RE: PURCHASE OF EQUIPMENT FROM HITACHI DATA SYSTEMS - WELD
INFORMATION SERVICES
WHEREAS, the Board cf County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been advised that new DASD equipment
is needed in the Weld Information Services Department, and
WHEREAS, after review of the proposals from various
companies, it is recommended that the following equipment be
purchased from Hitachi Data Systems for a total purchase price of
$297, 120 .00 :
One 7980-2 DASD Controller
Two 7380-AJX DASD Storage Units
One 7380-BJX DASD Storage Unit
One 7380-BK DASD Storage Unit
WHERAS, the Board deems it advisable to purchase said
equipment from Hitachi Data Systems.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Weld County, Colorado, hereby authorizes the
purchase of the hereinabove listed equipment from Hitachi Data
Systems for a total cost of $297, 120 .00 .
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 12th day of

The purpose of this correspondence is to summarize our study of options for new
disk storage and to request your assistance in securing Board approval to proceed
with our recommendation.
Weld County currently has a disk storage (DASD) environment that is rapidly
approaching capacity, both in the amount of data that can be stored and the amount
of accessing that can be done (Start I/0's (SI0) per second) . The current type
of hardware IBM 3380, was installed in 1985 when we converted to the current
operating system. It has served us well, been upgraded/expanded several times ,
and provided few problems. We must now change. I do not feel that the addition
of more of the same hardware is an option. We are severely strapped for floor
space and additional equipment would compound the problem. It would also not
address the SIO problem, resulting in a deterioration of response time.
In light of these issues Randy Evans and I have been working on evaluating
equipment to meet our current needs and those anticipated for the next 2 to 5
years. A list of five vendors offering IBM-compatible DASD subsystems suitable
for our environment was complied from independent vendor contacts and a review of
DASD vendors in the DATAPRO 70 documentation. The list consisted of Amdahl
Corporation, Hitachi Data Systems (HDS) , IBM Corporation, Memorex Telex, and
Storage Technology Corporation (STK) . On December 5, 1989 each of the vendors was
sent a letter identifying Weld County's requirements for a DASD subsystem and
requesting information regarding their product offerings that would meet our
defined needs. Four of the vendors responded by the cutoff date of December 29,
1989 . Amdahl declined to respond and was eliminated from further consideration.
As requested, each respondent provided at least two hardware proposals with
configurations to meet our needs, first from now until 1992, and second, from 1992
to 1995. These proposals were evaluated according to the following categories:

Miscellaneous other considerations

Ranking the proposals solely on technical merit and cost, the order of favorability
is :

I feel that the Memorex proposal has equipment too new to have a track record and
their previous offerings have a dubious reputation. STK is a company that has not
shown that it has totally shaken its bankruptcy proceedings and their maintenance
history on tapes with us has been mediocre at best.
Based on this review, I recommend that Weld County enter into an agreement with
Hitachi Data Systems to acquire the equipment they proposed in their Proposal ill,
Configuration 441. This configuration was bid with a total purchase price of
$297,120 and consists for the following:
(1) 7980-2 DASD Controller
(2) 7380-AJX DASD Storage Units
(1) 7380-BJX DASD Storage Unit
(1) 7380-BK DASD Storage Unit
Since we will be totally replacing our DASD, I was initially concerned about
hardware reliability and maintenance support from an unknown (to Weld County)
vendor. After discussing the issue with several references, I feel we can expect
support of the quality we have experienced with IBM. Additionally, I am still
concerned with the impact this decision will have on our business relationship with
IBM. We may receive fewer "free" offerings and services. On the other hand, IBM
may also work harder, and have a "sharper pencil" when we look to upgrade the CPU
next year. I feel for the difference in price and the difference in performance,
the risk is acceptable.
For summary comparative analysis I have included Attachment C from the total
analysis report. The report, along with all vendor proposals, can be obtained from
Information Services if you desire additional information.
Your assistance in informing the Board of Commissioners will be appreciated. If
a work session is necessary, I am prepared now to brief them.
