Dear Larry:
Thank you for your letter of May 4. The Department of Planning Services' staff
has considered Lynn Fagerberg's request of expand his Use by Special Review site
and to construct an additional building on the site permitted by USA-786. The
staff has determined that these changes will be considered a major change to USR-
786 as approved and will require an amendment to the permit. In addition, an
amendment to Recorded Exemption 926 would have to be approved before the
additional property could be conveyed.

RE: Fagerberg Produce Co.
Dear Lanell;
I have recently been contacted by Lynn Fagerberg, of Fagerberg
Produce with regard to doing some work for them. They are in
the process of obtaining some more property (150 ft. x 342. 5 ft. )
to the East of their existing facilities. Once this is done
they plan on adding an additional building (approximately 60 ft.
x 100 ft. ) to their facility. This building will be for storage
only and will not create more employees or traffic. The oper-
ation will remain the same, except with additional storage.
My questions is: How do we handle the Recorded Exemption and
the Special Review?
It:appears as - though -we would _have to amend_the. Recorded Exemption to add the additional property and the Special Review could
remain the same as we would not be making any..major changes.

Dear Mr. Fagerberg:
The Department of Planning Services' staff has considered your proposal to
add a 7,735 square foot steel building to your onion sorting facility
permitted by USR-786, and has determined that this addition will not be
considered a major change to the use as permitted. The expansion is to
increase efficiency and will not require more employees or produce
additional truck traffic.
Jasper Freese, Freese Engineering, has submitted a letter stating that the
proposed building is not within a 100-year floodplain. Therefore, a Flood
Hazard Development Permit will not be required.

Dear Sir:
At the request of D & S Steel I investigated the subject site on April 19,
1990 to determine if a flood hazard actually existed as shown on the Flood
Insurance Rate Map (FIRM) Community Panel No. 080266-0480-C dated
September 28, 1982.
I found no existing evidence of any channel crossing WCR #80 in the
location shown on the FIRM. Mr. Lyn Fagerberg of Fagerberg Produce
indicated that in the past 25 years he had not seen water cross the road.
In 1977 there was a large storm that created a sizeable lake north and
west but no water crossed the road.
I shot elevations on the area of the proposed building and found that it
is higher than the road to the west. I also found that at the northwest
corner of the existing buildings, the land slopes gently to the north
confirming the fact there is a bowl to the north which apparently does
not flow out to WCR #80.
As a result of my personal investigation and the elevations shot, I have
concluded that the proposed building is not within a 100-year flood haz- .
and zone.
