(GCS) is pleased to submit this letter report summary of the construction quality assurance (CQA) services performed at the North Weld Sanitary Landfill (NWSL) during the period of October 1, 1993 through October 4, 1993. This summary documents the removal of the clay block and restoration of the liner system between Modules 1 and 2 of Phase 1. GCS's on-site CQA services for Module 2 have included construction observation, testing of materials used for construction, preparation of the construction documentation report, and liner observations discussed herein. The construction documentation report entitled, "Final Report, Quality Assurance Monitoring During Construction of Phase 1, Module 2, North Weld Sanitary Landfill, Weld County, Colorado" was reviewed by the Colorado Department of Health(CDH) and the Weld County Department of Health(WCDH)during the period of August 19, 1993 through September 22, 1993. CDH and WCDH were in concurrence that Module 2 construction and testing were completed in a satisfactory manner (see Attachment 1). Based upon the fmdings of the CDH and WCDH, removal of the clay block and restoration of the liner system, as discussed below, began on October 1, 1993. Construction Synopsis • The weather during the removal of the clay block and restoration of the liner system was clear and dry. Low temperatures ranged from 45 to 50 degrees with high temperatures ranging from 70 to 80 degrees. Personnel from Tarco, Inc. (Tarco) used equipment from Tarco and Waste Management Disposal Services of Colorado, Inc. (a.k.a. Waste Services Corporation - WSC) to perform the earthwork activities associated with the removal of the clay block and restoration of the liner system in Module 2. Figure G-1 presents a plan view of the construction area. Equipment used for construction generally consisted of one Caterpillar(Cat) 623 scraper, one Cat D7 bulldozer, one Cat D4 bulldozer, one Galion motor grader, a John Deere 310 backhoe, and one Cat 225 trackhoe. Removal of the clay block commenced on October 1, 1993 and was completed on October 2, 1993. A Cat 623 scraper and Galion motor grader were used to remove the clay block. The block was removed from the toe of the north slope to the berm near the toe of the south slope. Final grading of the clay liner was completed with the motor grader. The temporary sump in Module 1 was removed and replaced with compacted clay liner material on October 2, 1993. A Cat 225 trackhoe was used to excavate the gravel from the temporary sump of Module 1. The excavated material was managed at the NWSL according to the special waste plan in effect at the facility. The east edge of the sump was over- excavated to verify that the minimum 3-foot thickness of clay would be present below the leachate trench. Clay liner material was then placed and compacted in the sump. The material was placed in maximum 6-inch loose lifts and compacted with a tamping foot compactor attached to the Cat 225 trackhoe. The leachate collection trench located in the center of Module 2 was tied into the existing trench in the center of Module 1 on October 2, 1993 after the gravel in the temporary sump was removed and replaced with clay liner. A John Deere 310 backhoe was used to excavate the trench. The GCS monitor examined the trench for depth before Trevira 1120 geotextile fabric (roll number 211071761) was installed. One-inch nominal gravel bedding material was placed over the geotextile fabric to a 3-inch nominal depth. Leachate collection pipe, consisting of 6-inch perforated schedule 80 PVC pipe, was placed on the bedding material with perforations placed on the downside. The leachate pipe sections were connected with slip couplings anchored by two stainless steel self-tapping screws on each side of the connection. The gravel was backfilled around the pipe to the level of the top of clay. The geotextile fabric was then overlapped a minimum of 12-inches above the gravel. Drainage layer placement occurred on October 4, 1993. The drainage layer material consisted of sand obtained from a small stockpile in Module 2 and material from Western Mobile's 35th Avenue pit in Greeley. A Cat D4 bulldozer spread the material into a minimum 1-foot high lift and the layer was fine graded on October 5, 1993. The surveyors verified that the sand drainage layer thickness was within the project specifications. The module separation berm at the south end of the tie-in was completed on October 4, 1993. Geotextile fabric was placed above the sand drainage layer and clay liner material was then placed and compacted with a Cat 623 scraper. The motor grader was used to shape the berm to the specified dimensions. a Golder Construction Services, Inc. November 4, 1993 -3- 937-4201 Test Results Four in-place moisture/density tests were performed on the clay liner compacted in the temporary sump of Module 1. The results from all four tests exceeded the minimum project specification and Development Standard of 95 percent of the standard Proctor maximum dry density at a moisture content between -4 to +4 percent of optimum moisture content. The degree of saturation values exceeded the minimum project specification of 80 percent. The results of the density tests are presented in Table G-1. Record Surveys Montgomery-Phillips' surveyors completed record surveys (certification) for the top of clay liner and top of drainage layer in.the tie-in area between Module 1 and Module 2. The survey information is presented in Attachment 2. Personnel On-site GCS soil monitor Kerry Bayer was on-site October 1 through October 4, 1993. Summary In our opinion, the clay block removal and liner system restoration observed by GCS in Module 2 meets the project specifications. This report, titled 'Final Report Quality Assurance Monitoring During Construction of Phase 1, Module 2 North Weld Sanitary Landfill, Weld County,Colorado',was prepared by Golder Construction Services(GCS)on behalf of Waste Services Corporation(WSC)and dated August, 1993. The report and cover letter were received by the Division on August 19, 1993. The Division finds that, based on a review of the submitted information,all construction and related testing have been completed in a satisfactory manner. The only Division concern regarded the disposition of the gravel backfill to be removed from the Module 1 temporary sump. In a September 17, 1993 telephone conversation with Alan Scheere of WSC, it was agreed that this material would be subjected to WSCs standard special waste protocol, and, if it was determined to be an acceptable waste, would be disposed of in Module 1. All Division concerns regarding this matter have therefore been addressed, and the Division hereby gives approval to the construction and testing of the referenced landfill phase. The North Weld Sanitary Landfill is a 119 acre solid waste facility located 15 miles east of Fort Collins on State Highway 14. The requested modification of secondary specifications is: "Modify the moisture content specification from zero to four percent of optimum to minus four percent to plus four percent of optimum." Telephone conversations with Mark Sebesta of Golder Construction Services and Gary Cantrell of RUST Environment and Infrastructure indicate that WSC will be applying a non- traditional method of construction QA/QC for the proposed clay liner construction similar to that detailed by David E. Daniel and Craig H. Benson in ASCE Journal of Geotechnical Engineering Paper No.25333. Based on results of pre-construction testing on each material type to be used, Daniel's results indicate that material of lower moisture content could meet a hydraulic conductivity specification if higher levels of compaction were achieved. The pre- construction testing specified by Daniel includes three compaction tests and up to 18 hydraulic conductivity tests for each material to be used in construction. Additionally, the Division has contacted the Civil Engineering Department of the University of Colorado. The concerns expressed by CU center around the high dry strength characteristics of high plasticity clays that may disallow adequate compaction even under very high compactive effort. In accordance with the Certificate of Designation (CD) Development Standard 7b, the primary goal and specification for construction of clay liner is to ensure a maximum permeability of 1x10-7 cm/sec or less. Development Standard 7b also requires secondary specifications as follows: 1) Compaction of 6 inch lifts to a minimum of 95% standard proctor density (ASTM D-698) 2) The moisture content of the clay liner material to be maintained from zero to four percent of the optimum moisture content 3) Clay liner material classification specifying a Plasticity Index (PI) of greater than ten and a gradation with at least 50 percent passing the number 200 sieve. WSC recommends a minor modification to the secondary specifications in Development Standard 7b. This recommendation is based upon results of the 1991 clay liner test fill, the 1991 Module 1 construction and additional site characterization conducted by WSC, which included an extensive evaluation of clay resources. Based on the above investigations and activities, the performance of the onsite clay material indicates that a moisture content range of -4 percent to +4 percent of optimum, while controlling the percent saturation of the clay liner material, will achieve the permeability specification of 1x10-7 cm/sec or less. Allowing the liner to be placed with a lower moisture • content will minimize the potential for liner desiccation prior to placement of the drainage layer/protective cover over the liner. Development Standard 7b of the Certificate of Designation (CD) for NWSL• calls for a two foot thick recompacted clay liner with a permeability equal to or less than 1x10° cm/sec. Consistent with the Module 1, Phase I liner constructed in 1991, WSC is planning to construct a three foot thick recompacted clay liner with a permeability equal to or less than 1x1O' cm/sec, for Module 2 as well as for disposal areas to be constructed in future years at the site._Enclosed for your information are the construction plans for the Module 2 liner project. The request to proceed with the 1991 liner enhancement was presented in an August 28, 1991 letter to the Weld County Department of Health (WCDH). The letter also requested enhancements related to the leachate collection system, the addition of an aggregate drainage layer, and the addition of a protective soil cover. A copy of this letter, in addition to WCDH's September 13, 1991 approval, is attached. With the exception of increasing the liner thickness, all of the enhancements described in the August 28 letter were intended for future liner projects at the site as well as for the 1991 project. The request to increase the liner thickness to three feet was for the 1991 project only in order to allow for additional geotechnical investigation of the quality and quantity of in-situ clays and claystones at the site. Based on the results of this investigation, WSC indicated in its August 28 letter that it would reevaluate liner options and then propose a fmal liner section. In 1992, WSC completed the additional geotechnical investigation of the availability of onsite clays and claystones. Accordingly, WSC requests WCDH's approval to continue using a three foot thick recompacted clay section for liner construction at NWSL. WSC also hereby files this enhancement as a minor change with the Weld County Department of Planning Services in accordance with Section 34 of the Certificate of Designation Approval Development Standards for NWSL. Additionally, -WSC contracted with RUST Environment and Infrastructure (RUST) to demonstrate that the three foot thick clay liner design for NWSL meets the RCRA Subtitle D performance standard set forth in 40 CFR 258.40. RUST's demonstration and conclusions are presented in the enclosed report entitled "North Weld Sanitary Landfill Alternative Design Evaluation" dated April 14, 1993. The report concludes that the present NWSL liner design exceeds the requirements concerning leachate constituent concentrations in groundwater at the point of compliance (POC) for the site. Computer simulations predict that under the present design specifications, leachate concentrations at the P0C will be several times lower than the USEPA Primary Drinking Water Maximum Contaminant Levels. WSC is planning to commence liner construction activities for Module 2 in early May. Your prompt review of this request will be appreciated. (WMC), is initiating design efforts to construct the first disposal cell at the North Weld Sanitary Landfill(NWSL). Based on review of the Design and Operations Plan for the site, WSC requests approval by the Weld County Health Department for the following enhancements to the liner and leachate collection system. These enhancements are requested in order for the site to more closely reflect WMC corporate guidelines. - Include a leachate clean-out riser at the upgradient end of the leachate collection line (Attachment 1). • - Increase the compacted clay liner thickness from two feet to three feet (Attachment 2). This increase is requested for lining of the first (1991) disposal cell only. After additional geotechnical investigation of the site is performed and the quality and quantity of the in-situ clays and claystones are further characterized,we wish to reevaluate liner options and propose a final section based on this information. WSC intends to perform the investigation prior to the 1992 construction season. ▪ Include a 1 foot thick aggregate drainage layer over the liner at the base of the disposal cell with a permeability of no less than 1 x 104 cm/sec (Attachment 2). The purpose of the drainage layer is to enhance movement . of any liquid within the disposal cell to the leachate collection trench and to prevent desiccation cracking of the liner. . - Include a 1 foot thick protective soil cover over the side slopes of the liner to prevent desiccation cracking of the liner (Attachment 1). . - The above enhancements relating to increasing the liner thickness and adding the drainage • and protective layers will necessitate modifying what the elevation contours represent on the . Base Grade Map, Plate 7, of the NWSL Design and Operations Plan. The contours shown on Plate 7 currently represent the top of the liner with the base of the excavation being approximately two feet lower. With these enhancements, the contours would reflect the top Letter to Mr. Wes Potter August 28, 1991 Page 2 of the drainage layer (for the disposal area bottom) and the protective cover (for the. disposal area side slopes) with the base of the excavation being approximately four feet lower. A reduced copy of Plate 7 reflecting this modification is included as Attachment 3. In addition to the above, WSC requests approval to use an alternative method for joining the sections of the leachate collection line. The method currently approved for the site consists of using a glued joint. Given the potential for constituents in the glue impacting leachate quality, WSC requests approval to use bell and spigot connections with two number seventeen (#17) one inch long stainless steel hex head tapping screws per connection. As you observed during your site visit on August 7, 1991, excavation activities have commenced for the first disposal cell in the northwest, upgradient corner of Phase I. As additional airspace is required in future years, cell development will continue to the east in Phase I, terminating at the leachate collection sump shown on Plate 7 (Attachment 3). Until such time as the collection sump is constructed, temporary sumps will be required. A detail of the temporary sump WSC proposes for use at NWSL is included as Attachment 4. As future disposal cells are constructed, the temporary sump will be removed and a new sump will be constructed at the downgradient end of the extended leachate collection system. It is our understanding that these enhancements are intended to improve the overall design and construction of the landfill west of Ault, Colorado. It appears that the proposed changes would increase the liner thickness and add enhancements to the drainage layer by including a foot-thick aggregate drainage layer over the liner at the base of the disposal cells and provide for a foot-thick protective soil _ cover over the side slopes of the liner to prevent desiccation. All of these enhancements, from our perspective, appear to be very positive with regard to the overall design of the landfill. They would improve the construction and further reduce the potential for negative environmental impact associated with the facility. The Department approves of the enhancements as proposed, conditional upon approval from the Colorado Department of Health, Waste Management Division. The staff from the Colorado Department of Health has indicated that there are additional enhancements that they would request with regard to some aspects of liner configuration and leachate sump configuration and Weld County Health Department endorses those recommended changes. The Division does not consider these minor enhancements to be a significant change with regard to the entire facility and its operation.
