HomeMy WebLinkAbout940602.tiff RESOLUTION RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATION TO THE STATE OF COLORADO, OFFICE OF BUSINESS DEVELOPMENT, FOR ROAD IMPROVEMENTS TO WELD COUNTY ROAD 16 AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Development Block Grant (CDBG) Application to be submitted to the State of Colorado, Office of Business Development, requesting $75,000 for road improvements to Weld County Road 16, by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of Rocky Mountain Foods, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Community Development Block Grant (CDBG) Application to be submitted to the State of Colorado, Office of Business Development, requesting $75,000 for road improvements to Weld County Road 16, by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of Rocky Mountain Foods, be, and hereby is, approved. Donald Warden, Finance and Administration Director, made this a matter of record and explained the amount for said improvements could be as high as $90, 000. He stated this grant is for economic development and job retention for Rocky Mountain Foods. No public testimony was offered concerning this matter. Mr. Warden requested the Board authorize the Chairman to sign said application. Commissioner Hall moved to approve the submission of the Community Development Block Grant (CDBG) Application to the State of Colorado, Office of Business Development, requesting $75, 000 for road improvements to Weld County Road 16, and to authorize the Chairman to sign said application, based on the recommendation from staff. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facility improvements. It is estimated that $10,588, 000 will be available statewide for the "Small Cities" CDBG program. Approximately one-third of the appropriation will be available for economic development projects. The application being considered would request $75,000 for road improvements to Weld County Road 16. It is estimated that approximately 51% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced. A complete application consists of: 1. Application Forms. Three signed originals and three copies of any requisite attachment. 2. Applicant Statement of Assurances and Certifications. Three copies with original signatures. 3. 'Citizen Participation Plan. Two copies with original signatures. Applicant shall give citizens, particularly low to moderate income persons, reasonable notice of and the opportunity to comment on any substantial change proposed to be made with CDBG funds. Notice should include information on location of public records concerning uses, proposed and past, of CDBG funds. In the case of a multi-jurisdictional application,all directly participating jurisdictions are required to have a CP plan and to submit it with the application. 4. Public Hearing. At least one public hearing must be held prior to the submission of an application. Adequate Notice of Public Hearing must be published at least once in a newspaper of general circulation(minimum of one per county) at least 5 days prior to public hearing. Please return proof of publication of the public hearing to the Office of Business Development. 5. Community Development Plan. Two copies with original signatures. Applicant shall submit a Community Development Plan prior to receiving disbursement of CDBG funds. Applicant shall identify its community development and housing needs,including needs of low and moderate income persons, as well as the activities to be undertaken to meet such needs. The plan should address community objectives for a minimum period of one year. 6. Intergovernmental Agreement. Required only in the case of a multi-jurisdictional application. Two copies of a fully executed, legally binding cooperation agreement between the designated lead jurisdiction and all other directly participating municipalities and counties. This agreement must authorize the lead jurisdiction to act in a representative capacity for all of the participants and specify that the lead jurisdiction is assuming the overall responsibility for ensuring that the entire project is carried out in accordance with all program requirements. 7. Residential Antidisplacement and Relocation Assistance Plan. Two copies of the signed Plan. In the case of a multi jurisdictional application, all directly participating jurisdictions are required to have an Antidisplacement and Relocation Plan and to submit it with the application. Upon receipt, the Office of Business Development shall date and sign the documents. The documents and application will be forwarded to the State Attorney General and State Controller for signature.
