RE: ACTION OF BOARD CONCERNING SERVICE PLAN - THOMPSON RIVERS PARK AND
RECREATION DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 32-1-204, CRS, as amended, a Service Plan
concerning the proposed Thompson Rivers Park and Recreation District was filed
with the Weld County Board of County Commissioners, and
WHEREAS, pursuant to Section 32-108, CRS, as amended, the Board of County
Commissioners scheduled a public hearing on the Service Plan to be held at 10:00
a.m. , on October 6, 1993, and
WHEREAS, notice of the date, time and location and purpose of said hearing
was duly published in the Windsor Beacon, the County legal newspaper, on
September 16, 23, and 30, 1993; notice was provided to the Division of Local
Affairs of the name and type of the proposed District; and notice of the date,
time and location of said hearing was provided to the Petitioners, to the
governing body of each municipality and of each special district which had levied
an ad valorem tax within the next preceding tax year and which had boundaries
within a radius of three (3) miles of the District, and to said Division, as
required by Sections 32-1-202(1) and 32-1-204(1) , CRS, as amended, and to the
Weld County Planning Commission as required by Section 32-1-203, CRS, as amended,
and
WHEREAS, the Weld County Planning Commission studied and considered the
Service Plan at its meeting on October 5, 1993, at which time said Commission
adopted a Resolution recommending a continuance of the Service Plan,
indefinitely, due to the additional referral information needed. Said
recommendation was subsequently presented to the Board of County Commissioners
at its hearing on this matter by a representative of said Commission, as required
by Section 32-1-204(2) , CRS, as amended, and
WHEREAS, the Board did, on October 6, 1993, conduct a full public hearing
on this matter, taking evidence establishing the jurisdiction of the Board to
hear this matter and further taking evidence regarding the substantive issues set
forth in Section 32-1-203, CRS, as amended, at which hearing all interested
parties were afforded an opportunity to be heard, and
WHEREAS, the Board did, after being fully informed, deem it advisable to
continue said matter indefinitely.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Service Plan concerning the proposed Thompson Rivers
Park and Recreation District be, and hereby is, continued indefinitely.

October 5 , 11193
A regular meeting of the Weld County Planning Commission was held Occot.er 5 ,
1993, in the County Commissioners' Hearing Room (Room #101) , Weld County
Centennial Building, 915 Tenth Street, Greeley, Colorado. The meeting was called
to order by the Chairperson, Judy Yamaguchi, at 9:00 a.m.

Thompson Rivers Park and Recreation District. Service Plan (continued from the
September 21, 1993, regular meeting) .
Greg Thompson, Current Planner asked that the Thompson Rivers Park and Recreation
District Service Plan be continued indefinitely, to allow the applicant more time
to provide further information for referral agencies.
Bud Clemons so moved. Bill O'Hare seconded the motion.
The Chairperson asked the secretary to poll the members of the Planning
Commission for their decision. Richard Kimmel - yes; Ron Sommer - yes; Juliette

PUBLIC NOTICE IS HEREBY GIVEN that a Service Plan for the proposed Thompson
Rivers Park and Recreation District has been filed with the Clerk to the Board' s
Office of Weld County, Colorado, the Service Plan and related documents are now
on file in the Office of the Clerk to the Board of County Commissioners, 115 10th
Street, Third Floor, Greeley, Colorado, and are available for public inspection
between 8:00 a.m. and 5:00 p.m. , Monday through Friday.
NOTICE IS FURTHER GIVEN that, by Order of the Board of County Commissioners of
Weld County, Colorado, a public hearing on said Service Plan and related
documents will be held in the Centennial Center, 915 10th Street, Firs.- Floor ,
Greeley, Colorado, at 10:00 a.m. , on Wednesday, the 6th day of October, 199 .
The. purpose of the hearing shall be to consider the adequacy of the Service Plan
of the proposed Thompson Rivers Park and Recreation District within Well County
Colorado, which includes all. of School District RE-5J as described in Exhibit
"A", excepting that portion laying within the County of Larimer, Eta _o of
Colorado.
Pursuant to Section 32-1-201, et seq. , CRS, the Service Plan may not be ,approved
if a petition objecting to the Service Plan and signed by the owners of taxable
real and personal property, which property equals more than fifty percent cf the
total valuation for assessment of all taxable real and personal property to be
included in the District, is filed with the Board of County Commissioners no
later than ten days prior to the hearing, unless such property has been occluded
by the Board of County Commissioners under Section 32-1-203(3.5) , CRS.
Pursuant to Section 32-1-305(3) , CRS, the owner of real property withi) the
proposed District may file a petition with the District Court in and for Weld
County, stating reasons why said property should not be included in the proposed
District and requesting that such real property be excluded therefrom. Such
petition shall be duly verified and shall describe the property sought to be
excluded. The District Court will hear said petition and all objections thereto
at the time of the hearing on the petition for organization and shall determine
whether, in the best public interest, said property should be exc:.ud=_d or
included in the proposed District. Such petition may be filed any time after '_ale
petition for the organization of the District is filed with the District ( our: ,
but not later than ten days before the day fixed for the hearing oa the
organizational petition.

We , the undersigned, submit herewith a Service Plan for the
orcanization of the Thompson Rivers Park and Recreation District
to be located in the Johnstown-Milliken area of Weld County . It
is our hope you will look favorably upon the proposed District .
Anticipated revenues and expenditures over the coming years are
designated to provide much needed playground , park and
recreational facilities for this particular area of Weld County .
We feel wholesome , planned and available recreation shall b.= of
enormous benefit to the area involved.

Part II - (a )
PROPOSED THOMPSON RIVERS PARK AND RECREATION DISTRICT
The proposed district boundaries would follow those of Re-5J
School District except for the small area which is in Lorimer
County, thereby limiting the proposed district to Weld County. It
will be composed of an area of about 58, 000 acres , a map and legal
description may be found in Section D. A mill_ and one-half levy
tax of the properties within its boundaries would establish a
fundamental monetary base from which the district could operate
more effectively.
The recreation committee has determined the only way in which our
communities can further expand and enhance our programs is through
the establishment of a special park and recreation district , and
the tax to be gained therefrom to finance the services .
Currently, the recreation programs are for the most part
organized , financed , and operated by the groups having an interest
in that activity. These groups work with the recreation committee
in finding coaches and managers , group buying of equipment ,
finding and scheduling playing fields and courts . As the system
is set up , participant fees have been kept very minimal . This is
to encourage the broad participation in the recreation program
from a community area which has a large percentage of participants
who may not have otherwise been able to participate .
Because of the current system of fees and the desire for as many
people to participate in the program, the recreation committee
sees that to better maintain and promote new activities , a
recreation director is needed to enhance the program.

FACILITIES TO BE CONSTRUCTED, STANDARDS OF CONSTRUCTION AND
PROPOSED SERVICES

The recreation committee sees that to better maintain and promote
new activities , a recreation director is needed to enhance the
program . Secondly, there is need for expensive special equipment ,
such as batting practice machines, and special coaches brought in
for specialized training seminars . Third, to improve the program,
several projects need to be set in motion , such as transpora :ion
between the towns of Johnstown and Milliken , and to meets and
games; a daylight tournament sized softball field built on land
purchased in Milliken , and upgrading of both Milliken and
Johnstown fields . Fourth , maintain and improve the existing
twenty year old swimming pool .
Future plans would include the possible construction of a
recreation facility containing classrooms , administration offices ,
and combination basketball and volleyball courts . Many of the
aoove-described projects are projects which lay as far out a ; ] u
years for completion . Presently, many projects are underway even
with small resources . This year the Re-5J School Board was
unable to finance and maintain repairs on the swimming pool
facilities , and Johnstown and Milliken volunteers with finan :ial
assistance from the three governmental entities repaired the pool .

GENERAL DESCRIPTION
The proposed Recreation District is Located in the western part of
Weld County, approximately 46 miles north of Denver, and ] `_ miles
southwest of Greeley. It encompasses approximately 9L square
miles , and within its boundaries are located the Towns of Johnstown
and Milliken . Johnstown and Milliken are located on State highways
60 and 257 , connecting to US 87 ( Interstate 25 ) and ']S 34 .
The area of the proposed Di st ti ct is engaged primarily in
agricultural activities , including irrigated farming , da] ryInq ,
poultry raising , and .stock feeding for packing pl ants . The ma jor
crops produced are sugarheet_s , wheat , beans and corn . Ii vest ock
feeding is predomi nant within the area . Approximately 60 percent
of the agricultural land is irrigated .
Weld County has ranked high in agricultural production fcr n any
years . This agricultural empire with approximately 85 percent of
ts area devoted to irrigated and dryland farming and - ivestock
raising, is ranked among the nation ' s leaders in agricultural
production . There are approximately 33 , 000 producing dairy cows
in Weld County, and the County ranks second in the nation with the
largest total number of Livestock sold for market .
The historically stable economy of the District is changirg from
predominately agricultural to a balance of agri culture - commerce
and industry - mineral exploration and production. Former Great
Western Sugar Refinery, located in Johnstown , has been purchased
by the I3i otechnology Division of Adolph Coors Brewery Company, and
has been renovated and expanded . Approximatlly 1.50 new Cc ors
employees are presently employed an the facility .
An increase in oil and gas activity within the District : n recent
years has been evident, and has not only substantially raised the
mineral tax base , but has also resulted in a number of oi I and. gas
related service companies being in evidence in the District . Such
prone nent names as Amoco Producti on Company, Halliburton , Ercrgy
Minerals and Panhandle Eastern , lead the list_ of names of the
companies which own, operate or service oil and gas properties in
the District .
Some major employers , which are not within the boundaries of the
District , but are nonetheless important to the local ecoriory, are
the manufacturing concerns which are located nearby . Two of the
most notable are Eastman Kodak which i s located in Windsor and
employs about_ 2 , 900 people and manufactures film, and Hewlett-
Packard , a high-tech computer and precision instrument manufactur-
ing firm located in Greeley, Loveland and Fort Collins .
P..lect_ricity and natural gas service are available in the D strict
through Public Service Company of Colorado. An adequate supply of
natural gas is available to serve the loads that may develop in this
area . This gas system is served primarily by two pipeline compani s ,
Colorado Interstate Gas Company and Western Slope Gas Company, a
whol ly-owned subsidiary of Public Service Company of Co: or ado.

ADDITIONAL INFORMATION
Presently, the Johnstown-Milliken Recreati on Program offers a
wide variety of activi ties throughout the year for area residents
of all ages .
Activities include adult: volleyball , men ' s basketball , boy ' s
basketball , girl ' s softball , T-ball , youth soccer , swim lessons ,
swim team, track , tennis , youth football , plus many more .
EXISTING FACILITIES
PALL FIELDS: The Recreation Program currently has access to five
ball fields and utilizes Milliken Middle School and Milliken
Elementary School fields for its soccer program.
GYMNASIUMS : All four school gyms in the Re- 5J District are used ,
when available , during the course of the year for youth as well as
adult activities .
TENNIS COURT : Two regulation size tennis courts are available and
are located at the Roosevelt High School in Johnstown .
PARISH PARK : Located in Johnstown on Charlotte Street and
available for sand volleyball , a basketball court , as well as a
shelter area for large or small group picnics .
LOLA PARK : Located in Milliken on Irene Avenue . Has available
for horseshoes , sand volleyball , as well as shelter area for large
or small group picnics .
ROOSEVELT COMMUNITY POOL : Open swimming June , July and August
1-5 P. M. daily and 6-8 P. M. on Monday thorugh Thursday and
Saturdays . Swimming lessons available .
PAYS PARK : Located in Johnstown on Country Acres Drive offers
sand volleyball , a basketball court , as well as shelter area for
picnics .
COMMUNITY CENTERS: Both towns have community centers which are
avai lable for use for recreati on programs .
WALKING PATTI : A half mile long walking path is available fc r
exercise and conditioning for area residents-both youth and
adults .
GOLF COURSE: Located north of Millik.en and available for golfing
activities for youth and adults .
LOLITA PARK: Located in Milliken on Broad Street . Playground
equipment available .
