Home My WebLink About920986.tiff RESOLUTION RE: APPROVE AMENDMENT TO 1992 EMPLOYMENT FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT BETWEEN SOCIAL SERVICES AND DIVISION OF HUMAN RESOURCES AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Amendment to the 1992 Employment First Program Intra-Governmental Agreement between Weld County Department of Social Services and Weld County Division of Human Resources, commencing February 1, 1991, and ending June 30, 1992, with the further terms and conditions being as stated in said amendment, and WHEREAS, after review, the Board deems it advisable to approve said amendment, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Amendment to the 1992 Employment First Program Intra-Governmental Agreement between Weld County Department of Social Services and Weld County Division of Human Resources be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said amendment. Webster 920986 SS Oct o cG S.S I1Ci7 • AMENDMENT NO: FY90/91-EF-2001 EMPLOYMENT FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND WELD COUNTY DIVISION OF HUMAN RESOURCES THIS AMENDMENT, made and entered this 12th day of October, 1992, by and between the Weld County Department of Social Services, hereinafter referred to as "Social Services," and the Weld County Division of Human Resources, on behalf of the Employment Services of Weld County, hereinafter referred to as "Employment Services." Witnesseth: WHEREAS, the parties desire to modify their current contract for Employment and Training Services (FY90/91-EF-2000) in order to identify in- kind funding and requirements to change wording of FY1991 and FY1992 Program years to FY1990 and FY1991 fiscal year programs; and WHEREAS, authority exists in the Law and Employment First funds have been budgeted, appropriated and otherwise made available; WHEREAS, required approval, clearance, and coordination has been accomplished from and with appropriate agencies. NOW THEREFORE, in consideration of the premises, the parties hereto covenant and agree as follows: 1. This amendment shall be effective October 12, 1992. 2. The fifth WHEREAS provision is replaced with the following: "WHEREAS, Employment Services has prepared two applications for agency participation in the Fiscal Year 1990 Weld County Employment First Program and Fiscal Year 1991 Weld County Employment First Program for approval by Social Services; and" 3. The seventh WHEREAS provision is replaced with the following: "WHEREAS, the Colorado Department of Social Services and the Board of Weld County Commissioners have approved the Fiscal Year 1990 Weld County Employment First Program application and the Fiscal Year 1991 Weld County Employment First Program application, submitted by the Weld County Department of Social Services, and 4. Provision 3 is revised by adding an item 3.N. , as follows: "3.N. Provide 100% In-Kind Match and submit a quarterly report identifying the type and total In-Kind amounts." 5. The title of Provision 5.A. is replaced with the following: "5.A. FY1990 Weld County Employment First Program" 920396 CONTRACT ENCUMBRANCE NUMBER: FY90/91-EF-2001 EMPLOYMENT FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND WELD COUNTY DIVISION OF HUMAN RESOURCES 6. The title of Provision 5.b. is replaced with the following: "5.B. FY1991 Weld County Employment First Program" 7. The title of Provision 6.A. is replaced with the following: "6.A. FY1990 Weld County Employment First Program" 8. The title of Provision 6.B. is replaced with the following: "6.B. FY1991 Weld County Employment First Program" 9. Provision 6 is revised by adding an item 6.C. , as follows: "6.C. FY1990 and FY1991 Weld County Employment First Program In-Kind A total of Eleven Thousand Thirty Eight Dollars and Five Cents ($11,038.05) in 100% local in-kind will be provided by Employment Services to Social Services in the form of operating and personnel costs. Employment Services agrees to submit the specific forms, provided by Social Services, for billing and in-kind documentation. All in-kind match, totalling $18,728.40 and its appropriate documentation must be provided to and received by Social Services no later than September 30, 1992." 10. Provision 10 is replaced with the following: "10 Assurances Employment Services shall abide by all assurances as set forth in the attached Exhibit C, which is attached hereto and incorporated herein by reference. 11. Exhibit A, Provision 1 is replaced with the following: "1. General Scope of Services Employment Services has prepared and negotiated a nine- month plan, for the FY 1990 Weld County Employment First Program in accordance with guidelines provided by Social Services and the Colorado Department of Social Services." 920398 CONTRACT ENCUMBRANCE NUMBER: FY90/91-EF-2001 EMPLOYMENT FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND WELD COUNTY DIVISION OF HUMAN RESOURCES 12. The title of Exhibit A, Provision 3.A. is replaced with the following: "3.A. FY1990 Weld County Employment First Program" 13. Exhibit B, Provision 1 is replaced with the following: 1. General Scope of Services The Employment Services has prepared and negotiated a one- year plan for the FY1991 Weld County Employment Services Program guidelines provided by Social Services and the Colorado Department of Social Services. 14. The title of Exhibit B, Provision 3.A. is replaced with the following: "3.A. FY1991 Weld County Employment First Program 15. Exhibit B, Provision 3 is revised by adding on item 3.B. , as follows: "3.B. FY1990 and FY1991 Weld County Employment First Program In- Kind A total of Eleven Thousand Thirty Eight Dollars and Five Cents ($11,038.05) in 100Z in-kind will be provided by Employment Services to Social Services in the form of operating costs and personnel costs. Griego, Director, Social Services SUBJECT: Amendment to Intra-Governmental Agreement between Weld County Department of Social Services and Weld County Division of Human Resources DATE: October 9, 1992 Enclosed for Board approval is an amendment to an agreement entered into in October 9, 1992, between the Weld County Department of Social Services and the Weld County Department of Human Resources. The agreement sets forth roles and responsibilities in the administration and operation of the Employment First Program between the two County departments. The Employment First Program is an employment and training program for able- bodied food stamp recipients. The program is administered by the Department of Social Services. The major purposes of the amendment are to change the term of the agreement to coincide with the State Fiscal year and to include a provision for In- Kind. 1. The original term of the agreement was February 1, 1991, through September 30, 1992. The amended term will be February 1, 1991, through June 30, 1992. 2. The original agreement encumbered funds for two periods, as follows: A. Period One: FY1990 Employment First Program (February 1, 1991 through September 30, 1991) 1) $50,000 (100% Federal Funds) 2) $10,000 (80% Federal/State and 20% Local) B. Period Two: FY1991 Employment First Program (October 1, 1991 through September 30, 1992) 1) $48,000 (100% Federal Funds) 2) $31,556 (80% Federal/State and 20% Local) 920986 George Kennedy October 9, 1992 Page two The amendment would reduce the allocations for Period Two as follows: 1) $36,000 (less $12,000)--100%Federal Funds 2) $23,667 (less $ 7,889)--80% Federal/State and 20% Local These encumbered funds would be authorized under a new agreement. 3.
