HomeMy WebLinkAbout931664.tiff HEARING CERTIFICATION DOCKET NO. 93-54 RE: ANNUAL MEETING - ANTELOPE HILLS LAW ENFORCEMENT AUTHORITY A public hearing was conducted on November 17, 1993, at 9:00 A.M. , with the following present: Commissioner Constance L. Harbert, Chairman Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Also present: Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated June 30, 1993, and duly posted June 30, 1993, the annual meeting of the Antelope Hills Law Enforcement Authority was conducted on July 14, 1993, at which time said hearing was continued to November 17, 1993. Don Warden, Director of Finance and Administration, explained the philosophy behind the creation of law enforcement authorities was to make them pay their own way as far as the provision of urban-type services. However, because of the size of the district, the amount of dollars is insignificant for Antelope Hills. All three law enforcement districts, however, have technical problems caused by Amendment One, which calculates allowable growth beginning with a base year. With zero budget set for the base year, there cannot be an increase; therefore, any future budget request would have to be approved by vote of the taxpayers within the district. Mr. Warden said, from a staff perspective, it does not make sense to hold an election to set a budget for the Antelope Hills Authority. He discussed the possibilities available to abandon the Antelope Hills Authority and suggested the annual meeting for 1994 be set for the first Monday in May to allow time for staff to determine what approach should be taken. No public testimony was offered concerning this matter. Commissioner Baxter moved to set a budget of zero, with no mill levy for the year of 1994. The motion was seconded by Commissioner Hall, and it carried unanimously. Commissioner Kirkmeyer moved to set the next annual meeting date on May 2, 1994, at 9:00 a.m. Seconded by Commissioner Hall, the motion carried unanimously.
