RE: 1992 CSBG Application/Award Letter
Dear Mr. Speckman:
Your 1992 CSBG Project Plan has been reviewed and accepted by the
Department of Local Affairs. Receipt of this letter of acceptance authorizes you
to expend 100% of your $159,186 in CSBG funds in accordance with that plan.
Your 1992 CSBG funds are now available for draw down, or, if you requested
an extension, when your current project period concludes. When you request
a draw down, please round off to the nearest dollar. Your new project
period ends February 28, 1993.
Any changes in project activities or budget realignment must be submitted in
writing, in advance, to the Department of Local Affairs. Please follow the
Department's revised "Financial Management Manual", Budget Revision
Procedure, Revised February 1988.
You are reminded of the mandatory reporting documents.
Quarterly Financial Status Reports
January 1 to March 31* Due April 30
April 1 to June 30 Due July 31
July 1 to September 30 Due October 31

*Please remember that this period includes two months of the old project period
and the first month of the new project period. For ease, it is recommended that
two separate documents be submitted.

Project Performance Report
March 1 to August 31 Due September 30
September 1 to February 29 Due March 31
As you are aware, there will be no carry-over 1991 funds. The plan does
provide for an additional thirty (30) days beyond the end of the current project
period to finalize expenditures for your 1991 grant. Any funds not reported
spent after this thirty day wrap-up period must be returned to the State. Should
you need the additional time to fully expend your CSBG funds for 1991 I will
negotiate each request individually in advance and in writing. It is imperative
that the State close its books within the 90 day time period at the conclusion of
the program year. To be given permission to use the additional time, I will need
to receive your final financial reports within 30 days of your closeout.
Sincerely,
