Be it resolved by the Weld County Planning Commission that the proposed land-use fees be recommended favorably to the Board of County Commissioners. The new fees are recommended to become effective January 1, 1994. Motion seconded by Shirley Camenisch. VOTE: For Passage Against Passage Ron Sommer Tom Rulon Juliette Kroekel Marie Koolstra Shirley Camenisch Judy Yamaguchi The Chairperson declared the resolution passed and ordered that a certified copy be forwarded with the attached materials to the Board of County Commissioners for further proceedings. CERTIFICATION OF COPY I, Sharyn Ruff, Recording Secretary for the Weld County Planning Commission, do hereby certify that the above and foregoing resolution is a true copy of the resolution of the Planning Commission of Weld County, Colorado, adopted on December 7, 1993. Dated the 7th of December, 1993. Sharyn F uff tCP Secretary 940036 MEMORAnDU Planning Commission November 16, 1993 To Date Chuck Cunliffe COLORADO From Land-Use Application Processing tosts Subject: Application fees should bear some relationship to the actual costs involved in the processing of land-use and development applications. Two philosophies exist as to who benefits and should pay for the processing of applications. The first philosophy is that the applicant, developer, or users are the beneficiaries of the processing and should pay all the costs associated with the processing. The second philosophy is that the applicant and community in general are the beneficiaries and that both should bear the costs of processing with application fees and dollars collected by general taxation. The fees recommended for 1994 were developed utilizing the philosophy that the applicant or developer benefits the most from the approval of the application through increased market value of the property or increased uses on the property and should pay for at least 50% or more of the application processing and the remainder coming from the general fund. The attached materials indicate the amount needed to recover 100% of the direct and indirect processing costs for each type of application and the proposed fees for 1994. The new fees are recommended to become effective January 1, 1994. 940036 • w 90 i.< 4.1 In In In C C C C C C .H1' F N Y• M G G 0 W W W VI W to m Cr 0 0 C 'N r N Cr O.
