RE: APPROVE AGREEMENT WITH NORTH COLORADO MEDICAL CENTER, INC. ,
AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Weld County is interested in the educational
opportunities that may be available to its ambulance personnel in
North Colorado Medical Center, Inc. , and
WHEREAS, an Agreement with North Colorado Medical Center,
Inc. , has been presented to the Board , and
WHEREAS, the terms and conditions are as stated in said
Agreement, a copy being attached hereto and incorporated herein by
reference, and
WHEREAS, after study and review, the Board deems it advisable
to approve said Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Agreement with
North Colorado Medical Center, Inc. , be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Agreement.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 3rd day of
January, A.D. , 1990 .

AMBULANCE PERSONNEL
THIS AGREEMENT is made and entered into this 1st day of
January, 1990 , by and through the Board of COUNTY Commissioners of
Weld COUNTY, Colorado, hereinafter referred to as "COUNTY, " and
North Colorado MEDICAL CENTER, Inc. , hereinafter referred to as
"MEDICAL CENTER. "
WHEREAS, COUNTY desires to utilize standby time of its
ambulance personnel in the MEDICAL CENTER, and
WHEREAS, COUNTY is interested in the educational
opportunities that may be available to its ambulance personnel in
the MEDICAL CENTER.
NOW, THEREFORE, for and in consideration for the promises and
covenants contained herein, COUNTY and MEDICAL CENTER agree as
follows :
COUNTY AGREES:
1 . To provide all paging and communication systems and
equipment for its employees.
2 . To maintain adequate Worker' s Compensation, malpractice
and liability insurance to cover its employees while
engaged in MEDICAL CENTER activities and to furnish the
MEDICAL CENTER with certification of such insurance .
3 . To comply with all rules, regulations, and directives of
the MEDICAL CENTER. Failure of an individual to comply
may result in termination of that individual ' s service
at the MEDICAL CENTER.
4 . To indemnify and hold harmless the MEDIAL CENTER from
any liability caused by the negligence and/or
intentional torts of any employee of COUNTY who is
performing services pursuant to this agreement,
including any amounts expended by North Colorado MEDICAL
CENTER for attorney' s fees or court costs.
5. To permit storage of helicopter supplies and equipment
in the part of the MEDICAL CENTER garage presently
provided to the Weld COUNTY Ambulance Service, a
department of the Weld COUNTY, Colorado.
6. To allow Emergency Department nurses to participate in
ambulance trips for training purposes.

7 . To make best efforts to provide for six (6) shifts each
quarter for the MEDICAL CENTER' s flight paramedics to
participate in ambulance trips for training purposes.
THE MEDICAL CENTER AGREES :
1 . To allow COUNTY' s ambulance personnel to participate in
the Emergency Department for training purposes .
COUNTY' s ambulance personnel shall perform duties and
skills as directed by the Department Manager, charge
nurses, nursing staff and/or emergency physician.
2 . To provide parking facilities for ambulance vehicles on
call and garage space.
3 . Priority of ambulance personnel is to ambulance
responsibilities.
4 . To provide Worker' s Compensation coverage and salary for
MEDICAL CENTER nurses and paramedics riding in ambulance
for training purposes.
5 . To indemnify, save, hold harmless, and defend COUNTY,
its officers , directors, agents, servants, and employees
from any and all losses and damages, including
consequential damages, or any claims which may be caused
by the negligence and/or intentional torts of MEDICAL
CENTER Emergency Department nurses and paramedics while
they are assigned duties with COUNTY' s Ambulance Service
for educational purposes.
ACTIVITIES FOR WELD COUNTY AMBULANCE PERSONNEL AT NCMC:
Purpose: To define educational activities and appropriate patient
care functions for WCAS Personnel when they are in the
Emergency Department.
1 . Weld COUNTY Ambulance personnel are primarily and
directly responsible to the Weld COUNTY Ambulance
Service.
2 . In the Emergency Department, the ambulance personnel
will receive work assignments from the nurse team
leader.
3 . WCAS personnel obtain vital signs and a brief history on
assigned patients, document this information and name on
the chart, and report to the nursing staff.
4 . WCAS personnel assist other Emergency Department
personnel with cleaning of instruments, securing
supplies and, in general, clean up of area .

5 . When bringing in patients from the field, the Ambulance
personnel who attend the patient will remain with the
patient until released by the physician or nurse.
6 . WCAS Personnel may perform the following skills as
delegated by the nursing staff and physicians:
a. fracture immobilization
b. wound cleansing and dressing
c. venapuncture and initiating I.V. fluids
d. administration of ACLS drugs under the direction of
the R.N. or physician
7 . There is an ambulance supervisor on call at all times.
If any problems arise concerning WCAS or its personnel,
the supervisor shall be notified immediately by the
Emergency Department staff or the MEDICAL CENTER
administration.
That it is expressly understood that WELD COUNTY Ambulance Service
is an independent contractor and shall be solely responsible for
its actions and those of its employees.
This contract is not assignable without the written c ent of
North Colorado MEDICAL CENTER.
