Your Department furnished this office recently with right—of.may
drawings and deescripttons for your proposed project S 0024(10) feum
Yuckinghssa east through New Rayner with instructions that we should
primped to acquire the necessary right-of-way as soon as possible in
order that construction work might proceed on this badly needed project.
This County secured the services of Clyde Walters who is exper-
ienced as a right-Hof-wey negotiator and through his efforts have
aged to secure deeds to all of then necessary right--ofeway except one
parcel which is Parcel 15, owreed by the Durlend Trust Company of
Norfolk, Nebraskt,. This parcel, owned by ar out-of-state owner, has
required more than the normal amount of corree ordenoe and time to
immure the necessary deed.
Inasmuch as the ?ighweay Department currently controls a fO foot
right-of-Tway across this parcel through the right of adverse possession,
and the additionrl right,-of-eay being amqutrsd is only for the purpose
of providing a uniform width right-of-grey and net needed for actual
construction, it is recommended that oorsstructton work be allowed to
proceed while the long distance communications necessary to secure the
right-of-way deed is being carried on with this owner. He has been
contacted by telephone and there appears to he no serious objection or
difficulty involved. However, minor technicalities are preventing him
from signing the deed se it was presented. A new deed is being pre-
pared this dste and submitted to him for his signature etnd inasmuch as
the value of the land concerned is very small, no di f f culty in securing
the deed i• anticipated.
If at ell possible, it is recommended that advertising of bids for
this project be undertaken immediately in order that no further delay
in the construction of this project will result.

WITH STATE HIGHWAY DEPARTMENT
REGARDING PROJECT S 0024 (10) :
BE IT RESOLVED; by the Board of County Commissioners, Weld County,
Colorado, that they hereby approve a certain Agreement with The State Highway
Commission of Colorado, a public corporation, for the use and benefit of the
Department of Highways of the State of Colorado, dated July 26, 1954, whereby
Weld County has reviewed and approved the Geometric Standards designated to
govern the construction of a Federal Aid Secondary Project to consist of
improvements on State Highway No. 14, extending between Buckingham and Logan
County Line, as per terms of said Agreement on behalf of Weld County by
signatures of the entire Board.

COOPERATIVE AGPE LENT
THIS AGREEI+ENT entered into this 26th day of July 195,
by and between the County of Weld party of the first part, and
THE STATE HIGHJAY COciISSION OF COLORADO, a public corporation, for the use and
benefit of the DEPARTIENT OF HIGHTAYS of the STATE OF COLORADO, party of the second
part, 1?ITNESSETH that
WHEREAS, The Department has constructed; or proposes to construct, or provide
for the construction of, a project known as Project 8 00211(10) .
approximately 1,5.3111 , miles long, extending
between Buckingham - Login County Line on State
Highway No. lk in the County, and
WHEREAS, the said State Highway is part of the Federal Aid Secondary System,
NOW, TH PEFORE, in accordance with the Federal Aid Act of 1950, the Parties
have jointly reviewed the Geometric Standards governing the type of construction for
said Project and have agreed as follows:
That the 1952 Annual Average Traffic Volume, as determined from actual
vehicular count, by the Planning and Research Division of the Department is found to
be 260 vehicles per day. Therefore, in accordance with approved and established
practices, the traffic volume twenty years hence is estimated to be J0 vehicles per
day. Consequently, the type of construction shall be that designated as Type D
of the Geometric Standards dated August 1, 1952, more fully described as follows:
The surface shall consist of Medium I3itusinogs , 22
feet wide on a roadway 30 feet wide. The maximum grade shall be
6 percent and the curvature shall not exceed la degrees and 9
minutes. The right of ways shall not be less than 80, pref. 100 feet in width,
except through the Town (z) of Wow Rayner naqIblizalLessor
where the established street widths shall prevail. Bridges and Separations shall
have a design load of 8.20 . Those structures having a length less than
sixty (60) feet shall have a clear roadway width, between curbs or wheel guards, of
28 feet and those having a length of sixty (6C) feet and over shall have a
clear roadway width of 28 feet.
This Agreement shall be binding upon and inure to the benefit of the
Successors and assigns of the Parties thereto.
This Agreement is executed with reference to the signatories on behalf of
the County by virtue of a resolution passed at the meeting of the Board of County
Commissioners held on July 26th. 1954 , a certified copy of which is

Cooperative Agreement With Weld County
Transmitted herewith are two (2) copies of the Cooperative
Agreement for Project 8 D024(16, Buckingham-Logan County Line,
upon which the signatures of the Weld County Commissioners are
required. Please secure the County Commissioners, signatures
on these agreements at your earliest convenience and return
both copies to Mr. W. H. Lamberth, Secondary Highways Engineer,
for further execution. Please check closely that all necessary
information on the agreements is complete and accurate in every
detail and that the resolution and certificate attached are
executed before the agreements are returned.
