HomeMy WebLinkAbout911599.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO January 23, 1991 TAPE 1191-01 & 1191-02 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the law and bylaws of said Board at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 23, 1991, at the hour of 9:00 A.M. ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Gordon E. Lacy, Chairman Commissioner George Kennedy, Pro-Tem Commissioner Constance L. Harbert Commissioner C. W. Kirby Commissioner W. H. Webster Also present: Weld County Attorney, Thomas O. David Acting Clerk to the Board, Carol Harding Finance and Administration Director, Don Warden MINUTES: Commissioner Kennedy moved to approve the minutes of the Board of County Commissioners meeting of January 21, 1991, as printed. Commissioner Harbert seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to today's agenda. CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as printed. Commissioner Kirby seconded the motion, and it carried unanimously. DEPARTMENT HEADS/ ELECTED OFFICIALS: Dr. Randy Gordon, Health Department Director, presented his quarterly report. Glenda Schneider, Director of Nursing, presented information on the pre-natal program. Donald Warden, Director of Finance and Administration, reviewed the progress of the various departments under his direction. WARRANTS: Don Warden presented the following warrants for approval by the Board: General fund $218,334.06 Handwritten warrants: General fund 26,000.00 Commissioner Kennedy moved to approve the warrants as presented by Mr. Warden. Commissioner Webster seconded the motion which carried unanimously. 911599 BIDS: PRESENT CONSULTING SERVICES FOR BRIDGE #60.5/29A - ENGINEERING DEPARTMENT: There were two bidders for this item, and Mr. Warden read their names into the record. This bid will be considered for approval on February 6, 1991. PRESENT 4-DOOR PASSENGER VEHICLE - SHERIFF'S DEPARTMENT: There were eleven bidders for this item, and Mr. Warden read their names into the record. This bid will be considered for approval on February 6, 1991. (Tape Changed to 1191-02) PRESENT 1/2 TON COMPACT PICKUP - BUILDING INSPECTION DEPARTMENT: There were ten bidders for this item, and Mr. Warden read their names into the record. This bid will be considered for approval on February 6, 1991. PRESENT 12 PASSENGER VAN - SHERIFF'S DEPARTMENT: There were eight bidders for this item, and Mr. Warden read their names into the record. This bid will be considered for approval on February 6, 1991. PRESENT MINI-VAN - ROAD AND BRIDGE DEPARTMENT: There were eight bidders for this item, and Mr. Warden read their names into the record. This bid will be considered for approval on February 6, 1991. PRESENT 1/2 TON PICKUP - ROAD AND BRIDGE DEPARTMENT: There were seven bidders for this item, and Mr. Warden read their names into the record. PRESENT 1 TON TRUCK - ROAD AND BRIDGE DEPARTMENT AND COOPERATIVE EXTENSION: There were nine bidders for this item, and Mr. Warden read their names into the record. PRESENT 4 DOOR 4 WHEEL DRIVE VEHICLE - ROAD AND BRIDGE DEPARTMENT: There were nine bidders for this item, and Mr. Warden read their names into the record. This bid will be considered for approval on February 6, 1991. Let the record reflect that a recess was taken at this time to allow the Board to convene as the Board of Social Services. BUSINESS: NEW: CONSIDER CONTRACT BETWEEN NORTH COLORADO FAMILY MEDICINE RESIDENCY PROGRAM AND WELD COUNTY HEALTH DEPARTMENT AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Weld County Health Department representative, presented this Contract in the amount of $99,860, for a period commencing January 1, 1991 through December 31, 1991. She stated this is identical to the past contract. Commissioner Kirby moved to approve said Contract and authorize Chairman to sign. Commissioner Kennedy seconded the motion, which carried unanimously. CONSIDER CONTRACTS FOR SAMPLING AND ANALYSIS OF POLLUTANT DISCHARGE BETWEEN HEALTH DEPARTMENT AND 3 AGENCIES AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Tacker reviewed the pollutant discharge contracts. Commissioner Kennedy moved to approve said Contracts. Commissioner Harbert seconded the motion, which carried unanimously. Minutes - January 23, 1991 Page 2 CONSIDER GRANTEE AGREEMENT BETWEEN HEALTH DEPARTMENT AND MARCH OF DIMES AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Tacker presented this Agreement in the amount of $2,000. The term of the Agreement is January 1, 1991 through December 31, 1991. Commissioner Kennedy moved to approve said Agreement. Commissioner Webster seconded the motion, which carried unanimously. CONSIDER CONTRACTS FOR SAMPLING AND ANALYSIS OF DRINKING WATER BETWEEN HEALTH DEPARTMENT AND 15 VARIOUS ENTITIES AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Tacker reviewed the 15 contracts for sampling and analysis of drinking water. Commissioner Kennedy moved to approve said Contracts. Commissioner Harbert seconded the motion, which carried unanimously. AMEND EMERGENCY COMMUNITY SERVICE HOMELESS CONTRACT AND AUTHORIZE CHAIRMAN TO SIGN: Jill Bailey, Human Resources representative, explained that this amendment will add $792 to the homeless section of the contract and :$6,312 to the case management section. Commissioner Kirby moved to approve said Contract and Commissioner Kennedy seconded the motion. It carried unanimously. CONSIDER OIL AND GAS DIVISION ORDER TO ASSOCIATED TRANSPORT AND TRADING COMPANY, AND AUTHORIZE CHAIRMAN TO SIGN - SW/4 NW/4 535, T5N, R66W: Tom David explained that this well is one mile west of Evans, and the .3571 royalty interest is correct according to our lease. Commissioner Webster moved to approve said Division Order. Commissioner Kennedy seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the consent agenda. There were no Ordinances. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board. Webster Minutes - January 23, 1991 Page 3 ! mEMORAnDum Wilk Board of County Commissioners January 23, 1991 To Date Randy Cordon, M.D. , M.P.H. , Director, Health Department * COLORADO From ////�� Quarterly Appearance Subject: The goal of the Weld County Health Department is to protect, promote and preserve a healthy life and safe environment for all of Weld County. I believe to most efficiently do this the Health Department needs to target those individuals and situations which are the highest risk for becoming unhealthy. One example of this is our efforts in improving prenatal care in the County. In 1989, less than 508 of our women received adequate prenatal care. Weld County's infant mortality rate continues to be above the national and state average. Estimated cost for caring for Weld County babies born prematurely totals in the millions of dollars. The Health Department continues to look for new ways to get women into prenatal care early. In addition to our daytime prenatal clinic, we also have a clinic offered during evening hours for women that are unable to make it during the day. Most recently, in conjunction with the Weld County Community Health Coalition, we have received a grant from The Colorado Trust of $174,000. These monies will fund a case management system for a period of two years. The goal of the case management system is to get women into prenatal care early and to provide the support they need through the pregnancy and the first year of the baby's life. This system will increase the number of women at highest risk for not receiving appropriate prenatal and delivery care. The Health Department is also directing its resources toward providing preventive care to persons in rural areas who may otherwise not have access to such services. Presently we have twenty-two Well Adult Clinics. In some of these clinics, such as the one in Erie, we have noticed a need for other preventive services such as childhood immunizations. Therefore, we are beginning to offer these services as well in some of our outlying clinics. In addition, our staff is involved with other agencies in the County to help target and utilize existing resources effectively. We are helping to sponsor a community-wide effort called Success By Six which deals with early childhood development. The goal of this project is to increase the number of children adequately prepared to enter kindergarten and the first grade.
