As we discussed, Waste Services Corporation has routinely monitored the county roads in the area surrounding the. Central Weld Sanitary Landfill. This procedure (i.e. protocol) has: been effective for several years and was the foundation for developing our protocol at the North Weld Sanitary Landfill. To recapitulate our commitment at both facilities, I offer the following summary. However, in the event that any debris should escape the property boundary, we have and will commit to corrective action. In order to facilitate an effective direct line of communication, we established in January 1992, a - "hot-line" for any concerns relating to our operations, including windblown debris. This number, 350-0154, has been published in the local newspaper. This line is answered 24 hours per day, every day of the year. Upon receiving any calls of comment or concern on the "hot- line", facility personnel are contacted and appropriate , action is taken. The plan was reviewed to assess its compliance with the minimum standards of the Solid Waste Disposal Sites and Facilities Act, Title 30, Article 20, Part 1, C.R. S. as amended (the Statute) , and the regulations promulgated thereunder, 6 CCR 1007-2 (the Regulations) . Based on the information contained within the 'Special Waste Plan at the Waste Services Corporation (WSC) North Weld Sanitary Landfill (NWSL) and Central Weld Sanitary Landfill (CWSL) ' ; the Division finds the document to be incomplete in a number of areas. Deficiencies of the plan are detailed below. The applicant should plan to respond to all issues and resubmit a revised comprehensive Special Waste Plan document addressing the areas of deficiency. 1. Section 2 . 0 on page 1 refers to "laboratory analysis" for characterization of Type A waste. The analytical procedures to be utilized should be defined, as well as the circumstances under which they will they be used. 2 . Section 5.4 (A) (5) on page 7 refers to "specific handling directions required by Special Waste Management Decisions. " These specific handling directions and the conditions under which the special handling will be implemented should be defined in the document, for each special waste. r Alan Scheere WMNA March 31, 1992 Page 2/3 3. Section 5.3 (B) on page 5 lists a number of documents to be provided by all special waste generators. The rationale for completing these documents should be provided in the Special Waste Plan. 4. Section 5.3 (B) on page 5 should include a statement that additional laboratory analysis will be performed if required by the Division. 5. Section 5.3 (B) on page 5 refers to analysis by "an accepted laboratory. " The definition of "an accepted laboratory" should be provided. 6. Section 5.4 (A) (2) is missing on page 6. 7. Section 5.4 (B) (2) should include a statement that the Division will be notified in the event of "a suspected unapproved special waste or hazardous waste load" being deposited at the working face. 8. Section 5.4 (B) (2) should include a statement that in the event of "a suspected unapproved special waste or hazardous load" being deposited at the working face, it will be removed in ninety days. 9. Section 6 on page 4 of ENCLOSURE A refers to "Appendix A. " This should be corrected, as there is no Appendix A listed anywhere in this Special Waste Plan. 10. A section detailing the procedure for dealing with hazardous and unacceptable wastes should be included in the plan. 11. Two copies of the revised Special Waste Plan should be submitted to the Division. One for inclusion in the file for the North Weld Sanitary Landfill, and one for inclusion in the file for the Central Weld Sanitary Landfill. These conclude the Division's comments regarding the Special Waste Plan. In accordance with Section 34 of th approved Certificate of Designation Development Standards for the NWSL, Waste Services Corporation (WSC) , an affiliate of Waste Management of Colorado, Inc., hereby files these minor changes with the Weld County Department of Planning Services. The changes consist of the following: * Finished wood signs, versus metal, have been posted with the specified information on the signs. The wood signs will be inspected routinely and required maintenance performed to ensure the signs are kept in acceptable condition. * The final elevation of landscape berms has been increased to enhance the effectiveness of the berms to screen the landfill. * The landscape berms were constructed in a longer, more continuous design, rather than the "interlocking" design specified on the plan. The longer, continuous design enhances the effectiveness of the berm to screen the landfill. * The Colorado Department of Highways has stated the advisory signs indicating distance to the landfill would not be permitted on State Highway 14. However, WSC intends to pursue this issue with the Division of Highways. Finally, I have been in discussion with you regarding on-site stormwater retention structures. WSC understands it is the opinion of Weld County Department of Planning Services that WSC has satisfied the requirements . under Section 24.5.1.5.1 and Section 24.5.1.5.2 of the Weld County Zoning Regulations. The existing operating permit calls for six (6) inches of daily cover to be used at the site. The State of Colorado's Regulations on Solid Waste Disposal facilities definition for "adequate cover" allows for use of material other than soil. The Environmental Protection Division Staff has granted approval for the use of ADC provided Waste Services: 1. An adequate soil stock pile must be available in the event of extreme weather conditions or failure of ADC. 2. A sufficient amount of ADC will be kept on site to facillitate covering of all working faces, and any repairs needed to the ADC to insure an intact cover. 3.
