WELD COUNTY COUNCIL
December 7, 1994

The Weld County Council met in regular session in full conformity with the Weld County Home Rule
Charter at the Weld County Centennial Center, 915 10th Street in Greeley, Colorado, on Wednesday,
December 7, 1994, at 7:30 p.m.
ROLL CALL:
The meeting was called to order by President Campbell, and the following members were present,
constituting a quorum of the members thereof: Vice President Gardner, Councilman Orr, Councilman
Young.
Also present were Pam Malcom; Sharon Dunn; and the Council secretary.
APPROVAL OF MINUTES:
Councilman Orr moved to approve the minutes of the November 2, 1994, meeting. Councilman
Young seconded; the motion passed.
APPOINTMENTS:
President Campbell noted the appointments listed.
ADDITIONS TO AGENDA:
Additional items added after circulation of the initial agenda were noted by the Council secretary.
CORRESPONDENCE:
The correspondence received was duly noted by President Campbell and was subsequently
circulated among the Council members.
REPORTS:
COORDINATOR REPORTS
Councilman Orr talked about the Comprehensive Plan. There should be a recommendation to submit
to the Commissioners shortly after the first of the year; property rights in regards to growth
boundaries has been a major issue. Councilman Orr strongly suggested the Council play a part of
helping to inform/make further information available to Weld County citizens encouraging them to be
involved in the public hearing process of the Comprehensive Plan as the final form of the Plan will
most likely be in place for ten to fifteen years. President Campbell communicated that there is still
some dissatisfaction amongst citizens regarding the difficulty of obtaining correct information,
gathering the information, and feelings of having to make repeated trips to the Planning office
accordingly to obtain permits. Councilman Orr felt it would be appropriate for someone from the
Comprehensive Plan task force to address the incoming Council regarding the background history of
issues dealt with by the task force.

OLD BUSINESS:
Consideration of County Council Rules, Regulations, and Procedures as Revised
Vice President Gardner moved to adopt the County Council Rules, Regulations, and Procedures as
Revised pursuant to Section 13-4(2) of the Weld County Home Rule Charter. Councilman Orr
seconded the motion; the motion passed.
Affirmation of Coroner's Compensation as Per Re.,solution #103 (signed 8/17/94)
Councilman Young moved to affirm compensation of the Weld County Coroner as follows:
$35,000.00 per year for the years 1995 and 1996, and $38,000.00 per year for the years 1997 and
1998 with the coroner receiving the benefits package that's offered. Vice President Gardner
seconded the motion; the motion passed.
Given the above, there will no longer be any per case compensation or body removal fee
compensation. And, the coroners position will be that person's primary employment.
NEW BUSINESS:
Discussion RE: Media Coverage of Clerk & Recorder's Transition
Both Councilman Young and President Campbell expressed disappointment with the current situation
and felt it was not a benefit to the citizens of Weld County to have the Clerk & Recorder-Elect
stationed in the Fort Lupton office. President Campbell added that the current Clerk & Recorder has
done an outstanding job of dedication to the County for so many years and would have liked to have
seen her leave office in a totally professional manner; like she has conducted herself in the past.
Vice President Gardner suggested the County develop and provide a "transition plan"to ensure a
smooth transfer of responsibilities/ knowledge of the respective office.
New Council Secretary
Beverly Thomas will be the new Council secretary. President Campbell and those present during the
interviews were impressed with the quality of secretary candidates.
Presentation of Certificates to Outgoing Elected Officials
Councilman Young moved to present the outgoing elected officials with certificates of recognition at
the December 12, 1994, Elected Officials' Luncheon. Councilman Orr seconded the motion; the
motion passed.
Presentation to Outgoing Council Secretary
A plaque of appreciation was presented to Connie Beckman for her contributions to the Council.
Transition of New Council Members
Name plates and name tags will be ordered for incoming Council members. As well, other
information which needs to be transferred to individuals will be done accordingly.

Approval off Budget Line Account Change Form
Councilman Young moved to approve the Budget Line Account Change Form as presented. Vice
President Gardner seconded the motion; the motion passed.
Attending of CCI Conference
Councilman Young felt there is a lot of information to be obtained from association with the CCI and it
would be a benefit for the incoming Council to pursue this in 1995.
Payment of the Bills
Councilman Young moved to pay the bills as listed. Vice President Gardner seconded the motion;
the motion passed.
1995 Council Meeting Schedule
Councilman Young moved the January meeting of the Weld County Council be held on Wednesday,
January 4, 1995, starting at 7:30 p.m. in the Centennial Center in the First Floor Assembly Room.
Vice President Gardner seconded the motion; the motion passed.
Secretarial Research Requests
Everything for the Elected Officials' Luncheon is in place.
There will be no County Council Christmas Gathering given prior commitments and time constraints.
PUBLIC COMMENTS:
There were none made.
ADJOURNMENT:
The meeting was adjourned at 8:40 p.m.
