HomeMy WebLinkAbout930327.tiff RESOLUTION RE: APPROVE YOUTH CONSERVATION CORPS GRANT AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Youth Conservation Corps Grant, which includes National Association of Service and Conservation Corps funding and Job Training Partnership Act 8% Education Coordination funding, between Office of Rural Job Training and Employment Services of Weld County, with the terms and conditions being as stated in said grant, and WHEREAS, after review, the Board deems it advisable to approve said grant, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Youth Conservation Corps Grant between Office of Rural Job Training and Employment Services of Weld County be, and hereby is, approved. The youth, working in a crew setting, will be engaged in an innovative Corps project of building a 1924 Spanish Colony House for the City of Greeley, Centennial Village Museum. More importantly, the WCYCC is designed to instill a sense of community service, leadership, and team work in the youth while providing challenging service-learning activities. 47/1:A../7"e14" `71//9M Authorized Signature IOW-20.1 Date 930227 2. Program Narrative: Youth in the Weld County Conservation Corps will engage in a conservation and service project in a crew setting which will foster service learning, leadership development and team building. The project is designed to have value to the community and provide the youth with "work worth doing" which also conveys a sense of community based on identification with the crew. A. Corps Values. Through participation in the summer corps program, youth will have worked on a 1924 Spanish Colony House which will be a highly visible project at the Centennial Village Museum in Greeley, Colorado. This model will be a valuable contribution to their community. Through their participation the youth will acquire a respect for Weld County' s history and the value of community service. At the completion of the project, corpsmembers, as well as the community, will understand that the efforts of Weld County youth can and do make a difference. Corpsmembers will experience and understand the rights and obligations of citizenship, and through this understanding become a part of a more compassionate and competent society. Corpsmembers will be taught to view the Corps as an extension of their "family"--- a place where the corpsmember belongs and is missed when not present; a place where everyone is accepted for who they are, but where everyone has individual responsibility as well as responsibility to the group. Expectations of each corpsmember will be clear and fair and members will learn to work as a team. B. Geographic Location. The Weld County Youth Corps will select youth throughout the Weld County area to be involved in the program. The work project is located at the City of Greeley Museums, Greeley, Colorado. C. Corps Description. The Weld County Youth Corps will be a combination of a conservation and service corps. The Corps project will be located in the City of Greeley, the largest community in Weld County. Although Greeley is a town of approximately 60,000 people, the work project and the general environment of the area is considered rural. The Weld County Corps will consist of 10 corpsmembers and one crew leader. The Youth Activities Committee of the Weld County Private Industry Council will act as the Advisory Board for the Corps. The Youth Activities Committee has been involved with the proposed youth corps project from the onset. Beginning with the initial decision to operate a summer corps program, the Youth Committee has been actively involved in the development of the corps concept, the selection of corps development activities, and in the selection of the work project. The Youth Activities Committee will continue to 92,0127 be informed and involved regarding the activities of the corpsmembers as well as the progress of the work project. The Weld County Youth Corps will be comprised of 10 youth between the ages of 16-21 years old. It is expected that there will be approximately 2-3 corpsmembers which will be Commission funded with the remaining 7-8 youth being JTPA funded. The corpsmembers will be paid $4.25 per hour for each hour they are involved in work or education activities. Due to the large ethnic and cultural diversity of Weld County, corpsmembers will come from a wide range of backgrounds. Weld County expects that of the 10 corpsmembers, 30Z-40% will be female. It is planned that the age diversity of the corpsmembers be such that the differences in ages will support team learning and team building. D. Recruitment and Selection. Recruitment of the youth for the WCYCC will be from those youth who apply for the Job Training Partnership Act (JTPA) Summer Youth Program who are between the ages of 16 and 21. As indicated in paragraph 2.C. above, it is planned that 709, to 80% of the youth involved in the WCYCC will be economically disadvantaged. Additionally, other youth serving agencies such as Weld County Juvenile Probation, Social Services, and local educational agencies have been contacted for the referral of youth who may benefit from participation in the Corps, but who may not be economically disadvantaged. Youth who apply to either the JTPA Summer Youth Program or the WCYCC are sent a letter describing the benefits of the Corps. If interested, they must reply with a brief narrative explaining why they would like to join the Youth Conservation Corps Team. After receipt of the replies, a review panel will select the youth who will become members of the Corps. The selection process will ensure the diversity of the group in age, sex, cultural and ethnic backgrounds. Youth selected to be Corpsmembers will attend an orientation which describes the goals of the Corps, and provides the youth with safety instruction in the operation of equipment and tools to be used on the job site. Corpsmembers will be provided with necessary safety equipment and clothing. E. Corpsmember Development. All Corpsmembers will be assessed for their reading and math skill levels by use of the ABLE Screening Battery. Corpsmembers will be involved in approximately 6 to 8 hours weekly of educational activities. Classes will convene June 7, 1993, and continue until the end of the project. Corpsmembers will be paid $4.25 per hour for attending scheduled educational activities. The Jostens Computerized Learning System will be utilized in conjunction with the Conover Workplace Literacy System to deliver educational and life skills training. The Jostens Computerized Learning System `207'"7 focuses on basic academic skills for Math, Reading, Science, Social Studies, Life Skills, and English. The Conover System provides the student with an opportunity to explore careers, practice basic math and reading skills related to exploration experiences, and acquire diagnostic and remedial occupationally-related math and communication skills information. The vocational/educational advisor for the Weld County Employment Services will be responsible for the educational components listed above. Corpsmembers will participate in a Ropes Course to develop teamwork, self-confidence, and leadership ability. The course will be conducted prior to beginning and upon completion of the community service project. As part of the educational component, corpsmembers will also participate in the Pacific Institute Pathways to Excellence Course. This course is designed to teach information on beliefs, expectations, conditioning, self-talk, attitudes, self- motivation, and goal setting. As a part of the Pacific Institute training, corpsmembers will receive follow-up classes. There are no formal arrangements with local education agencies. However, it is anticipated that corpsmembers will receive classes from local historians, museum officials, and other individuals involved in the work project. These classes will incorporate service learning and provide the corpsmembers with a sense of history as it relates to the project. Service learning will also take place as each teaching moment occurs. It is not expected that any academic credit will be given for any educational activities by local educational agencies. Corpsmembers will be involved in a reflection component on a daily basis. This will include group discussion and individual journal entries. It is anticipated that the last 30 minutes of each work day will be spent in reflective activities. Prior to the beginning of each work day, corpsmembers will be involved in limited physical exercise training designed to enhance work performance. F. Work Project Development. Work projects were solicited throughout Weld County by requesting project proposals from numerous locations such as City Governments, Parks Departments, Museums, Planning and Zoning Departments, and Non-Profit Organizations. Projects were evaluated on community need, visibility within the community, and work value for the corpsmembers. After the proposals were received, they were presented to the Youth Activities Committee of the Private Industry Council (PIC) who evaluated and selected the work project. The project ultimately selected by the PIC will be sponsored by the City of Greeley, Centennial Village Museum. The project name is 1924 Spanish Colony House. Corpsmembers will construct an adobe reproduction house at Centennial Village Museum. The project will include assembly of adobe blocks, installation of wood frame flooring and roofing, exterior stucco and finish. A crew of ten corpsmembers will work 6 to 7 hours per day, 4 days per week in the 920227 construction of the house. Articles/equipment to be used by the corpsmembers in the construction of the project are a mortar mixer, wheelbarrows, and a wide variety of hand tools associated with general building construction. Corpsmembers will learn practical application of math as it applies to building construction, teamwork to accomplish a task, and will develop leadership skills by assisting the crew leader in assigning and being responsible for the completion of daily tasks. It is anticipated that the WCYCC working in conjunction with the City Museums, will complete the adobe reproduction house earlier than the City Museum Officials expected deadline. The addition of this adobe house to the Centennial Village Museum will provide the community with a broader understanding of the way Weld County and the Greeley area was formed into a community by its founding fathers. G. Corps Visibility. It is the intent of Weld County to have the corpsmembers wear distinctive items of clothing, such as t-shirts and baseball caps to, emphasize their role as a member of the WCYCC and their affiliation with the Colorado Youth Conservation Corps. Media visits and press releases about the Corps and the work project are planned. Visibility of the project and corpsmembers will be greatly increased during the Greeley Independence Stampede. This annual Fourth of July event hosts hundreds of thousands of individuals from across the United States, as well as other countries. The work project at the Centennial Village is located at the entrance to the rodeo and fairgrounds where the Greeley Independence Stampede is held. H. Corps Staffing. Weld County will use its existing agency structure to operate the Youth Corps Program. The contact person is the Special Programs Coordinator who will be responsible for the overall operation and planning of the project. The crew supervisor has been selected from existing staff and was screened for his ability to work with youth, as well as having a broad background in construction and supervision. The Weld County Employment Services Fiscal Officer will be responsible for all fiscal reporting. The Special Programs Coordinator will be responsible to data entry and MIS reporting. I. Corps Timelines. The Weld County summer corps program will begin approximately June 7, 1993. The initial portion of the program will concentrate on educational components such as the Ropes Course and leadership seminars. The work component will begin approximately on June 14, 1993 and will end approximately August 27, 1993. 930'127 J. Local Corps Coordination. The WCYCC will coordinate with the JTPA Summer Youth Employment and Training Program which will fund a number of the corpsmembers salaries and supportive service needs. Weld County's summer corps program will coordinate activities with local agencies such as city museums, University of Northern Colorado, and local youth serving agencies. The coordination will provide educational activities, service learning experiences, and the referral of youth. Weld County will not subcontract any services. K. Post Service Benefits. Weld County will not provide any post service benefits to corpsmembers. It is expected that youth participating in the corps program will be high school youth who will return to high school at the end of the program and therefore, not eligible for post service benefits. L. Corps Goals and Objectives. The goals and objectives for the WCYCC are: 1. 70% of the participants will be educationally or economically disadvantaged; 2. 40% of the participants will be minorities; 3. 80% of the participants will complete work maturity component, including job specific skills training and pre-employment/work maturity skills training; 4. 40% of the participants will work in non-traditional jobs; and, 5. 50% of the participants will proceed to secondary or post-secondary education, vocational education, apprenticeship, Job Corps, military enlistment, other JTPA training or entry level employment. M. Corps Evaluation. The progress of the Corps and each of its activities will be monitored by the Special Programs Coordinator. This will be accomplished by utilizing the Weld County monitoring policy currently in place. All participants will be post-tested in reading and math to determine grade gain, and will also be post-tested on attitudes and work maturity skills. Weld County assures that they will cooperate with the State Coordinator, the University of Colorado-Boulder, and the national evaluator, Abt Associates. 930327 A final report indicating accomplishment of the program's goals and objectives and budget outcomes will be submitted at the end of the project. 3. Program Budget: See attached program budget sheets located as Attachments 1 and 2. Living Allowances and Benefits: A total of $8,812 is requested. This amount will pay wages and benefits to approximately 4 corps participants who are not economically eligible for JTPA. Participants will be paid $4.25 per hour plus fringe for approximately 480 of service hours. This includes payment for participation in educational components. Staff Personnel and Benefits: A total of $3,015 is requested for staff wages and benefits of employees working on corps related activities for non-JTPA eligible corpsmembers. Such activities may include outreach, recruitment, intake, training, counseling of corpsmembers, project planning and development, processing payments to participants, and for the crew leader. Staff personnel include the Special Programs Coordinator, the Youth Corps Crew Leader, and intake staff. The percentage of time, number of months, and monthly salaries are as follows; Special Programs Coordinator 6% of time 5/93 through 9/93 $1,809 Youth Corps Crew Leader 30% of time 5/93 through 9/93 $1,554 Intake Staff Person 8% of time 5/93 through 5/93 $1,856 Post Service Benefits: There will not be any post service benefits paid. Training and Education: A total of $2,008 is requested. This includes the cost of training and education courses and materials, assessment and testing, direct training and education services, salaries of staff directly involved in training participants, training related supplies and training materials used by participants in projects, costs related to field trips that are educational in nature or are designed to develop teamwork and leadership skills. This amount includes costs for Ropes Courses, Pacific Institute, and fees associated for educational components at the Learning Lab located at Employment Services of Weld County. Capital Expenditure: No capital expenditures are planned. Evaluation: None Administration: 5%, $765 is reserved from the grant requested for administrative activities at the SDA level. This amount will be used for the Program Director and administrative staff. Other: A total of $700 is requested. This amount includes costs for vehicle usage, uniforms and clothing, and other operating expenses.
