BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
OCTOBER 16, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, October 16, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby - Absent
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas O. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Webster moved to approve

Commissioner Kennedy seconded the motion, and it carried
unanimously.
ADDITIONS: Chairman Lacy added "Appoint
Authority Board" as Item #6 Johnson to Airport
under New Business
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Webster seconded the motion, and it
carried unanimously.
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Mark Cronquist and Carol Schneider, representing the Extension
Department, briefly discussed the Primary Age 4-H Membership
Program, 4-H in the Classroom Program, Cooperative Extension
Child Protection Program, and 4-H Answers for Today (AFT)
Program. Commissioner Webster asked if the Extension Service
has tried to recruit volunteer help from the nursing homes, from
individuals who are able to leave the nursing home, such as
Bonell Retirement Community. Mr. Cronquist said they would
explore this possibility.
(Let the record reflect that Commissioner Kirby is now present. )
WARRANTS: Don Warden presented the following warrants for approval pproval by the
General fund
$286,875.54
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Kirby seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.

BIDS: PRESENT SALE OF VEHICLES - SHERIFF'S DEPARTMENT: Mr. Warden
presented the bids received from six bidders for sale of wrecked
vehicles. Commissioner Kennedy moved to approve the high bid
for each vehicle as follows: 1989 Chevrolet Caprice, $1,577.00
from 9th Avenue Auto Wrecking; 1990 GMC Pickup, $2,007.00 from
9th Avenue Auto Wrecking; and 1975 GMC Pickup, $355.00 from Lott
of Cars, Inc. Seconded by Commissioner Harbert, the motion
carried unanimously.

BUSINESS:
NEW: CONSIDER 1992 AREA AGENCY ON AGING ANNUAL PLAN SUPPLEMENT WITH
STATE DEPARTMENT OF SOCIAL SERVICES AND AUTHORIZE CHAIRMAN TO
SIGN: Linda Piper, Department of Human Resources, reviewed the
Annual Plan Supplement for the Area Agency on Aging 1992 Fiscal
Year. Total Federal/State request is $364, 602. Commissioner
Kirby moved to approve said plan and authorize the Chairman to
sign. Seconded by Commissioner Harbert, the motion carried
unanimously.
CONSIDER REQUEST FROM CITY OF GREELEY FOR USE OF WELD COUNTY
COURTHOUSE FOR POLLING SITE AND AUTHORIZE CHAIRMAN TO SIGN:
Commissioner Harbert moved to approve said request and authorize
the Chairman to sign. Seconded by Commissioner Webster, the
motion carried unanimously.
CONSIDER APPOINTMENT OF C.W. KIRBY TO PLACEMENT ALTERNATIVES
COMMISSION: Commissioner Harbert moved to appoint Commissioner
Kirby to the Placement Alternatives Commission, with his term to
expire December 31, 1991. Seconded by Commissioner Webster, the
motion carried unanimously.
CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT FOR
SEPTEMBER, 1991, AND AUTHORIZE CHAIRMAN TO SIGN: Commissioner
Kennedy moved to approve said report and authorize the Chairman
to sign. Seconded by Commissioner Kirby, the motion carried
unanimously.
CONSIDER RESOLUTION RE: ITEMIZING LEGAL HOLIDAYS DURING CALENDAR
YEAR 1992: Commissioner Webster moved to approve said holidays
during calendar year 1992. Seconded by Commissioner Harbert,
the motion carried unanimously.
CONSIDER RESOLUTION RE: APPOINT J. L. "BUD" JOHNSON TO AIRPORT
AUTHORITY BOARD: Chairman Lacy stated this is for the position
appointed jointly by the City and County, and is for a three
year term. Commissioner Harbert moved to ratify said
appointment. Seconded by Commissioner Webster, the motion
carried unanimously.
PLANNING: CONSIDER RESOLUTION RE: VIOLATIONS OF THE ZONING ORDINANCE -
GRISHAM, MILLER, BALDWIN AND WHISTON, HERSON, MCELROY, AND
CRANE: Commissioner Kennedy moved to approve this Resolution
authorizing the County Attorney to proceed with legal action
against Leslie and Aline Grisham, Cecil S. and Michele J.
Miller, Robert and Hellen Baldwin and Bob Whiston, Edward A. and
Carol L. Herson, Kay McElroy, and Billie A. Crane for violations
of the Weld County Zoning Ordinance. Commissioner Webster
seconded the motion, and it carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.

were attested to and respectfully submitted by the Acting Clerk
to the Board.

COOPERATIVE EXTENSION
Report To The Commissioners
October 1991
The following is a summary of some new programs that are a part of the on-going
Weld County 4-H program:
1. Primary Age 4-H Membership
Beginning with the 1991-92 enrollment year, youth from ages five through
seven may enroll in traditional 4-H clubs as primary members in a 4-H
exploratory program. An excellent set of materials called Cloverbuds will
be used to acquaint these members with 4-H projects. Primary members will
function in a non-competitive mode but will be encouraged to participate
in 4-H opportunities in categories designed for them. They will not
participate in any 4-H sponsored activities involving large animals for
safety purposes. Twenty of the 48 traditional clubs have the necessary
volunteer leadership to accept primary members. Training for leaders on
the Cloverbuds materials will be presented in November.
2. "4-H in the Classroom"
This program was developed during the summer of 1991 by a program intern
and extension staff to offer an opportunity for more elementary school
children to have access to regular 4-H projects. The program presents
four classic projects (container gardening, photography, Decorate Your
Duds, model rocketry) on a short-term (six to eight weeks) basis after
school. The volunteer leaders will teach these projects one afternoon
each week in the school. The projects completed will be constructively
evaluated and members will receive awards during the last meeting of the
session. The most difficult part of implementing this program has been
identifying volunteer leaders. The program will be initiated on
October 22 at Dos Rios Elementary School in Evans.
3. Cooperative Extension Child Protection Program
Colorado State University Cooperative Extension has proposed guidelines to
assure a safe and nurturing environment for youth involved in Extension
Youth programs. To prevent child abuse, the State 4-H Office will
initiate a program to educate staff, volunteers and parents about abuse
and its signals. These educational opportunities will be offered in Weld
County as soon as the program is finalized.
4. 4-H Answers For Today (AFT)
The AFT program was developed as a short-term opportunity to reach youth
in grades three through five who may not have an opportunity to experience
traditional 4-H. It is presented after school in school facilities by
volunteer leaders, including UNC students. The seven-week program
emphasizes nutrition, personal care and safety, plants, animals, decision
making, and money management. Each session is a hands-on experience and
begins with a nutritious snack, which youth can prepare themselves at
home. The on-going AFT program has been conducted in nine elementary
schools in Greeley, with the participation of 302 students and 27
volunteer leaders.

MINUTES: Commissioner Harbert moved to approve the minutes of the Board
of Social Services meeting of October 14, 1991, as printed.
Commissioner Kirby seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden presented the warrants for approval by the Board in
the amount of $104,162.33. Commissioner Webster moved to
approve the warrants as presented by Mr. Warden. Commissioner
Harbert seconded the motion which carried unanimously.
NEW BUSINESS: CONSIDER MEMORANDUM OF UNDERSTANDING WITH PLACEMENT ALTERNATIVES
COMMISSION AND AUTHORIZE CHAIRMAN TO SIGN: Dan Fowler,
Department of Social Services, explained the purpose of said
memorandum is to clarify roles, responsibilities, and
authorities among the Placement Alternatives Commission, the
Weld County Department of Social Services, and the Board of
County Commissioners. Commissioner Kirby moved to approve said
memorandum and authorize the Chairman to sign. Seconded by
Commissioner Harbert, the motion carried unanimously.

to the Board.
