RE: APPROVE ENGAGEMENT LETTER WITH ANDERSON AND WHITNEY AND AUTHORIZE CHAIRMAN
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Engagement Letter between the
Weld County Department of Social Services, by and through the Board of County
Commissioners of Weld County, Colorado, and Anderson and Whitney, P.C. ,
commencing April 26, 1993, and ending May, 31, 1993, with the further terms and
conditions being as stated in said letter, and
WHEREAS, after review, the Board deems it advisable to approve said letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Board of Social Services, that the Engagement Letter
between the Weld County Department of Social Services, by and through the Board
of County Commissioners of Weld County, Colorado, and Anderson and Whitney, P.C. ,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said letter.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 26th day of April, A.D. , 1993.

Ladies and Gentlemen:
We have recently met with Barb Maes of the Department of Social Services regarding possible
assistance in developing a quality control system for the eleven programs administered by Social
Services. Applicable quality controls would primarily involve the participant files and proper
approvals, documentation, timely close-out, etc.
This summary proposal covers the initial design phase, which includes identifying the quality
controls that should be in place as well as designing a system for another party to perform periodic
tests that the quality controls are in operation.
It is difficult to closely estimate the time that would be necessary to design the quality control
system. Our estimate is that 40-80 hours would be necessary. Should the hours be fewer than our
estimate, the actual amount would be charged.
This work would be primarily performed by Leslie Smith, who was in-charge of the Social
Services portion of the County's 1991 audit. The audit manager and shareholder for the County
audit will provide necessary assistance, supervision, and review. Based on the hourly rates in our
audit contract with the County, we estimate a $40 per hour average rate for this project, resulting
in fees which will not exceed $3,200.

Enclosed for Board approval is a proposal from Anderson and Whitney to test
the Social Services Department's quality controls.
We've established a maximum fee charge of $3,200 for 40-80 hours of audit
time.
The funding for this project was approved under the Fraud and Abuse Contract
for the period of January 1, 1993 through December 31, 1993.
It is my understanding that this proposal will be included as part of the
overall audit contract with Anderson and Whitney.
