HomeMy WebLinkAbout900641.tiff RESOLUTION RE: APPROVAL OF HUD SECTION VIII VOUCHER AND CERTIFICATE PROGRAM APPLICATION AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a representative from the Weld County Housing Authority presented to the Board of County Commissioners a request to determine whether there is a need in Weld County for fifty (50) housing vouchers and certificates for low-income families, as explained in the request letter, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, the Board has determined that such a need does exist in Weld County and deems it in the best interest of Weld County to advise the U.S. Department of Housing and Urban Development (HUD) of said determination. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that a need does exist in Weld County for fifty (50) housing vouchers and certificates for low-income families , and that HUD shall be advised of the same . BE IT FURTHER RESOLVED by the Board that the above determination shall be final, and no additional comments will be submitted. Need for Housing Assistance. Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals fc meeting the housing needs of Lower-Income Families or,in the absence of such a Plan,that the proposed project is responsive to the condition of the housing stock in the c)mmur and the housing assistance needs of Lower-Income Families(including the elderly,handicapped and disabled,large families and those displaced or to be displaced)residing in or expected to reside in the community. (If additional space is needed,add separate pages.) The proposed distribution is consistent with the most current Housing Assistance Plan and various housing surveys completed for Weld County. The surveys demonstrate a need for: one bedroom units for elderly, disabled and handicapped families and one parent/one small child families; two bedroom family units and a severe need for larger three bedroom units in order to meet the needs of the client population. Currently, we have 637 active applicants on our waiting list. The distribution reflects the bedroom composition of the waiting lists. During the past five years we have seen a significant increase in the number of homeless families applying for Section 8 assistance. The increase, although due in part' to the 1988 Federal Preference Rule for the Section 8 Program, follows the national trend of the rise of homelessness in the nation. Describe the experience of the PHA in administering housing or other programs and provide other information which evidences present of potential management capability for the props vogram The Weld County Housing Authority has administered the HUD Section 8 Existing Program since 1981. The executive director has administered Section 8 Existing Programs since 1976. Since 1985 the Housing Authority has administered the Section 8 Voucher Program. The Housing Authority currently administers a combined program of 350 units of Section 8 Existing housing. cc. There are no outstanding audit or management review findings. During the implementation of our Section 8 programs, we have achieved a certain degree of success in placing the units under contract in a timely manner. Recent reviews of the program have concluded that the Section 8 program is administered by Weld County Housing Authority in an efficient F.Nous log Duality Standards. Provide a statement that the Housing Duality Standards to be used in the operation of the program will be as set forth in the program regulatio- or that v- ..,dons in the Acceptability Criteria are proposed. In the latter case,each proposed variation shall be specified and justified. NEED FOR HOUSING ASSISTANCE (continued) need for the homelesspopulation in 1988 by revising our administrative plan to allow for a higher preference for the homeless families. As a component of our point ranking system, homeless families receive additional points which in effect allow them to receive assistance sooner. Our administrative plan outlines the process which we follow in the issuance of Certificates and Vouchers. The Weld County Housing Authority also has a strong commitment toward assisting families who have the sincere desire to achieve self—sufficiency. As a County housing Authority, WCHA recognizes the need for coordination between housing services that are provided to eligible participants and other social services provided to it's clientele. In January, 1990 Weld County launched the JOBS Program. The intent of the JOBS program is to provide a vehicle for low income families to become self- sufficient by providing comprehensive services. Among these services are assessments, which address literacy of the participants, proficiency and aptitude testing all leading to an employability development plan. Other services provided to JOBS participants are; Headstart, child care services, education, job skills training, job readiness training, work experience training, medicaid, mental health services. All services entail a systematic and comprehensive approach to helping the client move from the welfare system to self sufficiency. Lacking as a service is housing. Noting this missing element in the JOBS program, the Weld County Housing Authority Board agreed to provide a local preference to participants selected through the JOBS program. Although it is speculated that most will meet a federal preference, the Housing Authority has also made the decision to utilize its 10% authority for participants of the JOBS program who have special needs, but may not meet a federal preference. In summary, two groups to be addressed through this proposal are the homeless pop- ulation and applicants approved through the JOBS program. • 9(1O5V E. Although the Housing Authority has a separate Board of Commissioners which establishes all administrative policies, the Weld County Housing Authority is officed in the Weld County Department of Social Services and has access to all services provided by the County. In a separate agreement with Weld County, the County provides staffing accounting services, computer services, printing and supplies, insurance and bonding for commissioners and employees and legal services. We believe that this system has allowed us to develop a relatively sophisticated management system. As outlined in my letter to Chairman Brantrer, part of the application process entails comments from the local governmental entity. In past years, Weld County has provided their comments in the form of a resolution. I have attached a model resolution for reference. Box 758 Greeley, CO 80632 23 July 1990 Dear Mr. Brantner, The Housing Authority of Weld County, Colorado plans to submit an application for fifty (50) Section 8 Certificates and Vouchers to the U.S. Department of Housing and Urban Development (HUD) . Pursuant to Section 213(a) of the Housing and Community Development Act of 1974, HUD is required to provide the unit of local government with an opportunity to object to their approval of the application, on the grounds that the application is inconsistent with any Housing Assistance Plans, and that there is, or will be, available in the area, public facilities and services adequate to serve the housing proposal to be assisted. An application may only be approved if our determination is in the affirmative. HUD invites you to submit to them all comments or information you, as the Chairman of the Board of Commissioners, deem relevant to their determination. While they are not bound by any comments or information, all relevant comments or information will be considered. It should be noted in your resolution that these comments will be considered final, and that no additional comments will be submitted.
