hearing due to a conflict of interest. Lae D. Morrison, Assistant
County Attorney, made this matter of record. Lanell Curry, Planning
Department representative, informed the Board that a letter has been
received from Russell Anson, Attorney representing the applicant,
requesting a continuance of this hearing until August :29, 1990, at
10'00 a.m. Scott Jefferson, representing the applicant, came forward
to answer questions of the Board. Bob Early, representing Amigo Farms,
requested the hearing be heard today. Ms. Curry said if this
application is denied, the original Permit will be revoked.
Commissioner Lacy moved to continue the request for a Site Specific
Development Plan and Special Review Permit t0 August 29, 1990, at 1000

The Board of County Commissioners of weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place Of meeting in the weld County
Centennial Center, Greeley, Colorado, July 30, 1990, at the hour
of 9,00 A.M.
ROLL CALL, The meeting was called to order by the Chairman and on roll cal),
the following members were present, constituting a Quorum of the
members thereof,
Commissioner Gene R. Brantner, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C.W. Kirby
Commissioner Gordon E. Lacy

MINUTES, Commissioner Kennedy moved CO approve the minutes of the Board
of County Commissioners meeting of July 23, 1990, as printed.
Commissioner Harbert seconded the motion, and it carried
unanimously.
CERTIFICATIONS OF HEARINGS, Commissioner Kennedy moved to approve the
Certifications for the hearings conducted on July 25, 1990, as
follows' 1) Issuance of County Qualified Private Activity
Bonds, Waste Services Corporation, and 2) Special Review Permit,
Jefferson. Commissioner Kirby seconded the motion, and it
carried unanimously.
ADDITIONS, There were no additions to today's agenda.
CONSENT AGENDA, Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Kirby seconded the motion, and it carried
unanimously.
PRESENTATION, RECOGNITION or SERVICES - SHIRLEY HUNTER, Chairman Brantner
• read the Certificate of Appreciation into the record, and
presented it to Shirley Hunter who is retiring from the
Assessor'■ Office.
COMMISSIONER COORDINATOR REPORTS, Commissioner Lacy, reporting on Communication
Services, said there was to have been a secret simulated plane
crash at the airport this morning, but somehow the information
was released to the emergency vehicles. He said the simulated
crash was conducted as planned, but the true response times of
the emergency crews could not be noted.
There were no other reporte at today's meeting.
WARRANTS, Don Warden presented the following warrants for approval by the
Board,
General fund 4 92,237.30
Social Services 592,570.12
Handwritten warrants,
General fund 26,848.05
payroll 1,173,269.04
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Harbert seconded the motion which
carried unanimously.
BUSINESS,
NEW, CONSIDER REQUEST TOR RENEWAL OP 3.2t BEER LICENSE PROM TEXACO OF
COLORADO, INC., Lt. Dave Malcolm, representing the Sheriff's
Office, said there have been no liquor violations at this
establishment during the past year. Commissioner Lacy moved to
approve the renewal of the 3.26 Beer License from Texaco of
Colorado, Inc. Seconded by Commissioner Kennedy, the motion
carried unanimously.
CONSIDER AMENDMENTS TO HUDSON LAW ENFORCEMENT AGREEMENT AND
AUTHORIZE CHAIRMAN TO SIGN, Lt. Malcolm said the Town of Hudson
is requesting the amendments to allow the Sheriff's Department
to have further involvement in the enforcement of its
Ordinances. Commissioner Kennedy moved to approve said
Amendments and authorize the Chairman to sign. Commissioner
Harbert seconded the motion, and it carried unanimously.
CONSIDER PURCHASE Or SERVICES AGREEMENT BETWEEN EMPLOYS:CST
SERVICES AND AIMS COMMUNITY COLLEGE AND AUTHORIZE CHAIRMAN TO
SIGN, Alvina ',errata, representing the Department of Human
Resources, said this Agreement is for *mints by Aims
Community College of adult and youth participants of the Job
Opportunities and Basic Skills and the Job Training Partnership
Act Programs. Commissioner Lacy moved to approve said Agreement
and authorize the Chairman to sign. The motion was seconded by
Commissioner Kennedy, and it carried unanimously.
CONSIDER REQUEST FROM PEST INSPECTOR TO EN'T'ER UPON CERTAIN
LANDS, Commissioner Kennedy moved to approve said request.
Seconded by Commissioner Lacy, the motion carried unanimously.
CONSIDER RESOLUTION RE, APPOINTMENTS AND REAPPOXIMOENTS TO
COMMUNITY CORRECTIONS BOARD, Commissioner Lacy moved to approve
this Resolution appointing Tom Quammen and Ralph Dunlap, and
reappointing Dick Evans and Lee Steele to the Community
Corrections Board. Commissioner Kennedy seconded the motion,
and it carried unanimously.
CONSIDER RESOLUTION RE, REAPPOINTMENT OP STEPHANIE ARRIES TO
BOARD or RETIREMENTS Commissioner Harbert moved to epprove said
Resolution. Seconded by Commissioner Kennedy, the motion
carried unanimously.
CONSIDER RESOLUTION RE, PARTIAL RELEASE OF DEED OP TRUST FOR
PARK LAND ESTATES SUBDIVISION AND AUTHORIZE CHAIRMAN TO SIGN,
Mr. Barker said a parcel, described as Lot 7, Block 4, was sold
in park Land Estates Subdivision. He said because that lot was
included in the Deed of Trust held by the County, a release by
the Board is required. Commissioner Lacy moved to approve this
Resolution concerning the Release for said lot. The motion,
which was seconded by Commissioner Kirby, carried unanimously.

CONSIDER CHANGE ORDER WITH COLORADO BODY AND EQUIPMENT, INC..
AND AUTHORIZE CHAIRMAN TO SIGN* Mr. warden said this Change
Order, in the amount of $425, is being requested in order to
have a lock installed on the recently Purchased trash compaOtor.
Commissioner Kennedy moved to approve said Change Order.
Commissioner LaOy seconded the motion which carried unanimously.
PLANNING* CONSIDER RESOLUTION RE* VIOLATIONS or THE ZONING AND BUILDING
CODE ORDINANCES - MONAMANA/ HAMILTON, DUNN AND HULLER, HAMLET,
MONTEZ, AND HOLMAN AND WEBER, Commissioner Lacy moved to
approve this Resolution authorizing the County Attorney tO
Proceed with legal action against John J. and Wanda McNamara,
Jeraldine Hamilton, Richard and Norma Dunn, and Clayton Huller,
Dwain P. and Dorothy Hamlet, J. Manuel and Jesus Monte'', Joseph
and Rose M. Holman, and Huston weber for violations of the weld
County Zoning and Building Code Ordinances. Commissioner
Kennedy seconded the motion, and it carried unanimously.
RESOLUTIONS AND ORDINANCES* The Resolutions were presented and signed as listed
on the consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
