RE: ESTABLISH LIST OF ARBITRATORS FOR PROPERTY VALUATION APPEALS
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board did, by Resolution dated September 13, 1989, adopt the
Weld County Assessment Arbitration Rules and Procedures, and
WHEREAS, according to said procedures, a list of qualified individuals who
shall act as arbitrators of property valuation appeals shall be maintained, and
WHEREAS, after study and review, the Board deems it advisable to establish
a new list to include only The American Arbitration Association, Lawrence
Ashlock, Ralph H. Coyte, Rebecca Elliot, Lewis Melvin Johnson, Lynn J. Karowsky,
Shelia D. Porter, and Edwin H. Schmale, Jr. to serve as arbitrators for property
valuation appeals.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that The American Arbitration Association, Lawrence Ashlock,
Ralph H. Coyte, Rebecca Elliot, Lewis Melvin Johnson, Lynn J. Karowsky, Shelia
D. Porter, and Edwin H. Schmale, Jr. be, and hereby are, established as the
arbitrators for property valuation appeals.
BE IT FURTHER RESOLVED by the Board that any list of arbitrators previously
adopted be, and hereby is, nullified.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 19th day of August, A.D. , 1992.

Dear Mr. Kennedy:
This letter is a follow up to an earlier meeting with the board and your
letters to persons currently on the county assessment arbitration list, dated
May 6, 1992. In that letter you indicated that we will establish a new list
of arbitrators early in June.
The purpose of this letter is to recommend new persons and the American
Arbitration Association of the list of potential arbitrators in assessment
disputes . For persons contacted through the association we will specify that
they meet the requirements of 39-8-108 . 5 CRS .

DRAFT LETTER TO ARBITRATORS
Dear
We are in the process of developing a list of potential arbitrators for
the appeals of property values in Weld County. I recently wrote a letter to
you, or Warren Lasell, County Assessor, Contacted you by telephone to
determine your willingness to serve as an arbitrator.
This letter is a follow up to confirm our intention to place you on the
list of potential arbitrators . Although, in the past, we have not had many
arbitration cases, we hope to increase the use of that method in the future.
Should we need your services we likely will contact you in August or
September. At that time we will provide you with guidelines and the times
within which various phases of the arbitration must be completed.
