The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, October 14, 1992, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:

Commissioner W. H. Webster

MINUTES: Commissioner Lacy moved to approve the minutes of the Board of
County Commissioners meeting of October 12, 1992, as printed.
Commissioner Harbert seconded the motion, and it carried
unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Webster moved to approve the consent agenda as
printed. Commissioner Harbert seconded the motion, and it
carried unanimously.
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Chuck Cunliffe, Planning Director, gave a summary of activities
for the Department of Planning Services through September 30,
1992. One hundred ninety-five land-use cases were processed
requiring public hearings, 9, 186 public inquiries were answered,
1, 489 permits were issued, 8,870 construction inspections were
conducted, and 92 building code violations and 81 zoning
violations were processed.
In the absence of Curt Probert, Extension Director, Donna Liess
gave a report on "Her Healthy Heart". This was a program
presented as a joint effort by Cooperative Extension, American
Heart Association, and North Colorado Medical Center.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General Fund $304, 770.26
Commissioner Webster moved to approve the warrants as presented
by Mr. Warden. Commissioner Lacy seconded the motion which
carried unanimously.

BIDS: There were no bids presented today.
BUSINESS:
OLD: CONSIDER REQUEST FOR VACATION OF ROAD RIGHT-OF-WAY FOR WELD
COUNTY ROAD 23. 75 IN S36 AND S25, T1N, R67W (CONT FROM
9/30/92) : Bruce Barker, Assistant County Attorney, stated Ms.
Dersham has given an easement to Mr. Schmidt. She also gave
Doug Crab and Coors Energy permission to access the property.
Mr. Barker will ask Ms. Dersham to give both of them individual
easements also. He requested this be continued another week to
allow for that to be completed. Commissioner Lacy questioned
whether or not Ms. Dershom knew that she could work out a
maintenance agreement between the affected parties, in order to
allay problems in the future. After discussion, Commissioner
Lacy moved to continue this matter until October 21, 1992 at
9:00 a.m. Commissioner Harbert seconded the motion, which
carried unanimously.
NEW: CONSIDER REAPPOINTMENTS AND APPOINTMENTS TO FAIR BOARD:
Commissioner Lacy moved to reappoint Bill Dumler, Kathy French,
Bill DeMoss, and Shirley Ashbaugh, and to appoint Tom Bledsoe,
Linda Block, and Jim Gabel, all with terms to expire October 31,
1995, to the Fair Board. Seconded by Commissioner Harbert, the
motion carried unanimously.
CONSIDER GRANT AWARD FOR VOCA 1992-1993 BETWEEN COLORADO
DIVISION OF CRIMINAL JUSTICE AND DISTRICT ATTORNEY'S OFFICE,
DOMESTIC VIOLENCE TASK FORCE PROJECT, AND AUTHORIZE CHAIRMAN TO
SIGN: Commissioner Lacy moved to approve said grant and
authorize the Chairman to sign. Seconded by Commissioner
Webster, the motion carried unanimously.
CONSIDER RESOLUTION RE: ITEMIZING LEGAL HOLIDAYS DURING CALENDAR
YEAR 1993: Commissioner Harbert moved to approve said
resolution. Seconded by Commissioner Kirby, the motion carried
unanimously.
PLANNING: CONSIDER SITE APPLICATION FROM TOWN OF PLATTEVILLE AND AUTHORIZE
CHAIRMAN TO SIGN: Chuck Cunliffe, Director of Planning,
explained this is for a new lift station within the boundaries
of the Town of Platteville. However, the State requires County
review of any such applications. Commissioner Webster moved to
approve said application and authorize the Chairman to sign.
Seconded by Commissioner Harbert, the motion carried
unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.

HER HEALTHY HEART
Weld Coun Cooperative Extension Prog. n Report
Heart attacks are the number one killer of American women. One in nine women
aged 45-64 has some form of cardiovascular disease; the ratio after age 65 soars to
1 in 3. Women have higher death rate within a year after a heart attack and a
greater chance of a second heart attack than men. 52.6% women over 55 have high
blood pressure; 67.5% over 65 have high blood pressure. Cardiovascular disease
(C.V.D.), is the number one killer of Weld County women as well (247 residents died
last year).
Given the increase risks as women age for C.V.D. the cessation of estrogen
production and recent reports of cancer causing effects of estrogen replacements, the
consumer faces a puzzling decision. The mixed messages in eating choices, weight
management and exercise also substantiates the need for the "Her Healthy Heart"
workshop.
The goals of the workshop was to inform women thru education of the risk factors,
action steps they can take based on their individual assessments and update on
current research and treatment. The workshop gave women the opportunity to take
advantage of five assessments: blood pressure, body fat analysis, dietary analysis,
cholesterol check and blood lipid test panel. A total of 42 assessments were
conducted on 30 women.
Lectures were given by six speakers on: estrogen, menopause, and heart disease (Dr.
Marc Ringel), heart disease treatment (Dr. Fernando Riveron), eating choices and
labeling (Dr. Jennifer Anderson), stress reduction (Dr. Heidi Wohlrabe), weight
management (Terri Sieg) and exercise options (Lynne Parks). At the start of the day,
Joanie Zimmer, a nurse shared her story of having a heart attack in her mid-thirties.
Heart healthy lunches were served and nutrient analysis were provided to illustrate
what was being taught.
Participant evaluations indicated that the workshop helped(96%)increase awareness
of their personal risk factors; exceptionally (67%) helpful in creating a positive
outlook towards lifestyle changes and 97% reported a high increase in their
knowledge level on C.V.D. Sixty seven (67) women attended (1/3 were medical
professionals). Contact certificates were given to 13 medical professionals.
The program was presented in a joint effort by Cooperative Extension, American
Heart Association (Northeast Colorado) and North Colorado Medical Center. Donna
Liess and Monica Kahn(Northeast Colorado Field Representative for American Heart
Association) were co-chairpersons and started the planning process.
We had 10 women on our planning committee representing education, medical
professional, senior services and community leaders. Bev Reid (Human Resources
Department) and Marian Ruge (Health Department) served on the committee.
Eleven sponsors were recruited to keep the cost reasonable, to offer door prizes and
to establish a base for future Her Healthy Heart workshops.

DEPARTMENT OF PLANNING SERVICES
SUMMARY OF ACTIVITIES
FOR PERIOD ENDING September 30, 1992
CURRENT PLANNING
The department received and processed a total number of 195 land-use cases that
required public hearings. This figure is a 30% increase from the total number of
cases processed during the same time period in 1991. The department processed
150 cases during 1991. The department also reviewed a total of 46 staf&Sssued
applications. This figure is a 2.1% decrease in the total number as applications
reviewed during the same time period in 1991. The department reviewed 47 during
1991.
The staff reviewed and approved a total of 107 different applications utilizing
the administrative review process for reviewing recorded exemptions, subdivision
exemptions, and zoning permits for mobile and manufactured homes. This figure
represents 54.9% of the total casessubmitted that required public hearings.
PUBLIC ASSISTANCE
Planning personnel responded to a total number of 9,186 public inquiries. These
included 7,407 telephone calls and 1,779 interviews. This compares with a total
number of 9,343 inquiries during the same .time period in 1991 and represents a
1.7% decrease. These figures do not include inquiries with the Director,
administrative support staff, or building inspection personnel.
BUILDING PERMITS. INSPECTIONS. AND COMPLIANCE
The department issued 1,489 permits. These included 1,152 building permits, 215
electrical permits, and 122 mobile home permits. These figures reflect a 5.5%
increase when compared to the number of permits issued during the same time
period in 1991. (1,412 permits issued during 1991.) Total valuation of permits
increased 33.7% when compared to the valuation of permits issued during the same
time period in 1991. ($33,587,552 in 1992 and $25,124,526 in 1991.)
The department conducted 8,870 construction inspections. This figure is a 18.6%
increase in the number of inspections compared to those conducted during the same
time period in 1991. (7,486 in 1991). As of September 30th, there were 2,494
active permits. This figure includes 983 town permits, 83 mobile home permits,
and 1,428 county permits.
The department processed 92 building code violations. This figure is a 28.9%
decrease when compared to the number of violations processed during the same time
period in 1991. (128 in 1991). As of September 30th, there were 57 building code
violation cases in progress.
ZONING COMPLIANCE
The department investigated 109 zoning complaints and processed 81 zoning
violations. This is a 38.4% decrease in the number of complaints investigated
and a 52.1% decrease in violation cases when compared to those investigated and
processed during the same time period in 1991 (177 complaints and 169 violation
cases in 1991). As of September 30th, there were124 zoningviolation cases in
progress.
The priorities established for responding to zoning complaints are: called-in
complaints from the public, active violation cases in progress, and staff
initiated complaints found on routine field inspections.

conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, October 14, 1992, at the hour of 9:00 A.M.

the warrants as presented by Mr. Warden. Commissioner Kirby
seconded the -motion, which carried unanimously.
