RESOLUTION RE: DENY SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT FOR AN AIRPORT, OPEN-AIR MUSEUM, BALLOON BUNGEE JUMP FACILITY AND ASSOCIATED USES IN THE A (AGRICULTURAL) ZONE DISTRICT - JAMES MCDONALD WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners held a public hearing on the 1st day of July, 1992, at the hour of 10:00 a.m. in the Chambers of the Board for the purpose of hearing the application of James McDonald, 5129 Weld County Road 16, Longmont, Colorado 80501, for a Site Specific Development Plan and Special Review Permit for an airport, open-air museum, balloon bungee jump facility and associated uses in the A (Agricultural) Zone District on the following described real estate, to-wit: Part of the E4 Wi SW; of Section 25, Township 2 North, Range 68 West of the 6th P.M. , Weld County, Colorado WHEREAS, James McDonald, the applicant, was present, and WHEREAS, Section 24.4.2 of the Weld County Zoning Ordinance provides standards for review of said Special Review Permit, and WHEREAS, the Board of County Commissioners heard all of the testimony and statements of those present, has studied the request of the applicant and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter and, having been fully informed, finds that this request shall be denied for the following reasons: 1. It is the opinion of the Board of County Commissioners that the applicant has not shown compliance with Section 24.4.2 of the Weld County Zoning Ordinance. 2. The uses which would be permitted would not be compatible with the existing surrounding land uses. 3. The uses which would be permitted would not be compatible with the future development of the surrounding area as permitted by the existing zone and with future development as projected by the Comprehensive Plan of the County or the adopted master plans of affected municipalities. 4. The applicant is unwilling to comply with the development standards proposed by the Department of Planning and without compliance with development standards there would be inadequate protection for the health, safety, and welfare of the inhabitants of the neighborhood and the County. Webster 920572 HEARING CERTIFICATION DOCKET NO. 92-31 RE: A SITE SPECIFIC DEVELOPMENT PLAN AND AMENDED SPECIAL REVIEW PERMIT FOR AN AIRPORT, OPEN-AIR MUSEUM, BALLOON BUNGEE JUMP FACILITY AND ASSOCIATED USES IN THE A (AGRICULTURAL) ZONE DISTRICT - JAMES MCDONALD A public hearing was conducted on July 1, 1992, at 10:00 A.M. , with the following present: Commissioner George Kennedy, Chairman Commissioner Constance L. Harbert, Pro-Tem Commissioner C. W. Kirby - Excused Commissioner Gordon E. Lacy Commissioner W. H. Webster Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Planning Department representative, Chuck Cunliffe The following business was transacted: I hereby certify that pursuant to a notice dated May 11, 1992, and duly published June 18, 1992, in the Windsor Beacon, a public hearing was conducted to consider the request of James McDonald for a Site Specific Development Plan and Amended Special Review Permit for an airport, open- air museum, balloon bungee jump facility and associated uses in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of record. Chuck Cunliffe, Planning Department representative, entered the unfavorable recommendation of the Planning Commission into the record. Mr. Cunliffe said a letter was received from Mr. McDonald on June 15, 1992, explaining changes to the application for the amended permit, as well as a new plat; however, the latest changes have not been reviewed. Mr. Morrison said the notice published was adequate since the new proposal would have less impact than the original. He explained that the Board may request the Planning Commission to rehear the matter, but the notice was adequate. Mr. Cunliffe reiterated no referral agencies or the Planning staff have had time to review the recent changes. The Board agreed to hear said matter today. Let the record reflect that all testimony was given under oath. James and Sharon McDonald read and explained the letter dated June 15, 1992, concerning the latest amendments. Mr. McDonald submitted pictures of the fencing and views from the roads, Exhibit L, and a copy of the 1985 Operation Standards, Exhibit M. Mrs. McDonald said they would still like to be allowed bungee jumping as a use; however, they have dropped it from their application due to concerns of the neighbors. Mr. Morrison explained that the issues would need to be confined to those justifying the special review permit. Commissioner Lacy clarified that there is no longer a request for bungee jumping, only for additions of buildings and fencing. He also stated there has been a lot of work done without permit. Mr. Cunliffe confirmed that what is presently existing is different from the 1985 permit. Commissioner Lacy reiterated that bungee jumping is not to be part of the testimony. Mr. Cunliffe said the plat dated June 30, 1992 is what needs to be approved. Mr. McDonald said the proposed buildings and fences are for noise abatement and screening. There was further discussion concerning the existing and future runways and the proposed sites for the house and buildings. Mr. McDonald said it has taken them since 1985 to build three or four buildings. Helen Jubenville, Patricia Davies, Denise Stewart, Wade and Cheri Gonzales, Glenda Erskin, Geraldine Russell (changed to Tape #92-21 during Ms. Russell's comments) , Craig Ingram, Dave Smith, Ed Day, Sandy Ingram, Jim Westervelt, Mark and Candice Robertson, and Russell Jubenville, all surrounding property owners, stated their opposition and concerns regarding the proposed expansion, and they answered questions of the Board. Mr. Gonzales submitted petitions opposing the amended permit, Exhibit N, and a letter written by Mr. 920572 RE: HEARING CERTIFICATION - MCDONALD PAGE 2 McDonald, Exhibit 0. Mrs. Gonzales submitted a letter of opposition from Stan Olson, Exhibit P, and a plot map of residences in opposition, Exhibit Q. Ms. Erskin submitted three letters from realtors regarding a decrease in property values, Exhibits R, S, and T, and 23 slides of views of the airport, Exhibit U. Nancy Fichter, representing the Regional Land Use Task Force, also spoke in opposition. (Ms. Fichter spoke before Ms. Russell. ) Ed Herson, surrounding property owner, spoke in support of the matter. Let the record reflect that a recess was taken at this time. Leslie Grisham, surrounding property owner, also spoke in support of said matter. Mr. McDonald explained that he purchased the property, as an existing airport, in 1968. The only dust created is from mowing, and their gate is locked; therefore, the traffic is not to their property. He said the salvage yard is exactly as outlined on the 1985 map, with two mobile homes for display of museum artifacts. Commissioner Lacy stated there have been additions that are not part of the 1985 plan. Mr. Cunliffe stated that staff required building permits for the portable hangars. Mr. McDonald said there are State Patrol and other planes that fly at tree-top level, over which he has no control. He said when he moved to the area most of the homes were selling for $18,000, and the last house sold in the area was priced at $85,000. Mr. McDonald said the slides shown were pictures from the back of the property, and any problems with parachuting would need to be resolved with Mr. Herson. In comparison to the Pioneer Museum in Nebraska, Mr. McDonald said that is an old museum, and the planes are harder to find and more expensive now. He said there was no one hurt in the recent crash on the property. Mrs. McDonald said she would like to extend another invitation to the Board to view the property. Commissioner Lacy explained they are a quasi-judicial board, and they are not allowed to talk with applicants before a hearing. Mrs. McDonald said there have been many improvements since the Board's last visit. Commissioner Lacy said no improvements were to be made until the amended permit was approved, and there have been problems with the permit since 1985. Mr. McDonald said their copy of the 1985 map was different from the recorded copy. Mr. Morrison explained the 1985 map is not the issue at today's hearing, and it can be handled at the July 15 hearing. In response to a question from Commissioner Webster, Mr. McDonald said he cannot live with the development standards recommended by the Planning Commission. He said they spent two months writing the conditions they could live with, and they received the recommended conditions only ten minutes before today's hearing. Mrs. McDonald said this will be a private museum and airport, with the addition of a house and some buildings. Mr. Morrison explained the definition of a vested property right. Mr. Cunliffe said the McDonalds are requesting the Board to approve their most recent submittal, which staff would need additional time to review. The conditions of approval and development standards need to be revised and new referrals need to be received. After further discussion, Mr. Morrison explained that if the amendment is denied today, the Board will determine compliance with the 1985 permit at the Show Cause Hearing. Mrs. McDonald clarified that they do not sell car parts, and there are no junk cars on the property, only collectible cars. Mr. McDonald, in response to Commissioner Webster, said he cannot live within the development standards because they are for other things besides the house, and the airport is now going to be private. Mrs. McDonald said she would like hear Mr. Cunliffe's comment concerning his review of yesterday's visit, and they will continue to improve with time. Mr. Cunliffe, in response to Mr. McDonald's comment, said the language on the Board's resolution from 1985 is the same as on the recorded plat. He said he would assume the Board made changes from staff recommendations, but to confirm that, the 1985 tape could be reviewed. After further discussion, Chairman Kennedy clarified that this hearing is to consider the amended permit, and the 1985 issue will be discussed at the July 15, 1992, Show Cause Hearing. Commissioner Harbert moved to deny the Site Specific Development Plan and Amended Special Review Permit for an airport, open-air museum, balloon 920572 RE: HEARING CERTIFICATION - MCDONALD PAGE 3 bungee jump facility and associated uses in the A (Agricultural) Zone District. Commissioner Lacy seconded the motion, and he said his reasons are that the McDonalds do not know what they want to be approved today, they could not live with the development standards, and if the amended permit were approved today, bungee jumping and ballooning would be allowed, as well the museum being changed from closed to open-air. Commissioner Harbert said she agrees with Commissioner Lacy's comments and the fact that the Planning Commission's development standards need to be complied with to protect the neighbors and the environment. She said Weld County is required to follow certain regulations for all special review permits. Commissioner Webster said he feels adequate comments have been made, and he will also vote for the motion. On roll-call vote, the motion carried unanimously. This Certification was approved on the 6th day of July, 1992. Lee Morrison had the recording secretary call Betty Hansen at Clerk to the Board to come down and give testimony. Betty Hansen stated the party who was calling was told the McDonald Show Cause Hearing, scheduled with the County Commissioners was in May. Lee Morrison said public notice had been sent out, all of the surrounding property owners in attendance had been notified, notification was made to the McDonalds in the form of a letter and a copy of the agenda. The Planning Commission unanimously decided the regularly scheduled meeting would take place. Don Feldhaus left at 3:07 p.m. Sharon McDonald gave an overview of the airport as it exists and explained they wanted to add two buildings and more small T-hangars. This application also includes the bungee jumping operation previously in violation. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. CT`%^t-w v.n �v s 7 EXhibi4 SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING April 7, 1992 Page 4 Jean Hoffman left at 4:00 p.m. Jon Foote, Edward Herson, Eric Hasey, Christine Warren, Alfred Brown, spoke in favor of this application. It was felt the proposed museum would be an overall benefit to Weld County, and good for property values in the area. Steps to clean up the area have been put into effect and there are no weeds and no trash on the property now. Helen Jubenville, Craig Ingram, Wade Gonzales, Geraldine Russell, Dave Smith, Sandy Ingram, Christine Warren, and Jim Westervelt all felt the general issues and concerns are the additions to an already existing problem on this property. Forty-eight homes feel the immediate impact from this application now and if it is approved how much more of an problem can this become. It was felt that James McDonald started this operation without permission and it has grown into a 40 acre junkyard. The surrounding property owners deal daily with screaming bungee jumpers, parachuters coming down on their homes and in their fields, the unsightliness of the acreage, the noise problem for livestock in the area, lack of insurance coverage should property be destroyed, and increased traffic. Forty-seven pictures of this property were put into exhibit. The surrounding property owners define a museum as restored aircraft and automobiles not dismantled parts. James McDonald stated the area had been cleaned up and the weeds had been cut down. He explained any museum has a work area where parts are stored and/or worked on. The parachuting school is on adjacent property and runways are utilized for take-off and landings only. The proposed bungee jumping should not be an issue due to the fact a hot air balloon is considered an aircraft. James McDonald also stated the surrounding property owners had not confronted him with these issues, some of the problems could have been cleared up previously. The Chairman asked James and Sharon McDonald if they had seen the Planning staff' s comments and were they in agreement with these as presented. James and Sharon McDonald read through the recommendation and decided they would not be able to comply with the following: Conditions of Approval 1/3c, 3d, 4a, 4b, and 8. Development Standards #2, 3, 6, 8, 9, 11, 12, 14, 15, 16, 18, 22, and 29. In the past, we have been to other hearings. A large group of neighbors in strong opposition show up each time, voicing emotional testimony against the airport. They cite things such as noise, fugitive dust, partying, camping, trash, low-flying aircraft, etc. as being major problems out here. They paint a very interesting picture of this quiet little airport and its occupants. During the past year, Planner Keith Schuett has encouraged this opposition. When a special meeting was scheduled, we received no notification, although we are within 500 feet of the property. This occured 3 times. Each time, the opposing parties were notified by Mr. Schuett. Is it an inadvertant error ( section 24 .4 . 1 . 3 of Weld County Regulations) to extend this courtesy to one side of an issue and not the other? On one occassion, we found that Mr. Schuett had made personal calls to 2 key families in opposition to let them know of an important meeting. When a group of commissioners came out several months ago for a tour of the airport, Keith Schuett escorted them around and refused to allow Jim and Sharon to accompany them. We feel that Keith Schuett had problems viewing the airport issue in an- objective manner, and had his own personal interests in mind. Have you, as commissioners, been able to take a recent tour of the airport and look at it objectively? We have known Jim and Sharon since 1985, and we were familiar with the condition of the airport then. It was extremely disorganized and not kept up properly. We moved to our home, adjacent to the SW corner of the airport, in 1990, and noticed that the upkeep had improved some- what. At the time Weld County approached Jim this last time about cleaning things up further, we encouraged him to do so and helped with the process as best we could (helping move vehicles, put up fencing) . Jim and Sharon have worked diligently to bring their property back up to high standards, and have done a beautiful job. Anyone who says it' s junky hasn' t taken the time and effort to go and see it first- �}h nd. a/: Ye; de( (5) c. van FYh�r James McDonald airport issue, continued The media has been involved in all of this. Frederick reporters have printed fiery opinions against the airport, fueling an issue that is becoming increasingly tainted by emotions and exaggerations. The airport has been here for many years. Are people so short- sighted or unaware of their surroundings when they buy a home, thinking they can move in and then change everything to please themselves? Our "opposing neighbors" meet weekly to discuss an ulterior motive - to shut down the airport completely. We sincerely hope this is not your intent, having moved out here because of the airport. We encourage you, as commissioners, to check out the facts con- cerning this airport issue. This group of opposers is very outspoken and much of what they say is highly exaggerated, Below are examples of most of the problems which will certainly be brought up at the July 1 hearing. We would like to share with you our perspective of the situation, living directly adjacent to McDonalds' property: Noise - There isn' t any more noise at the airport than on anyone else' s property around here. The McDonalds are quiet people and do their work in their hangars. Occassional noise of aircraft is to be expected since this is an airport. Fugitive dust - Most of the "fugitive dust" we see comes off the county roads which border this area - all are in desperate need of additional gravel. Any other dust would be caused by the almost con- stant mowing necessary to control the grasses and weeds on airport property, and we have not ever noticed this to be a serious problem. Trash - McDonalds keep the property immaculate. We often walk to the airport to look around or visit, and have never seen any trash laying around. Even when the bungee jumpers were there, things were always picked up. Bungee jumpers - This issue was greatly exaggerated. There hkd been claims that they were jumping 7 days a week, when in reality it was Thursday through Sunday. McDonalds asked the bungee jumpers to find a different location since there was so much opposition. They also did this with the hot air balloonists who had been coming for years - they were not required to do this, since a balloon is in fact an air- craft and just as legal as a plane - this tells us how willing they are to work with neighbors and their concerns. Partying and camping - We know of one instance when someone camped on the road near our house. This is clearly an area for the sheriff to handle. Don' t allow a group of people to use this in the airport issue - it is irrelevant. Low-flying aircraft - There are actions which can be taken against pilots who violate altitude restrictions. Registration numbers should be reported to the FAA so that these laws can be enforced. Safety - If there are unsafe pilots flying, it is most effective to go after the pilot. One doesn' t close an airport because of an unsafe pilot any more than one would close a brewery because a drunken driver was drinking that particular kind of beer. We would encourage you, as our County Commissioners, to do the following: Follow the Weld County Zoning Ordinances as it spells out the duties of A"' of the office,Board of County Commissioners ( section 24 . 4 ) . Make certain that the Planning Commission followed their duties as set forth in section 24.3 and that the Dept. of Planning Services have followed their duties as set forth in section 24 . 2, and that no additional requirements are placed on the applicant outside of the Design Standards for Use by Special Review ( section 24. 5) or Operation Standards for Uses by Special Review (section 24. 6) , and that the applicant has followed the guidelines according to section 24 . 7 of the Weld County Zoning Ordinances. In order to make a wise decision for the residents of Weld County, the County Commissioners must verify facts relative to statements made by any of the above groups. We have seen a weakness in the County Commissioners at past hearings in their inability or unwillingness to hold a person accountable for statements they are making. In this election year, we feel that the Board of County Commissioners cannot afford this oversight. We believe that you, as a commissioner, in order to represent us properly, should ask those people for documentation relative to the statements they are making. Here is the information your office requested (r regarding possible violations. On February 15, 1976, approximately 2 : 13 P .M. , two private aircraft were performing what were, in my opinion, very danger- ous maneuvers. As they were turning left, in what appeared to �. be a landing approach, the two aircraft were very close, with one aircraft turning so a to "pass" the other, after which the second 'aircraft in turn passed the first. At one point of this "race" , the aircraft appeared to be within ten feet of each other. This maneuver was performed at an approximate altitude of 75 to 100 feet above the ground. The two aircraft involved are described as follows: #1 . Silver colored-high wing-single engine- N2918A #2 . Brown & white-high wing-single engine- N1707D • . N • t§r t • • ' At approximately 2 :48 P .M. , same date, a twin engine, white colored aircraft, N63344, made what appeared to me as a low altitude-high speed run, east to west, over .the airfield. • He then pulled into a steep climb, then rolled to the left after losing considerable airspeed. The runway at this air- field runs north & south. My neighbors and I have had to put up with many instances of this type of flying in the past several months and would greatly appreciate anything that your office can do to .put a - �G stop to this nonsense.This is the same airfield that two persons have been killed in skydiving "accidents" in two r' seperate incidents in the past several months, ; EP) I will be happy to appear and testify under oath whenever so needed by your office . McDonald Amended DSR-537:85: 14 1 . The uses permitted shall he an airport for no more than twenty-five (25) airworthy aircraft and an antique museum. Structures on the facility are limited to the following: Two (2) hangars; one (1) accessory mobile home used as an office and residence for security purposes; sixteen (16) portable T hangars; one (1) maintenance building; one (1) shop and trailer used in conjunction with the parachute jump operation; three (3) sheds; and one (1 ) enclosed airplane salvage and equipment storage area. The uses are described in application materials filed with the Department of Planning Services. 2. The Use by Special Review Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust , and the growth of noxious weeds. 3. Separate toilets shall be installed for each sex at the rate of two (2) for the first one hundred (100) persons and one (1) for each additional one hundred (100) persons, or fraction thereof. 4. Two (2) public accesses for the airport from Weld County Road 16 to the site shall be maintained. Said accesses shall be clearly labeled on the property. 5. The hangar shall he used strictly for the storage , maintenance, and repair of aircraft and aircraft equipment. Maintenance and repair of aircraft shall be permitted only between the hours of 8:00 a.m. and sunset for uses which create noise and/or vibration noticeable at, or beyond the property line. 6. Hours of Operation for the airport operation shall be from dawn to sunset. 7. Trash and refuse shall be removed from the property regularly. All trash not removed shall be stored inside a building or an enclosed container to prevent blowing of refuse onto surrounding properties. 8. A four (4) strand barbed wire fence shall be constructed along the entire west side of the property with five (5) private access points for use by the following adjacent properties: 7352 Weld County Road 11; 7402 Weld County Road 11 ; 7402 Weld County Road 11; 5053 Weld County Road 16; and 5059 Weld County Road 16. The accesses may be used for ingress and egress for aircraft and vehicles. The property owner(s) and/or operator(s) of the airstrip shall be responsible for maintaining the fence and keeping it in good repair and free from debris. The fence shall be constructed within sixty (60) days of the date of approval by the Weld County Board of County Commissioners. Operation Standards Amended SUP-537 :85: 14 James M. McDonald Page 2 9. A sign shall be posted on the property containing the limitations as to use, including hours of operation, and number airworthy aircraft permitted. 10. A parking area of sufficient size to park one hundred (100) vehicles shall be located on the property. Other parking areas may be allocated for the use of the operators of the planes in storage in the hangars. The parking areas shall conform to the requirements of Section 41 . 1.3 of the Weld County Zoning Ordinance. No parking shall be allowed on Weld County Road 16. All traffic shall be controlled within the confines of the property. 11 . The building and fuel storage plans shall conform with the Longmont Fire Protection District requirements. 12. A storage tank of sufficient size to hold three—thousand—five—hundred (3,500) gallons of water shall be maintained on the property for fire protection of the property. The storage tank shall have the approval of the Longmont Fire Protection District. 13. The gas pumps shall be approved by the Longmont Fire Protection District. 14. The owner/operator shall maintain a ditch for traffic control on the south side of the property. 15. Aircraft designed to be used for the museum shall be displayed in the designated areas on the plat. 16. Junk vehicles shall not be stored on the property except within the screened area provided by the solid security fence. A junk vehicle shall be construed to be any dismantled, unlicensed, or inoperative vehicle. The security fence shall also enclose all aircraft salvage parts and aircraft maintenance equipment kept on the site. 17. The property owner and/or operator of this operation shall be responsible for complying with all of the above stated Standards. Noncomplinace with any of the above stated Standards may be reason for revocation of the Permit by the Board of County Commissioners. 18. Representatives or members of the Weld County Health Department, Longmont Fire Protection District , and Weld County Department of Planning Services shall be granted access onto the site at any reasonable time in order to insure the operations carried out on the site comply with the Operation Standards stated hereon and all applicable Weld County Regulations. 21. The Use by Special Review shall be limited to the plans shown hereon and governed by the Standards as stated above and all applicable Weld County Regulations. Any materials deviations from the plans and/or Standards as shown or stated above shall require the approval of an amendment of the Permit by the Weld County Planning commission and the Board of County Commissioners before such changes from the plans and/or Standards are permitted. 'The first page is what I wrote when I received the building permit. Dear Board Members : My name is James McDonald, I am 45 years old, have lived in Lakewood , Colorado the past 20 years, have been in self service car wash business for 15 years . I started flying in 1963, have a private pilot licence, started flying from the Firestone Air Strip approximately 1966 or 1967. I liked the freedom and friendly people in the area . I purchased the air strip a year or two later. I became interested in antique flying club activity and now have several Vintage Aircrafts myself, also several friends from Firestone have small planes which are tied down there, As you are probably aware high winds, snow, hot sun and numerous other things play havick with small planes making them a maintenance problem. Last fall several of the club fellows from Firestone and myself decided with the prime' s and inflation the way things are going if we were ever going to be able to afford some protection for our aircraft it should be done now. The new hanger which is partly built is for storage and repair of our planes . We have about 10 local people in the township which are planning to keep their planes in the new building. Car parking is planned on the east side of the building, which could handle at least 100 cars , but there hardly a time when over 3 or 4 of us get together at one time. As far as noise level the closest house to the runway is a good block away, and a take off in approximately 30 seconds and 20 take offs in one day is a big day. (Sanitation) We have water bottle and pop machine and a san-a-let toilet, for what time is spent on the ground. (Lighting) We are thinking of public service yard light system. (Trash) We use 50 gallon barrel in side of the hanger and haul our own trash. (Sky diving) There is a sky diving club at the far south end of the field, they operate on weekends, they start 9 to 10 o'clock and last till 8 evenings with weather and wind permitting. The operation consist of the pilot and 3 helpers to assist in training jumpers how to fall and packing chute and etc . Well as you can see it' s no big operation just a place to gather and have a little enjoyment. Hope to see you soon and will be glad to answer any other questions you might have. Therefore, I support my neighbors that the request for expansion at the Firestone-Frederick airport be denied. I submit my reasons as follows: 1. Expansion appears to be made without proper planning, and total disregard for adjacent property owners and residents. :. Threat of underground contamination because of unapproved installation of facilities for sewer, fuel, etc. 3. The most recent aircraft incident which was reported by the news media, but still leaves questions about the overhead safety of residents in the area. 4. I fear that approving a substandard, poorly planned exten- sion in this area will establish a precedent : that this kind of ilk will be condoned at other locations at later dates. It should also o be noted that Weld County will event- ually suffer as reputable expansion will be discouraged, and will do nothing to enhance the tax base that the county desires. Summary: In the past, this facility has been a general nuisance. Parachuting, balloonists, skydiving, and now the latest fad, bungee jumping. Balloonists have trespassed my property by landing, low flights, scaring livestock by operating their burners. Support vehicles have driven through my yard to the landed balloon without permission.
