Pursuant to C.R.S. 39-1-104(d) , the Subject Property should have
identical valuations for the tax years 1989 and 1990 since these
tax years use the same base years. The valuation of the Subject
property was reduced for the tax year 1990, therefore the same
grounds for that value are applicable for the tax year 1989 and
therefore a portion of the taxes for the tax year 1989 have been
illegally laid and are eligible for an abatement or refund.

State of Colorado, at a duly and lawfully called regular meeting held on the 18th day
