BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
SEPTEMBER 11, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, September 11, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas 0. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of County Commissioners meeting of September 9, 1991, as
printed. Commissioner Webster seconded the motion, and it
carried unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Kirby seconded the motion, and it carried
unanimously.
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Drew Scheltinga, Engineering Director, reported on the status of
the construction and bridge projects. They have completed four
construction projects and three bridges this year.
George Goodell, Road and Bridge Director, gave a report on the
status of each division, as well as the paving and graveling
projects. They have paved a total of 73.60 miles with asphalt
and have used a total of 108, 183 tons of asphalt.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $209,274.93
Handwritten warrants:
General fund $ 62.00
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Harbert seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.

BIDS: APPROVE COPIERS - VARIOUS DEPARTMENTS: Pat Persichino, Director
of General Services, presented an evaluation of the bids for
mid-sized copiers when supplies and maintenance costs are
included. When figured over a three year period, the 1991 Mita
DC3585 shows the lowest cost. Commissioner Kirby moved to
approve the Mita DC3585. Seconded by Commissioner Kennedy, the
motion carried unanimously.
APPROVE MID-SIZE COPIERS - DISTRICT ATTORNEY'S AND SHERIFF'S
OFFICE: Mr. Persichino also presented an evaluation of bids for
large copiers for the District Attorney's and Sheriff's Office.
When figured over a three year period, including supplies and
maintenance costs, the 1990 Canon NP6652 will provide the lowest
cost. Commissioner Webster moved to approve the Canon NP6652.
Seconded by Commissioner Kirby, the motion carried unanimously.
APPROVE CONSTRUCTION ON BRIDGE 19/68A - ENGINEERING DEPARTMENT:
Mr. Persichino presented a letter from the Engineering
Department recommending the bid be awarded to the Centennial
Construction Company who has submitted the low bid of
$156,853.98. Drew Scheltinga, County Engineer, was present and
stated the company is bondable and have experienced people
working with them, so he has no problem with accepting their
bid. Commissioner Harbert moved to approve said recommendation.
Commissioner Kennedy seconded the motion, which carried
unanimously.
PRESENT BIDS: There were no bids to be presented today.
BUSINESS:
NEW: CONSIDER SUPPLEMENTAL PERFORMANCE GUARANTEE AGREEMENT AND
ACCEPT COLLATERAL - COLORADO INCINERATION SERVICES, INC. : Keith
Schuett, Department of Planning Services, stated the Agreement
has been reviewed by Planning staff, County Attorney staff,
Health Department staff, and Engineering staff and there were no
problems apparent. Commissioner Kirby moved to approve said
Agreement. Seconded by Commissioner Webster, the motion carried
unanimously.
CONSIDER SUPPLEMENTAL PERFORMANCE GUARANTEE AGREEMENT - TIRE
MOUNTAIN, INC. , AND JARRALD A. AND FAYE L. JAMISON: Mr. Schuett
stated the same people as above have reviewed this Agreement and
find no problem with it. Lee Morrison, Assistant County
Attorney, stated their collateral will be somewhat unique in the
fact that they will fund 59, over the next five years to be
escrowed into an account, of which up to 509, of proceeds will be
paid to the County if Tire Mountain fails to meet the terms of
the Agreement. Commissioner Webster moved to approve said
Agreement. Seconded by Commissioner Kirby, the motion carried
unanimously.
CONSIDER AMENDMENT TO OIL AND GAS LEASE BY BASIN EXPLORATION,
INC. , BASIN OPERATING COMPANY, AND ASSOCIATED NATURAL GAS, INC. ,
AND AUTHORIZE CHAIRMAN TO SIGN - SEISE* 518, T2N, R65W: Mr.
David stated this well is north of Brighton. The present lease
is one of the old leases which did not allow pooling. This
amendment would update the lease to conform with our present
lease requirements for pooling. Commissioner Kirby moved to
approve said Amendment and to authorize the Chairman to sign
said Amendment. Seconded by Commissioner Webster, the motion
carried unanimously.
CONSIDER RESOLUTION RE: SETTING WELD COUNTY SHERIFF'S OFFICE
FEES: Mr. Warden explained these fees are for copying of case
reports. Commissioner Kennedy moved to approve said fees.
Seconded by Commissioner Harbert, the motion carried
unanimously.

CONSIDER APPLICATION FOR FEDERAL ASSISTANCE FOR MIGRANT HEAD
START TRAINING AND TECHNICAL ASSISTANCE SUPPLEMENT AND AUTHORIZE
CHAIRMAN TO SIGN: Mr. Warden explained this $15,000 request is
for June 1, 1991 through May 31, 1992. The request includes
funding to allow five Migrant Headstart staff to attend the
National Migrant Headstart Conference, two migrant parents to
attend the Parent Training Conference, six Migrant Headstart
staff members to attend the Component Training, as well as
funding for specific staff job development. Commissioner Kirby
moved to approve said Application and authorize the Chairman to
sign. Seconded by Commissioner Harbert, the motion carried
unanimously.
PLANNING: CONSIDER RESOLUTION RE: VIOLATIONS OF THE BUILDING CODE
ORDINANCE - COUNTRY ESTATES MOBILE HOME PARK, JORDAN, GRISHAM,
AND RARDIN: Commissioner Webster moved to approve this
Resolution authorizing the County Attorney to proceed with legal
action against Country Estates Mobile Home Park, Carl and Elsa
R. Jordan, Leslie and Aline Grisham, and Tony Rardin for
violations of the Weld County and Building Code Ordinance.
Commissioner Harbert seconded the motion, and it carried
unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at

COMMISSIONERS' QUARTERLY REPORT
Road and Bridge Department
September 11, 1991
TRUCKING
Crews are hauling gravel out of the Hokestra Pit at this time.
There has been approximately 254 miles of Weld County Roads graveled this year,
using 158,750 tons of gravel, which is approximately which is 728 of the 350 mile
goal.
Twenty-three miles of graveled roads have been upgraded for asphalt, using
242,948 tons of gravel.
Total gravel hauled by the Trucking Department year-to-date for graveling roads
and as upgrade for asphalt is 401,698 tons of gravel.
108,183.37 tons of asphalt were hauled for paving projects so far this year.
MINING
The cone rock crusher is working at the Hokestra Pit presently.
The screening plant is at the Wilson Pit.
Material crushed by the cone rock crusher purchased in 1986 to date is
1,691,411 tons.
Material crushed year-to-date is 308,687 tons.
Material screened year-to-date is 127,920 tons.
We anticipate screening and crushing approximately 450,000 tons of material this
year.
The Mining Department has crushed and screened 436,607 tons year-to-date, which
is 97.028 of the 450,000 ton goal.
BRIDGE
To date, 18 of the 30 contemplated bridge projects have been completed.
There have been 22 minor bridge repair.
There have been 33 culvert installations.
Ditch cleaning has been performed at 54 locations.
Trees have been trimmed at 11 locations.
Two special jobs have been completed.

MAINTENANCE
As always, the fleet is in charge of routine maintenance. The graders have been
working with the trucks spreading the gravel. They have also been involved with
the asphalt crew in the upgrading of approximately 25 miles of road.
Tomar Services began mowing weeds per agreement with Weld County for the second
time this season in August. To date, 407.2 miles have been mowed.

Emergency After Hours Calls - 53
The Maintenance-Support spends a great deal of time repairing and replacing signs
that have been vandalized. 172 signs have been vandalized and therefore repaired
or replaced for a total cost in materials and time of approximately $6,515.83 or
$37.88 per sign.

The Board of County Commissioners of Weld County, Colorado, met
in regular session as the Board of Social Services in full
conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, September 11, 1991, at the hour of 9:00 A.M.

the amount of $189,836.84. Commissioner Kennedy moved to
approve the warrants as presented by Mr. Warden. Commissioner
Kirby seconded the motion which carried unanimously.

to the Board.
