Lacy, Chairman - Excused Commissioner George Kennedy, Pro-Tem Commissioner Constance L. Harbert Commissioner C. W. Kirby Commissioner W. H. Webster Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Director of Engineering, Drew Scheltinga The following business was transacted: I hereby certify that pursuant to a notice dated July 10, 1991, and duly published August 1, 1991, in The New News, a public hearing was conducted to consider the creation of a local improvement district, to be known as Weld County Roads 15 and 84 Local Improvement District No. 1991-2. Lee Morrison, Assistant County Attorney, made this matter of record. Drew Scheltinga, Director of Engineering, said the project limits are for Weld County Road 15, from Colorado State Highway 14, north a distance of 3.3 miles, and Weld County Road 84 between Weld County Roads 13 and 15. He explained that the paving will consist of 6" of aggregate basecourse, 32' wide; 3" of asphalt pavement, 24' wide; and aggregate shoulders, 4' wide. He said there are nineteen total parcels, with each parcel to be assessed $3500, with a total cost of $66,500 to be assessed. Anheuser-Busch, Inc. , will contribute $291, 100, with the total estimated cost of the paving to be $415,011, with the low bid going to Coulson Excavating, Inc. Said bid will include Alternate 111, which will allow the use of Weld County gravel at a cost of $50,000. This will keep Weld County's out-of-pocket expenses lower, with their contribution being $105,000. Dorothy Schild, property owner, asked the County to continue with their support, and said the efforts put forth by the Engineering and Road and Bridge staffs were appreciated. Commissioner Harbert moved to accept the Resolution creating Weld County Roads 15 and 84 Local Improvement District No. 1991-2. The motion was seconded by Commissioner Kirby, who said the property owners have been very cooperative and worked hard. The motion carried unanimously.
