HomeMy WebLinkAbout930719.tiff RESOLUTION RE: APPROVE NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR PLACEMENT ALTERNATIVES COMMISSION FUNDS FOR CHILD ADVOCACY RESOURCE AND EDUCATION AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Notification of Financial Assistance Award for Placement Alternatives Commission Funds between Child Advocacy Resource and Education and the Weld County Department of Social Services, commencing June 1, 1993, and ending May 31, 1994, with the further terms and conditions being as stated in said notification, and WHEREAS, after review, the Board deems it advisable to approve said notification, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Notification of Financial Assistance Award for Placement Alternatives Commission Funds between Child Advocacy Resource and Education and the Weld County Department of Social Services be, and hereby is, approved. Information recently obtained resulted in some questioning as to whether or not the advocates were employees of c .a.r .e. or contract labor. Since the beginning of the advocate program, advocates have been paid as con- tract wokers and no taxes have been with-held from their paychecks . However , in light of the new information it is felt that in reality they are employees of c.a.r.e. and it is necessary to with-hold FICA and Medicare on the money they earn. Please find attached the IRS Publication. I have answered yes to all questions that apply to the advocate position. A "Yes" answer to any one of the questions (except #16 ) may convince an IRS Auditor that a worker is an employee. Out of the twenty questions asked fourteen were answered in the affirmative , leaving no doubt that the advocates would be considered by the IRS as employees of c.a.r.e. The c .a.r.e. Board decided it was necessary to make the Family Ad- vocates employees of c .a.r.e . effective January 1 , 1993 . I have . enclosed an outline of the month to month salaries of the Family Advocates beginning January 1 , 1993 through April 30 , 1993 and the calculated FICA and Medicare costs for each month. The total costs are ; FICA - $371. 85 and Medicare - $86 . 95 . (A combined total cost of $458 . 80 for the first four months of 1993 . ) c.a.r.e. is reques- ting that PAC allow our agency to submit a bill for reimbursement for these costs as well as permission to include the FICA and medi- care costs in our May billing statement. c .a.r.e. is also requesting an amendment to the 93-94 Family Advocate Proposal be made as a result of the FICA and Medicare costs not being included. The last attachment explains in detail the break- down in the estimated costs and the new total request from c .a.r. e. for the 1993-1994 Family Advocate Program. The Placement Alternatives Commission (PAC) reviewed proposals under a Request for Proposal process and are recommending approval of this bid. 1. Total award would be $36,318.12. 2. The period of the award is June 1, 1993 through May 31, 1994. 3. The Child Advocacy Resource and Education Program would provide a match of one advocate or volunteer with a family for 40 hours per month for up to 12 months.
