The meeting was called to order by the Chairman, Ed Dolan. Tape 67 Roll Call: Ed Dolan Present Sidney Walker Present Ray Mora Present Anne White Present Lyman Bacon Present Scott Kinnison Present Donald Mason Absent Barry Sullivan Absent David Woronoff Absent Associate Members: John Windsor Present Michael Thomas Absent Also present: Keith Schuett, Current Planner, Department of Planning Services, Sharyn Ruff, Secretary. The minutes of the last regular meeting were approved as read. CASE NUMBER: USR-963 APPLICANT: Board of County Commissioners REQUEST: A setback variance of 25 feet from the required 25 feet for Billboards in the I-3 (Industrial) zone district. LEGAL DESCRIPTION: Part of the SE4 of Section 28 , T4N, R66W of the 6th P.M. , Weld County, Colorado. LOCATION: East of and adjacent to Highway 85 and the Town of Gilcrest. Keith Schuett explained this application has been officially withdrawn. CASE NUMBER: USR-964 APPLICANT: Board of County Commissioners REQUEST: A setback variance of 5 feet from the required 25 feet for Billboards in the I-3 (Industrial) zone district. Anne White had questions regarding the variance and possible safety issues. Keith Schuett said there were no safety issues concerning this request. John Windsor wanted confirmation this was a center post billboard. Scott Kinnison asked if the Board of Adjustment approved this request, would it set a precedence for other sign companies in the future. Keith Schuett explained this was an individual case. Ed Dolan asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. John Windsor moved Case Number USR-964, be granted based upon the recommendation and conditions of approval by the Department of Planning Services' staff. Sidney Walker seconded the motion. The Chairman asked the secretary to poll the members of the Board of Adjustment for their decision. Ed Dolan -yes; Sidney Walker - yes; Ray Mora - yes; Anne White - yes; Lyman Bacon - yes; Scott Kinnison - yes; John Windsor - yes. Motion carried unanimously. CASE NUMBER: USR-965 APPLICANT: Milburn and Catherine L. Allred REQUEST: A variance from the public sewer and public water requirements in the R-1 (Low-Density Residential) zone district. LEGAL DESCRIPTION: Part of the SW4 of Section 30, T3N, R68W of the 6th P.M. , Weld County, Colorado. LOCATION: Lee Lawson, Consulting Engineer, representing the applicant, gave specific information regarding the public sewer lines (3 miles away) and the public water supply (1 mile away) from this single family residence. John Windsor asked if the residence on the corner of the same section had a well and an individual septic. Lee Lawson said yes. John Windsor noticed the map showed a 1 1-1/4 inch waterline near the property. Lee Lawson stated this waterline belongs to Longs Peak and is utilized to full capacity. John Windsor asked if the applicant had a well permit. Lee Lawson said they have applied for and received a well permit to be used by the residence only. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. Keith Schuett read the staff' s comments into the record.
