RESOLUTION RE: APPROVE ANNUAL PROGRAM PAPERS FOR FISCAL YEAR 1993 AND AUTHORIZE CHAIRMAN TO SIGN - OFFICE OF EMERGENCY MANAGEMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the annual program papers for Fiscal Year 1993 for the Office of Emergency Management, with the terms and conditions being as stated in said papers, and WHEREAS, after review, the Board deems it advisable to approve said program papers, copies of which are attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the annual program papers for Fiscal Year 1993 for the Office of Emergency Management be, and hereby are, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said papers. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 14th day of September, A.D. , 1992. PLANNING: a. Hazardous Materials (HazMat) Appendix 13 updated yearly in the first quarter of the Federal Fiscal Year (FFY) 93 to add new facilities required to report under the Superfund Amendment and Reauthorization Act (SARA) Title III. Changes gather throughout the year but updated once a year into the WELD County Local Emergency Operations Plan (LEOP) per Commissioners request. This is an ongoing activity. b. Participate in all WIPP exercises and activities scheduled by the Colorado Office of Emergency Management (COEM) . This is an ongoing activity. c. Yearly mailing for LEOP Resource Annex is in the Second Quarter of FFY 93 each year. It usually takes one to two months to then get a response and filed in the computer. Changes are made as received throughout the year with the annual update mostly completed by the Third Quarter of FFY 93. d. Identify one town within Weld County that would like assistance in preparing an emergency plan. Assist this town in preparing a new plan or reviewing and updating an existing plan. This will start in the Second Quarter and be completed by the Fourth Quarter of FFY 93. e. Identify one facility within Weld County that would like assistance in preparing an emergency plan. Assist this facility in preparing a new plan or reviewing and updating an existing plan. This will start in the Second Quarter and be completed by the Fourth Quarter of FFY 93. f. Update HazMat appendix to include response to WIPP shipments on I-25. This has been in the WCSO/SOP and needs to be added to the WELD County LEOP. This will be with the formation/use of the SARA committee and be an ongoing project as guidance is received from COEM. g. Coordination of talks between the emergency responders, facilities and Designated Emergency Response Authorities (DERA) within the county. This will be on an invitation basis to continue communications between different factions to further advance planning. This will continue throughout the year. 200. EXERCISING: a. Participate in Winter Storm exercise. This activity is sponsored by COEM in the First Quarter of FFY 93. b. Participate in Spring Awareness exercise. This activity is sponsored by COEM in the Third Quarter of FFY 93. c. Participate in HazMat exercise in relation to SARA Title III. This will be for WELD County LEOP validation and verification for any changes needed. Anticipated to be in the Fourth Quarter of FFY 93. 99 d. Participate in a Natural Hazards exercise. This is anticipated to be in the Third or Fourth Quarter of FFY 93. e. Participate in all WIPP exercises sponsored by COEM in WELD County. There is one anticipated exercise in the Second Quarter of FFY 93. f. Participate in all National Security or Transportation exercises sponsored by FEMA. One exercise anticipated to be conducted sometime in this FFY 93. g. An annual update to the four year exercise plan is required in the Fourth Quarter of each year for the next FFY 93. h. Participate in a warning fanout drill to be conducted in the Second Quarter of FFY 93. 300. TRAINING: a. Recruit for COEM sponsored Shelter Systems Officer Class. American Red Cross, WELD County Chapter, is attempting to provide a student. It is anticipated that this student will then be able to review the Shelter portion of the WELD County LEOP. Anticipated completion date is Third Quarter of FFY 93. b. Recruit for a Radiological Monitoring Class. One is anticipated for about 50 students in the Weld County Sheriff's Office in the First or Second Quarter of FFY 93. c. Assist in recruiting for WIPP activities to include participants for COEM activities and WELD County Radiological Monitoring and exercises to WIPP accidents along I-25. This is perpetual throughout FFY 93. d. Attend all COEM sponsored classes not attended in last five years. Recruit participants to classes I am not able to attend. Recruit participants to classes for assistance in emergency management. This is an ongoing activity throughout FFY 93. e. Facilitate at forums and classes to assist COEM in their overall task of training. This could include the direct assistance of one-on-one assistance to County Emergency Managers. This could also include the traveling and helping of other County Emergency Managers to facilitate their LEOP. This will be an ongoing activity. f. Attend COEM sponsored G376-State Hazard Mitigation Planning Course. Anticipated to be in Third Quarter FFY 93. g. Attend Colorado Natural Hazards Mitigation workshops. One in the First Quarter and one in the Third Quarter of FFY 93. h. Attend Dam Safety Emergency Planning workshops sponsored by COEM. Anticipated to be in Second Quarter of FFY 93. 920859 400. FACILITIES & EQUIPMENT: a. Submit changes to facility survey data base as received from COEM. This is not a one time activity but rather an ongoing activity. This will be done as information is received during FFY 93. b. Conduct an Emergency Operations Center class for new employees and returning employees. This will include a refresher class and TableTop exercise for employees that have already attended the basic training class. This course will be targeted for the Second Quarter of FFY 93. c. Submit an annual RADEF inventory when received from COEM. Anticipated to be in Second Quarter FFY 93. 500. INFORMATION ACTIVITIES: a. Complete and submit CHIP Data when presented by COEM. There is no known date that this information will be requested. b. COEM requires that a Hazardous Materials Information Report (HMIR) be filed with their office for all incidents in WELD County. I attempt to file these reports within ten days of the incident. This is an ongoing activity driven by reportable incidents. c. COEM is anticipating sponsoring a Dam Data Base class and presentation in the Fourth Quarter of FFY 93. Due to the large number of class I, II and III dams in WELD County this would be a good class to have someone attend to bring back the information. This can be compared to the existing plan for updates. d. A Damage Assessment class was presented in WELD County about one year ago. An updated class needs to be presented/attended to keep the first (pilot course) participants updated on the latest issues. This course is anticipated by COEM to be in the Fourth Quarter of FFY 93. 600. TECHNICAL ASSISTANCE: a. In my work with small towns around Colorado, and especially WELD County, it has been found that most towns would be willing to have an emergency plan if they got assistance and somewhere to start. A computerized small plan was started last year with DODES but dropped due to the changeover to COEM. I have met with COEM and the work on the model plan is anticipated to be completed in FFY 93. b. A program has been proposed to COEM by WELD County to assist them in presenting programs on planning to other Counties. This would further help WELD County in that uniformity would be one outcome with more ideas for the WELD County LEOP. The more that other Counties can be helped the better the local plan becomes because of diversified ideas and input. This is a new ongoing project being piloted this year with COEM's technical and financial support. '20553 700. ADMINISTRATION: a. A quarterly program report will be filed with COEM by the 15th day of the month following the last day of each FFQuarter. This report will be prepared on the forms provided by COEM. b. A quarterly billing report (request for reimbursement) will be filed with COEM by the last day of the month following the last day of each FFQ. This report will be prepared on the forms provided by COEM. Meeting were held in FFY 92 to simplify these reports. Some progress was made but more work will be done in FFY 93. c. Individual Mobilization Augmentee (IMA) activities will be managed. Training and office activities will be monitored to follow COEM requirements. d. As a member of the Colorado Emergency Planning Commission I will support SARA Title III legislation for Colorado. I will attend as many monthly meetings as possible with alternates provided when I am unable to attend. I will facilitate at the 4th LEPC Conference in the First Quarter of FFY 93. I will set on subcommittees and work for easier reporting for facilities. e. The yearly program papers will be completed timely on the forms, and with the direction provided by COEM. This is anticipated to be in the Fourth Quarter of FFY 93. 800. PUBLIC AWARENESS: a. A Hazard Awareness Campaign action plan and brochure was prepared in FFY 92. The contact person for the WELD County chapter of ARC left after completing her education at UNC with all of the information. We are starting the project over but this time it should go faster and more than one plan will be prepared. b. WELD County will participate in the Winter Storm Awareness Campaign as facilitated by COEM. This is anticipated for the First Quarter of FFY 93. c. WELD County will participate in the Spring Emergency preparedness awareness campaign as facilitated by COEM. This is anticipated for the Third Quarter of FFY 93. d. WIPP information will be distributed throughout FFY 93 as received from COEM. e. I will participate in Service Organizations and make presentations to Service Organizations, upon request, throughout FFY 93. These presentations will be tailored to their needs and requests from general information to specific topics or hazards. I will obtain facilitator for all requests. f. I will work with COEM in the development and dissemination of public awareness programs for the WIPP project in WELD County.
