State official who will sign the contract. a good and sufficient bond or other acceptable surety to be approved by
said official in a penal sum not less than one-half of the total amount payable by the terms of this contract.Such bond shall be duly executed by a qualified corporate
surety conditioned upon the faithful performance of the contract and in addition,shall provide that if the contractor or his subcontractors fail to duly pay for any
labor.materials.team hire,sustenance,provisions.provender or other supplies used or consumed by such contractor or his subcontractor in performance of the work
contracted to be done or fails to pay any person who supplies rental machinery,tools,or equipment in the prosecution of the work the surety will pay the same in
an amount not exceeding the sum specified in the bond.together with interest at the rate of eight per cent per annum.Unless such bond is executed.delivered and
filed,no claim in favor of the contractor arising under such contact shall be audited.allowed or paid.A certified or cashier's check or a bank money order payable

6. To the extent authorized by law, the contractor shall indemnify.save,and hold harmless the State, its employees and agents.against any and all claims.

is otherwise in conflict with said laws,rules,and regulations shall be considered null and void.Nothing contained in any provision incor mated herein by reference
which purports to negate this or any other special provision in whole or in part shall be valid or enforceable or available in any action at laws ether by way of complain.

WELD COUNTY RE-EMPLOYMENT VENTURE CENTER
PROGRAM ABSTRACT
Employment Services of Weld County is a comprehensive single delivery system for employment
and training programs. The major programs include the Job Training Partnership Act Programs
(Title III, Title IIA, Title IIB, and Title IIC) , the Job Service through a contract with the
Colorado Department of Labor and Employment, the Jobs Opportunities and Basic Skills Program
and Employment First Food Stamp Program through contracts with the Weld County Department of
Social Services.
Employment Services currently offers services to dislocated workers through its existing
delivery system which allows individualized services but does not provide a customized
service center. While the current model offers access to and information about all
employment and training programs funded by the U.S. Department of Labor, it does not offer
a full-service center for dislocated workers separate from the other JTPA Programs and
services.
The funding of this proposal will allow Weld County to develop a comprehensive full-service
regional assistance center for dislocated workers while maintaining the integrity of its
current one-stop strategy. The Re-Employment Venture Center will be located in the same
building as Employment Services, therefore allowing access to all its current services, but
at the same time be located in a separate portion of the building with dedicated staff and
specialized services addressing the needs of the dislocated worker. In addition, this
proposal will allow for collaborative efforts with the Larimer County Sub State area and
provide comprehensive services for the Northern Colorado area.
The Weld County Re-Employment Venture Center (RVC) will be a comprehensive system providing
services to fit the needs of customers (eligible EDWAA clients which meet the definition
categories and employers) . Target groups will include clients and employers who can benefit
from increased rapid response, basic readjustment services, and more intensive training
services.
The Re-Employment Venture Center funded under this proposal will allow for the following:
o A Center located under Employment Services of Weld County which will offer focused
intensified services solely for dislocated workers.
o Enhance services designed for dislocated workers, which current formula funding does
not allow, as well as collaborative efforts with Larimer County.
o An enhanced rapid response system which will allow for penetration and on-site services
currently available only to large employers or those employers aware of our services.
o A focused employer relations effort to serve employers experiencing layoffs or closure
and an increased number of employers and job openings for RVC customers.
o A broker for customer driven concepts and philosophies for the RVC and those agencies
who partner with Employment Services.
The RVC is a customer responsive system which will minimize duplication in program design and
maximize coordination and integration of service delivery.
Weld County currently plans to serve 123 dislocated worker with an employment rate of 70%.
With this proposal, Weld County anticipates serving an additional 60 dislocated workers with
90 individuals obtaining employment following termination from enrollment in job
search/individual readjustment activities.
The total dollar amount requested is $125,500.

Program Narrative
I. Goals and Objectives
Employment Services of Weld County is a comprehensive single delivery system for
employment and training programs. The major programs include the Job Training
Partnership Act Programs (Title III, Title IIA, Title IIB, and Title C) , the Job
Services through a contract with the Colorado Department of Labor and Employment, the
Jobs Opportunities and Basic Skills Program and Employment First Food Stamp Program
through contracts with the Weld County Department of Social Services.
Weld County is a large rural area covering 4,004 square miles. There are 28
incorporated towns and the principal city is Greeley which contains approximately 45%
of the county's total populations. The county population is approximately 137,621
according to the 1990 census.
Weld County's labor force has grown in the last couple of years to a total of 79,281
and the unemployment rate remains around 5.4%. Weld County is expecting a slower job
growth. MCI, a telemarketing company will be closing its Greeley operation and
approximately 440 jobs will be lost.
Larimer County is comprised of 2,640 square miles with Fort Collins as the largest
city.
The Weld and Larimer County Sub State Areas collaborated and determined that each
substate would develop proposals for Worker Career Centers but could work together in
the delivery and enhancement of outreach, recruitment, and workshops which would
provided more comprehensive basic readjustment services to dislocated workers in
Northern Colorado.

availability of mental health counseling.
This proposal addresses the intent of the proposed Reemployment Act of 1994.
Specifically the following will be provided:
o Basic reemployment services, making the range of "re-adjustment" services from
intake through job search and referrals to employers
o Intensive reemployment "readjustment" services for those who cannot find
reemployment through basic services, including individual reemployment plans and
case management
o Retraining, including basic skills or job skills (either classroom or on-the-job)
o Supportive services, including transportation, child care, counseling and other
services necessary to continue in a program and relocation allowances under
either retraining or reemployment services as in EDWAA.
The Re-Employment Venture Center funded under this proposal will allow for the
following:
o A Center located under Employment Services of Weld County which will offer

employment, will have access to more intensive services including individualized
counseling and career planning, diagnostic testing and development of individual
reemployment plans. Supportive services like transportation, out of area job search,
and relocation assistance will be available. Customers needing new or higher skill
levels will be able to get additional training.

II. Statement of Work
A. BASIC REEMPLOYMENT SERVICES
1. Outreach and Recruitment
A primary source of recruitment for the RVC will be through the Job
Service Programs operated by Employment Services of Weld County. All
customers registering for Job Service are informed of the program and
given a self-assessment questionnaire which identifies potential clients.
Job Service staff have been trained to determine potential eligibility and
refer them to the RVC. These clients will have completed registration for
Job Service as well as most EDWAA eligibility requirements. The customers
will be able to take their application and other information immediately
to a trained RVC Counselor who will complete any additional paperwork.
This proposal will allow for increased recruitment efforts to reach the
larger number of customers to be served. The RVC will develop additional
outreach and recruitment material to be distributed through the Greeley
Chamber of Commerce, Economic Development Action Partnership, Small
Business Program, and other rural chambers.
An increased employer relations effort will allow for more employers, as
well as employer supporting agencies, access for services. This will
provide more up to date labor market information, identify potential OJT
sites or potential job openings.
Employment Services will coordinate efforts with Larimer County as a
partner to increase outreach and enhanced employer efforts for the
Northern Colorado labor market.
2. Eligibility
The RVC Counselor will assist the customer complete the application and
obtain the required document requirements. The eligibility will be
determined by the RVC Counselor who will be responsible for intake and
verifying eligibility. The customer' s file will contain sufficient
documentation to support determination for the eligibility category. A
second reviewer will conduct a verification of eligibility to ensure that
the file contains a complete application, all necessary paper work and
documentation is in the file that the information is reasonable and
consistent.
Part of the application process will include a five year work history.
The job of dislocation is identified in the work history taken.
3. Orientation to Information and Services Available at the RVC
Information will be provided regarding the services available at the RVC
at the point of outreach and recruitment. Each staff person registering
individuals for Job Services will be trained on the center and provide
potential eligible customers with a handout on the RVC and discuss the

advantages of accessing services. An intensive employer relations effort
will provide employers and the community with information on the RVC
4. Assistance in filing an initial claim by telephone for Unemployment
Insurance
The Colorado Department of Labor and Employment provides information to
Unemployment Insurance claimants on how to file for unemployment
Insurance. Staff are trained to assist customers in accessing and
resolving any concerns for Unemployment Insurance.
Since Employment Services of Weld County administers Job Service, this
integration of services assures that close coordination occurs with the
Job Service system and other programs and services.
5. Preliminary Skills Assessment
Preliminary skills assessment includes a TABE test for math and reading
levels, a work history analysis, an analysis of the labor market, and
interests, as well as obstacles to obtaining employment.
6. Information on Labor Markets
All customers of the RVC will have access to the state wide Job Service
Information Base which contains a data base for job orders listed by
employers state wide. Search for job openings can be done by localities
also. Customers will also be able to complete state applications for
consideration on any state employment openings. The Job Service Systems
also allows access for reviewing job orders from other states for
professional and technical employment opportunities.
The RVC will also contain updated bulletins on federal, state and other
job openings provided to Employment Services.
A library will be made available containing all labor market information
documents including state, regional and vocational projection.
The RVC will also develop a labor market base from information provided by
the customers utilizing job search assistance. This will provide updated
information on the labor market based on the weekly results of job
seeking.
7. Job Search Assistance
The RVC will have an enhanced and more comprehensive job search assistance
components. The following types of workshops are examples of the types of
increased services to be made available. These workshops will be
coordinated with Larimer County to increase the access and availability of
services to dislocated workers in the Northern Colorado area. A matrix of
the workshops is located as Attachment Q.

o Job Leads Unlimited - for those individuals who are actively seeking
employment and are capable of completing a good application, possess
adequate interviewing skills, have a good resume can organize an
effective job search strategy, have good time management, know how
to follow up with employers, etc. The customers will meet weekly
with others in the RVC as a networking and support group. During
this workshop information and results of job leads etc. will be
reviewed and discussed.
o Career Exploration - a 2 day work shop which will explore new and or
potential career opportunities, techniques for career exploration
and planning, access to career related materials, etc. to gain short
and long term employment opportunities.
o Resume Workshop- to learn the rules and principles for resumes and
cover letters, different formats for resumes and produce a resume to
be used for job search.
o Interviewing Skill Enhancement - a workshop designed to assist
customers in obtaining the skills for a successful interview. This
will include mock interviews, analysis of appearance and mannerisms,
answering and asking questions, and closing the interview.
o Job Club - includes skill identification, identification of a
customers most transferrable skills both personal and job related
and how to highlight those skills in resumes, personal interviews,
telephone canvassing for job leads, and in job search activities.
o Telemarketing - a workshop designed to assist customers in using the
phone effectively to obtain job leads and interviews and use
interviewing skills to gain contacts for networking. A phone bank
will be available for local and long distance calls. The results of
telemarketing calls will be kept at the RVC for the use of other
customers.
o Small business Workshop - a workshop designed to assist customers in
looking at setting up a business. It will include information
regarding a business plan, determining start-up costs, how to locate
funding, insurance requirements, information on taxes, and the
barriers and pitfalls of owning a business. Collaboration will
occur the Greeley Chamber of Commerce Small Business Center.
o Financial Management and use of local resources - a workshop
designed to assist customers in developing a personal financial plan
while unemployed or while in training, including accessing local
resources like food stamps, food banks, child care, health care, and
financial counseling.
8. Job Referral and Job Placement Assistance
Customers will be included in an automated job match system through the
state-wide Job Bank as part of Employment Services ' administration of the

Job Service. At the time of application, participants are assigned a
primary and secondary occupational code. A skills screen is completed
which lists skills, training, and other relevant information. Matches are
made with current job listings and when a match occurs referrals to
employers are made.
In addition to the Job Match system, the customers will have an RVC
counselor assist in the job seeking and placement process by directing the
customer to other employment possibilities as well as in the development
of employment sites.
The enhanced Employer Relations effort will provide current job leads and
information on hiring trends in the area. Job Service staff will be on
site to provide additional labor market information, vocational
counseling, and job development assistance. Customers will have access to
open job orders from employers listing openings both locally and statewide
through contact with the Job Service staff on site.
9. Information Relating to Education and Job Retraining Programs
A full description of all education and job retaining programs will be
made available to the clients.
10. Assistance in Eligibility for Other U.S. Department of Labor Programs
Individuals will be provided assistance in evaluating their eligibility
for any other employment and training programs administered by the U.S.
Department of labor besides the JTPA Title III (EDWAA) Program. Trade
Readjustment clients may also receive assistance in retraining, job
development, job search, etc. based upon need.
11. Information Collected Pursuant to the Performance Standards
All information required under Title III will be collected pursuant to the
performance standards and quality assurance requirements.
12. Information Relating to Supportive Services
All individuals will be provided information relating to programs and
providers of dependent care and other supportive services available in the
local area. Customers identified as needing support services will be
referred to the appropriate providers.
13. Group Counseling
Individuals will be given information relating to counseling available in
the local area which will include stress management and financial
management. When feasible, group counseling, including peer counseling,
stress management, and financial management will be made available to
individuals and their immediate families.

14. Soliciting and Accepting Job Orders
The employer additional relations efforts will increase the number of job
orders available in the substate area and the RVC will refer customers to
these openings. RVC staff will work in conjunction with the Job Service
staff to ensure non-duplication of efforts and will refer customers to
jobs that are generated under this effort.
B. INTENSIVE REEMPLOYMENT SERVICES
1. The RVC will provide the following Intensive Reemployment Services for
those individuals who are unable to obtain employment through the services
provided under basic readjustment services.
a. Assessment
Assessment will include a review of the capabilities, needs,
vocational potential, and goals of the participants. The assessment
is initiated prior to the development of the Individual Reemployment
Plan (IRP) to determine all of the individuals employment and
training needs, and will continue throughout the development of the
IRP.
Diagnostic testing will include the TABE for reading and math
levels, and aptitude and interest tests such as the GATB, the Kuder
and VPI.
Assessment will be client centered and will include an evaluation of
barriers to employment taking into account the customers family
situation, work history, education, occupational skills, interests,
aptitudes, (including interests and aptitudes for non-traditional
occupations) , attitude towards work, financial resources and needs,
supportive service needs, and personal employment needs. In-depth
interviews will be used to assist in identifying employment barriers
and for establishing appropriate employment goals.
b. Individual Reemployment Plan
The Individual Reemployment Plan shall identify the employment goal
including in appropriate circumstances, nontraditional employment,
the appropriate achievement objectives, and the appropriate
combination of services for the participant to achieve the
identified employment goal.
c. Individualized counseling and Career Planning
The RVC shall provide individual counseling and career planning,
peer counseling, and counseling and planing relating to
nontraditional employment opportunities.
Peer counseling will occur primarily in the available workshops or
during rapid response activities. The Educational Opportunity

Center will be utilized to assist in counseling for career planning.
d. Case Management
All customers receiving intensive reemployment services, including
educational training and supportive services, will be provided case
management services by their RVC counselor.
e. Job Development
This proposal will allow for the enhancement of the employer
relations efforts. RVC counselors will actively pursue employment
opportunities for customers and assist the customers in connecting
with potential employers. The increased efforts will also allow for
the development of On-The-Job training (OJT) opportunities for those
who do not enter classroom training.
f. Out of Area Job Search Allowance
Limited out of area job search assistance will be made available to
individuals who are identified as needing such services. Assistance
will be in the form of limited cost reimbursement. These needs will
be identified through the assessment process and in the development
of the IRP. Mileage will be reimbursed at $.25 per mile. Other
actual and necessary expenses will be reimbursed upon the
submission of appropriate receipts as determined by the RVC
counselor.
The conditions for out of area job search allowances are located
under Additional Conditions.
g. Relocation Allowances
Limited relocation allowances will be made available to individuals
who need such services. This will be determined during the
assessment process or in the development or update of the IRP.
Relocation allowances will only be given to customers who meet the
established criteria.

h. Follow-up counseling for Individuals Placed in Training or
Employment
The RVC counselor will follow-up with individuals placed in
classroom training each quarter as a minimum unless additional needs
are identified. They will follow-up with individuals in On-The-Job
training contracts at the 3rd week, mid term of contract, and at the
end of contract. All individuals will be contacted at the six week,
and twelve week mark after ending the program. A final counseling
will occur at six months after ending the program.

Assistance in Selecting Education and Training Providers
Individuals will be given information on the types of training
previously accessed by dislocated workers, the types of services
received, where they were provided, and the success rate and the
rate of pay of previous customers. Additional information provided
by CCCOES, community colleges, or other training institutions will
be given to individuals regarding employment after completing of
training.
j . Assistance in obtaining income support
The RVC counselor will assist customers in obtaining information
regarding income support that they may be eligible for to enable the
individual to participate in and successfully complete training. A
portion of the assessment process addresses the financial needs and
capabilities of the individual to participate in training, and
training will not be approved unless adequate resources are
available to help ensure training can be completed. When
appropriate, the RVC counselor and the customer will work towards
identifying part time employment opportunities which will allow for
the training to occur.
2. Additional Conditions
a. Reemployment Plan
(i) Joint Development - The Individual Reemployment Plan
described above shall be developed jointly by the
eligible individual and the RVC counselor. Both parties
shall sign the plan. In the event of a disagreement
over the content of the plan, the eligible individual
shall be provided an opportunity to appeal the RVC
counselor's recommendations.
(ii) Employment Goal- The employment goal identified in the
Individual Reemployment Plan described previously shall
relate to employment in an occupation for which there is
a demand in the local area, or in another area to which
the individual is willing to relocate.
(iii) Prohibition on Private Actions - The RVC counselor's
recommendations regarding an Individual Reemployment
Plan can be appealed by the eligible individual through
the established grievance procedure of the Reemployment
Venture Center and the Governor' s Job Training Office.
However, nothing in this section shall be construed as
establishing a right for an individual to bring a
private action to obtain the services describe in the
reemployment plan.

b. Out-Of-Area Job Search Allowance
(i) In General, the out of area job search allowances provided
shall provide reimbursement of the individual of not more than
99 percent of the cost of necessary job search expenses, up to
a maximum payment of $800.00.
(ii) Criteria for granting job search allowances -- a job search
allowance may be granted only (I) to assist an eligible
individual in securing a job within the United States: and
(II) where the reemployment center determines that such
employee cannot reasonably be expected to secure suitable
employment in the commuting areas in which the worker resides.
c. Relocation Allowances
(i) In general, relocation allowances provided as described above
may only be granted to assist an eligible individual in
relocating within the United States and only if the
reemployment center determines that such employee (I) cannot
reasonably be expected to secure suitable employment in the
commuting area in which the employee resides; and (II) has
obtained suitable employment affording a reasonable
expectation of long-term duration in the area in which the
employee wishes to relocate, or has obtained a bon a fide
offer of such employment, and (III) is totally separated from
employment at the time relocations commences.
(ii) Amount of Relocation Allowance -- The amount of any
relocation allowance for any eligible may not exceed an amount
which is equal to 90% of the reasonable and necessary expenses
of transporting an individual and the individual's family, if
any, and household effects, up to a maximum amount of $800.00.
C. RETRAINING
1. The following retraining services will be available:
a. Basic Skills Training
Basic skills, GED/ESL and Adult Basic Education classes will be made
available to dislocated workers. These services will be provided by
Employment Services Learning lab or Aims Community College staff.
Basic literacy services will be provided by the Right-to-Read
Program which is a local literacy agency.
b. Occupational Skills Training
Classroom/Occupational Training will be offered to those
participants who have chosen a field in which they have no
discernable skills, and to those participants who have skill or
knowledge in a field which requires a limited amount of additional

training in order to become employable. Tuition, books, fees, and
supplies will be provided with an average cost of $1,500.
Specific occupational areas for training have not been pre-
determined. Labor market conditions and information are given
careful consideration at the time a participants plan is developed
and includes needs/interests as well as the appropriateness for
training. Sources used to make this determination include the
Occupational Supply/Demand Report, local labor market data obtained
through the Job Service, and individual research completed by the
participant.
c. On-the-Job Training
Employers who enter into an On-the-Job Training Agreement will be
reimbursed for 50% of the training costs. Other costs associated
with the On-the-job Training agreement, such as clothing, tools,
fees, or other supplies will be reimbursed at cost, or as
negotiated. The training costs will be approximately $2,500.
d. Other Skills Training
Other skills training will include entrepreneurial training.
2. Referrals
Individuals who have an Individual Reemployment Plan that specifies
education and training services as necessary to gain suitable reemployment
shall, in consultation with the RVC counselor, select a service provider
for such services. Individuals shall be referred to the selected service
providers and the RVC will make payment to the provider for the education
and training services consistent with the limitations in section 5.
3. qualified Providers
The provisions outlined in the RFP shall be followed in identifying
qualified service providers.
4. Contract Exceptions
The education and training services authorized under the RFP may be
provided pursuant to a contract for services between the Reemployment
Venture Center and a service provider in lieu of the referral procedures
if such services are, (A) customized by a provider to meet the particular
needs of a specific groups of eligible individuals in the substate area;
or (B) are On-The-Job training provided by an employer.
5. Cap on Training
The bidder assures that the limitations and supplementation as outlined in
the RFP will be followed.

6. Approved Training
The retraining services provided under this proposal and Title III of JTPA
(EDWAA) shall be considered approved training for purposes of receiving
Unemployment Compensation without the requirement of continued job search
while active in retraining.
D. SUPPORTIVE SERVICES
Supportive services identified in the Individual Reemployment Plan as necessary
to enable the individual to participate in intensive reemployment services or
education and training services shall be provided by either grant funds or
through local resources. The cost limitation of 25% of the budget for supportive
services shall be adhered to.
Supportive services may include transportation, child care, meals, health care,
temporary shelter, family counseling or other similar services. Needs-related
payments will not be provided.
The funding of this proposal will allow for up to $4,000 of grant funds to
provide mental health counseling.
E. ADMINISTRATION
No more than 10% of the funds will be used for administrative expenses as
outlined in the RFP.
F. PHYSICAL FACILITIES AND COST ALLOCATION
1. Services provided for the dislocated workers will be separate from other
programs and will have dedicated staff assigned to the Reemployment
Venture Center program for all service functions including intake,
eligibility, counseling, and referral.
2. A cost allocation plan is currently at the Governor's Job Training Office
which meets the requirements for the cost categories, allowable services
and allocation of costs.
3. Interagency cost sharing - The EDWAA 50% and 107. funds will be
integrated into the RVC. Job Service activities shall be available at the
center. The Educational Opportunity Center will offer their services at
the RVC on a weekly basis.
G. PERFORMANCE STANDARDS AND PARTICIPANT TERMINATION RULES
The entered employment rate will be 70% for those terminating from the program
and the average placement wage will be $7.00.
All training participants will be provided reemployment services on a continual
basis after completing retraining. Participants who receive only basic or
intensive reemployment services will be terminated within 30 days after the
receipt of the last reemployment services.

Allowable reemployment services as identified in the RFP will be documented in
the participant files in chronological log notes maintained by the RVC counselor.
RVC counselors will be responsible for anticipating the provision of allowable
post-training reemployment activities in the IRP as amended and documenting each
service at least once during each 30 day period after the end of retraining.
III. Administrative Capability
Needs of the Dislocated Worker
The RVC will provide customized, full service assistance for dislocated workers
separate from other JTPA programs and services and the Job Service. The
administrative structure of Employment Services will ensure that the RVC will have all
the services available through the Job Service in the center.
Employment Service of Weld County provides a wide range of services available to
dislocated workers in Weld County. These services include Basic Readjustment,
Intensive Readjustment Services, Retraining, and Supportive Services. Coordination
with Aims Community College, the Educational Opportunity Center, and other educational
and human service agencies aid in the delivery of high quality services. The funding
of this proposal will allow for the development of more comprehensive basic and
intensive readjustment services, employer relations and outreach.
The proposal will allow for more intensive local response to employers facing
downsizing or layoffs who do not receive extensive rapid response services. Additional
dislocated workers will be served through this localized response.
Organizational Structure
The Weld County Board of County Commissioners has been designated a substate Area under
the Title III programs. Employment Services of Weld County, a division under the Weld
County Department Human Services is the administrative arm which delivers the
employment and training services.
Employment Services of Weld County has been delivering employment and training programs
since 1974. It has had vast experience in developing new and innovative program to
provide effective delivery of services. Employment Services has had a one stop center
delivering JTPA, and Job Service since 1981. JOBS and Employment first were
contracted to Employment Services and overseen by the Weld County Private Industry
Council since their inception.
EDWAA 50% and 10% programs and JTPA Title IIA, Title IIB, and Title IIC are among the
programs delivered by Employment Services. Employment Services' systems of accounting,
MIS and Management meet the compliance and quality requirements of the Governor's Job
Training Office.
Staff Qualification
Employment Services has been delivering the EDWAA programs since 1982. Performance
standards as well as program goals and objectives have been consistently met. Weld
County was successful in obtaining a discretionary dislocated worker program in 1989

to meet the needs of dislocated farmer/ranchers.
Employment services has trained staff to deliver EDWAA services. This includes
orientations, intake, presenting job search workshops, providing referrals, job
development and assisting in job search. Staff have experience in career assessment,
Employment plans, enrollment into training services and follow-up. Staff have
extensive knowledge of the community to assist in the referral of individuals for
needed services.
Physical Facility
The RVC will be located at 1551 N. 17th Avenue at the Weld County Division of Human
Services. There will be approximately 550 square feet in the RVC. The RVC will
consist of space for the RVC counselors, a phone bank/career and labor market
information center, and a workshop area. Partitions will be used to separate the space
of the RVC.
The RVC can be accessed through a separate entrance or through the main reception area
of the Division of Human Services. A computer lab is located directly out side of the
center and the Job Service is located down the hall if additional Job Services are
needed.
There is ample free parking, access for individuals with disabilities in accordance
with the requirements of the Americans with Disabilities Act (ADA) and easy access to
and from public transportation.
The space is adequate for the necessary utilities, equipment, and staff of cooperating
agencies.

Employment Services of Weld County has consistently met and exceeded all past goals of
the grants. Follow-up is conducted by OMNI and indicates the percentage of individuals
employed at 13th week after termination.

V. Cooperation and Coordination
Increased customer options and increased customer services are a priority. It is the
intent of the RVC to maximize all available resources and expand the capacity of the
system to increase customer options and customer satisfaction. Collaborative efforts
and increased cooperation and coordination will provide effective services to
dislocated workers.
Weld and Larimer County will work closely together to increase services to dislocated
workers in the northern Colorado area. Agreements have been reached between the two
SSG's to coordinate intensive outreach, employer relations and labor market
information, and workshops with the funding of the proposals.
A coordination agreement has been entered into with the Educational Opportunity Center
(EOC) through Colorado State University and the EOC will be located at Employment
Services to provide specialized career explorations, the referral to educational
programs and assistance in completing financial aid application requests.
Services available through the local Job Service will be provided in the same building
and through the specific delivery of services at the RVC. This is made possible
through the administrative delivery of the Job Service by Employment Services.
Unemployment Insurance assistance information will be coordinated with the Job Service.
This coordination includes inter-agency referral, telephone access for the dislocated
workers to initiate and inquire about unemployment insurance claims, the ability to
provide for Approved Training Status for EDWAA customers and access to the data bank
to expedite EDWAA eligibility determination.
Coordination is arranged with appropriate agencies for workshops or assistance as
needed. Some of these agencies include labor unions, Job Service, SHARE Colorado,
Department of Social Services, Weld County Information and Referral Service, Social
Security, Community Colleges, etc. Additionally, agencies offering financial planning,
medical and legal services, such as Mental Health and Legal Aid, will be contacted as
necessary to address identified needs.
VI. Budget
Administrative: Administrative costs will include fiscal processing, MIS data input,
audit and other associated costs. This will not exceed $12,500 or 10% of the total
budget.
Basic Readjustment: Basic Readjustment costs of $63,000 will include costs for
workshops, 1.50 FTE for RVC counselors time for workshops and basic readjustment
services , basic readjustment overhead, resource library material, etc.
Retraining: Retraining costs of $42,000 include 1.5 FTE for employer relations, On-
the-Job Training Development, Resource library materials, etc.
Supportive Service: The Supportive services costs of $8,000 will provide for
transportation, limited child care and mental health counseling.

VII. Evaluation Plan
An entered employment rate will be 70% and the projected wage at placement will be
$7.00. The Private Industry Council and Employment Services will monitor performance
on a quarterly basis. The areas to be monitored include the entered employment rate
and the wage at placements.
Customer satisfaction will be monitored and evaluated in a number of ways. A follow
up questionnaire will be modeled after the format of the OMNI follow up. Individuals
will be surveyed during the third month of training, after participation in workshops,
upon terminations from the program and the forth week after termination. This survey
will include questions regarding the rating of occupational testing, job counseling,
retraining services, job placement services, workshop services, and the program as a
whole. Information obtained will be utilized to improve program design as well as to
provide information to individuals regarding the success of program options.
The evaluation system will assess the level of success of achieving the goals of
implementing the RVC. The level of services will be evaluated by comparing the actual
number of dislocated workers served in each program component as compared to project
goals.
The quality of the workshops will be assessed by having the participants complete
evaluation forms requesting feedback on the content and presentation. These results
will be evaluated and recommendations for improvement will be given careful
consideration. Employers and other participating agencies will be asked to provide
their input and recommendations for program improvement.

principle public employment and training programs. The programs include Job
Service, Job Training Partnership Act (both youth and adult programs) , and Jobs
Opportunities and Basic Skills Program and the Employment First Food Stamp
Program.
Responsible for meeting all Federal, State, and local performance standards,
regulatory requirements and policies. Work extensively with other counties and
state agencies on operation of Employment Services.
Work successfully with various budgets and funding sources in the range of 1.8
million, and have the responsibility of 35 staff.
Responsible for the development of grants, contracts and various applications.
Assist in the development of legislation which requires extensive law and
regulation research.
Responsible for the Weld County Private Industry Council, which is a twenty-one
member advisory board and is composed primarily of chief executive officers from
large and small companies. Ensure that the advisory board works positively and
in concert with the Board of County Commissioners.
Work extensively with local groups to facilitate planning and coordination of
resources and collaborative efforts to increase services and options available
in Weld County. A current effort was a non-traditional employment venture with
Aims Community College and Department of Social Services to provide training for
women in the maintenance mechanic field.

Enclosed for Board approval is a proposal being submitted to the Governor's Job Training
Office for the development of a regional Reemployment center serving dislocated workers.
The proposal outlines the development and delivery of expanded services to dislocated workers
through coordination with other programs and enhanced services within the existing program.
Enhanced services will occur in outreach, employer relations, labor market information,
readjustment workshops for seeking reemployment, retraining services including vocational
training and on-the-job training, and increased supportive services.
The total amount of the request is $125,500 and approximately 60 additional dislocated worker
are planned to be served for the period beginning September 1 1994 through August 31, 1995.
