RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO,
CONCERNING SITE APPLICATION OF TOWN OF PLATTEVILLE AND AUTHORIZE CHAIRMAN
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a Site Application from the Town of
Platteville concerning a new lift station which will provide sanitary sewer
service for 27 lots within the Town of Platteville, which is an addition to an
existing sewage treatment facility located on the following described parcel of
land, to-wit:
Outlot A, Village Vista Subdivision, Town of
Platteville, Weld County, Colorado
WHEREAS, the regulations for site applications for an existing sewage
treatment facility require review of the site application by the Board of County
Commissioners, and further, that various local and State agencies be given the
opportunity to review and comment on said site application, and
WHEREAS, the Site Application from the Town of Platteville was submitted
to the Board of County Commissioners of Weld County for review and comments, a
copy of said application being attached hereto and incorporated herein by
reference, and
WHEREAS, after study and review, the Board finds that said site application
is compatible with the Weld County Comprehensive Plan, and that it is in the best
interest of Weld County to recommend approval of said application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Site Application submitted by the Town of Platteville
be, and hereby is, recommended favorably to the Colorado Department of Health's
District Engineer as being compatible with the Weld County Comprehensive Plan.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said site application.

October 6, 1992
A regular meeting of the Weld County Planning Commission was held October 6, 1992
in the County Commissioners' Hearing Room (Room #101) , Weld County Centennial
Building, 915 Tenth Street, Greeley, Colorado. The meeting was called to order
by the Chairperson, Judy Yamaguchi, at 1:30 p.m.

The summary of the last regular meeting of the Weld County Planning Commission,
held on September 15, 1992, was approved as read.
Judy Yamaguchi extended condolences to Juliette Kroekel for the loss of a family
member.

sewer service for 27 lots within the Town of Platteville.
LEGAL DESCRIPTION: Outlot A, Village Vista Subdivision, Town of
Platteville, Weld County, Colorado.
LOCATION: Within the Town of Platteville Town limits .
Bob Thorson, Town Administrator, Town of Platteville, and Jack Baysinger,
representatives, explained this request is for a lift station to run sewer lines
for 27 new lots. This facility will have a warning system and a back-up
generator in case of power failure.
The Chairperson asked if there was anyone in the audience who wished to speak for
or against this application. No one wished to speak.

the Board of County Commissioners with the Planning Commission' s recommendation
for approval. Motion seconded by Shirley Camenisch.
The Chairperson asked the secretary to poll the members of the Planning
Commission for their decision. Richard Kimmel - yes; Jean Hoffman - yes; Tom

REQUEST: A Site Specific Development Plan and a Special Review permit for a
solid waste disposal site and facility in the A (Agricultural) zone
district.
LEGAL DESCRIPTION: Part of Sections 2 and 3, T2N, R64W and part of Sections
26, 27, 34 and 35, T3N, R64W of the 6th P.M. , Weld
County, Colorado.
LOCATION: Approximately 3.5 miles north of the Town of Keenesburg;
approximately .5 miles west of a private road at the north end of
Weld County Road 59 right-of-way.
Brad Keirnes, President of Wastes Services Development Corporation, introduced
Bob D' Amico, Leonard Butler, Chip Woertz, Bill Jeffries, Kurt Erickson, Mark
McMullen, Matt Delach, John Houtchens , and Craig Harrison, all department heads
or affiliates of Wastes Services Company. He then gave a detailed overview of
the request. Highlights include proposed isolated location, compatible with
surrounding land uses, three miles from a public thoroughfare, and on a private
road at the end of a dead end county road. Leonard Butler, Geologist, gave a
detailed technical overview of the request.
Brad Keirnes also discussed the paved roads throughout the area due to the fact
that Coors Ash Facility, located near the proposed site, was curtailing
operations. There would be no increase in traffic for this area beyond what
Coors is permitted. Vehicles would be enclosed minimizing roadside debris along
the haul route. There will be a service area for local waste processing and also
a regional service to include the metro Denver area and the airport facility at
a later date. Preference will be given to the local Keenesburg area for jobs
that will help stimulate the local economy.

ATTACHMENT TO SITE APPLICATION
In accordance with C.R. S. 1981, 25-8-702 (2)(a), (b) , and (c) , and the "Regulations for Site
Applications for Domestic Wastewater Treatment Works", the Water Quality Control Division must
determine that each site location is consistent with the longrauge, comprehensive planning for
the area in which it is to be located, that the plant on the proposed site will be managed to
minimize the potential adverse impacts on water quality, and must encourage the consolidation
of wastewater treatment works whenever feasible.
In making this determination, the Division requires each applicant for a site approval for a
domestic wastewater treatment works to supply an engineering report describing the project and
showing the applicant 's capabilities to manage and operate the fallity over the life of the
project to determine the potential adverse impacts on water quality. The report shall be
considered the culmination of the planning process and es a minimum shall address the
isiioir.s :
Service area definition including existing population and population projections,
flow/loading projections, and relationship to other water and wastewater treatment plants
in the area.
Proposed effluent limitations as developed in coordination with the Planning and Standards
Section of the Division. (Allow minimum four weeks processing time. )
Analysis of existing facilities including performance of those facilities.
Analysis of treatment alternatives considered.
Flood plain and natural hazard analysis.
Detailed description of selected alternatives including legal description of the site,
treatment system description, design capacities, and operational staffing needs.
Legal arrangements showing control of site for the project life.
•
Institutional arrangements such as contract and/or covenant terms for all users which will
be finalized to accomplished acceptable waste treatment.
Management capabilities for controlling the wastewater throughout and treatment within the
capacity limitations of the proposed treatment works, i.e. , user contracts, operating
agreements, pretreatment requirements.
Financial system which has been developed to provide for necessary capital and continued
operation, maintenance, and replacement through the life of the project. This would
include, for example, anticipated fee structure.
Implementation plan and schedule including estimated construction time and estimated
start-up date.
Depending on the proposed project, some of the above items may not be applicable to address.

The Colorado Department of Health, Water Quality Control Commission's regulations
require that the applicant submit the site application to all appropriate local
governments, planning agencies, and state agencies for review and comment prior
to submission to the Colorado Department of Health's District Engineer.
The regulations also state that if the proposed facility is to be located within
the boundaries of a city or town, the planning agency and Commissioners should
comment upon the relationship of the treatment works to the comprehensive plan
for the area as it affects water quality.
The Weld County Health Department has reviewed the proposed lift station and has
no objection§ to this proposal.

APPLICATION FOR SITE APPROVAL FOR CONSTRUCTION OF A LIFT STATION FOR
THE VILLAGE VISTA SUBDIVISION IN THE TOWN OF PLATTEVILLE, WELD
COUNTY, COLORADO.
The proposed lift station will provide sanitary sewer service for
27 lots of the Village Vista Subdivision. The capacity of the Town
of Platteville sewage treatment plant is 0. 348 MGD hydraulic and 494
lbs. BOD 5 per day organic. The current use of the treatment plant
is 0. 133 MGD hydraulic and 164 lbs. BOD 5 per day organic. The
addition of the 27 lots of this subdivision will make the total use
0. 138 MGD hydraulic and 178 lbs. BOD 5 per day organic. This will
bring total use to 40% of available hydraulic capacity and 38% of
available organic capacity.
