BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
January 16, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, January 16, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert

Commissioner C. W. Kirby - Excused
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas O. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of County Commissioners meeting of January 14, 1991, as printed.
Commissioner Harbert seconded the motion, and it carried
unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Webster seconded the motion, and it
carried unanimously.
(Let the record reflect that Bill Kirby is now present. )
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Chuck Cunliffe, Director of Planning Services summarized the
1990 activities of the Department of Planning Services.
Curt Probert, Director of Extension Services gave a report about
the Women's Financial Information Program. Alvie Rothe,
Extension Agent then gave a description of the 4-H Livestock
Judging Program. Two 4-H members, Eric Potdburg and Kim Erwin,
gave demonstrations of "oral reasons" as done in competition.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $658,296.72
Handwritten warrants:
General fund 203.60
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Kirby seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.

BUSINESS:
NEW: CONSIDER USE OF FOUND PROPERTY AND EVIDENCE BY THE WELD COUNTY
SHERIFF'S OFFICE: Commissioner Kennedy moved to approve use of
the found property and evidence, as listed. Commissioner
Webster seconded the motion, which carried unanimously.
CONSIDER NON-FINANCIAL RECYCLING PROJECT CONTRACT BETWEEN WELD
COUNTY HEALTH DEPARTMENT AND WASTE SERVICES CORPORATION AND
AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Health Department
representative, explained this Agreement which outlines the
activities of Waste Services under the Health Department's
Recycling Grant Program. Commissioner Kennedy moved to approve
the Contract. Commissioner Harbert seconded the motion, which
carried unanimously.
CONSIDER AGREEMENT WITH COMMUNITY CORRECTIONS BOARD AND
AUTHORIZE CHAIRMAN TO SIGN: Mr. Warden explained that this
program has grown so much over the last several years that the
contract with the Restitution Center at the Villa is now over
$1.5 million per year. He has met with the Community
Corrections Board and recommended that one FTE be hired to
manage the workload. This position would be under Weld County
Personnel Policies except for the grievance -procedure. The
Agreement includes $50/month for space in the Probation
Department, as well as, the salary for one full-time Community
Corrections Administrative Assistant. Commissioner Kennedy
moved to approve said Agreement. Commissioner Kirby seconded
the motion, which carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutesreflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:30 A.M.

The Board of County Commissioners of Weld County, Colorado, met
in regular session as the Board of Social Services, in full
conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, January 16, 1991, at the hour of 9:15 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
