HomeMy WebLinkAbout941424.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 19, 1994 TAPE #94-05 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the law and bylaws of said Board at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 19, 1994, at the hour of 9:00 A.M. ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner W. H. Webster, Chairman Commissioner Dale K. Hall, Pro-Tem Commissioner George E. Baxter Commissioner Constance L. Harbert - EXCUSED Commissioner Barbara J. Kirkmeyer - EXCUSED Also present: Assistant County Attorney, Lee Morrison Acting Clerk to the Board, Carol Harding Finance and Administration Director, Don Warden MINUTES: Commissioner Hall moved to approve the minutes of the Board of County Commissioners meeting of January 17, 1994, as printed. Commissioner Baxter seconded the motion, and it carried unanimously. CERTIFICATIONS OF HEARINGS: Commissioner Hall moved to approve the hearing conducted on January 17, 1994, as follows: 1) Substantial Change Hearing, Booth Land and Livestock Company, c/o Jacqueline Johnson. Commissioner Baxter seconded the motion, and it carried unanimously. ADDITIONS: Item #22 under Bids was deleted. CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed. Commissioner Hall seconded the motion, and it carried unanimously. PUBLIC INPUT: There was no public input. WARRANTS: Don Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: General Fund $ 446,675.96 Payroll Fund $ 1,401. 10 Commissioner Baxter moved to approve the warrants as presented by Mr. Warden. Commissioner Hall seconded the motion, which carried unanimously. BIDS: PRESENT SIGN MATERIALS - PUBLIC WORKS DEPARTMENT: Pat Persichino, Director of General Services, presented the bids received from eleven vendors. Said bid will be considered for approval on February 2, 1994. g41424 PRESENT CHEMICAL INJECTION SYSTEM - EXTENSION DEPARTMENT: Mr. Persichino presented the bids received from three vendors. Said bid will be considered for approval on February 2, 1994. APPROVE WALK BEHIND STRIPER - ROAD AND BRIDGE DEPARTMENT (LESS THAN $7,500) : No action was taken since the bid was less than $7,500. APPROVE SMALL WELDER GENERATOR - ROAD AND BRIDGE DEPARTMENT (LESS THAN $7,500) : No action was taken since the bid was less than $7,500. APPROVE TANDEM WITH SNOW PLOW - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Dave Becker, Road and Bridge Director, for approval of the low bid. Commissioner Baxter moved to approve the low bid from Mountain States Ford Truck Sales, Inc. , in the amount of $69, 927.00. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE MOTOR GRADERS - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the bid received from Wagner Equipment Company. The factors that were considered in making the recommendation were: adherence to specifications; bid price; total hours of operational cost for 10 years; resale value based on the "Green Guide"; and dealer parts and service organization. Commissioner Baxter moved to approve the bid from Wagner Equipment Company, in the amount of $108,957.00 per grader, for a total bid price of $217,914.00. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE TRACTOR WITH MOWERS - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Hall moved to approve the low bid from Greeley Ford New Holland, Inc. , in the amount of $80,540.00, which includes two tractors with front wheel drive, one set of manuals, and two mowers. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE SINGLE HOPPER BELLY TRAILERS - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Baxter moved to approve the low bid from Intermountain Wholesale, Inc. , in the amount of $21,500.00 each, for a total of $43, 000.00. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE FRONT END LOADER - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Baxter moved to approve the low bid from Wagner Equipment Company, in the amount of $169,833.00. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE 1-TON STAKEBED TRUCK WITH HOIST OR DUMP - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. He stated Garnsey and Wheeler, the apparent low bidder, withdrew their bid. (Changed to Tape #94-06. ) Commissioner Hall moved to approve the bid from Fogle Olds-GMC Truck-Subaru, in the amount of $32,664.00, which includes the cost for two trucks with one set of manuals and one set of wiring manuals. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE 3-TON TRUCK WITH AUTO TRANSMISSION - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the bid from Mountains States Ford Truck, in the amount of $39, 194.00, which includes all options. Commissioner Baxter moved to approve said bid. Seconded by Commissioner Hall, the motion carried unanimously. Minutes - January 19, 1994 Page 2 APPROVE 1-TON WITH DIESEL ENGINE WITH UTILITY BOX - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the bid from Fogle Olds-GMC Truck-Subaru. He stated Garnsey and Wheeler, the apparent low bidder, withdrew their bid. Commissioner Hall moved to approve the low bid from Fogle Olds-GMC Truck-Subaru, in the amount of $18,907.00. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE 3/4-TON PICKUP - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Baxter moved to approve the low bid from Heritage Ford, in the amount of $13, 773.60. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE 1-TON TRUCK WITH CAB AND CHASSIS, DIESEL WITH EXTENDED FRAME - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Hall moved to approve the low bid from Heritage Ford, in the amount of $16, 781.85. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE 1-TON 4 X 4 PICKUP WITH EXTENDED CAB STORAGE BED - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Hall moved to approve the low bid from Heritage Ford, in the amount of $14,574.60. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE MID-SIZED 4 X 4 EXTENDED CAB - BUILDINGS AND GROUNDS DEPARTMENT: Mr. Persichino recommended approval of the low bid. Commissioner Baxter moved to approve the low bid from Heritage Ford, in the amount of $14,309.60. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE PATROL VEHICLES - SHERIFF'S DEPARTMENT: Mr. Persichino stated the Sheriff' s Department has recommended approval of the State bid received from Burt Chevrolet. Commissioner Baxter moved to approve said bid, in the amount of $14, 114.29 per vehicle. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE SUBURBAN - SHERIFF'S DEPARTMENT: Mr. Persichino stated the Sheriff's Department has recommended approval of the low bid received from Dellenbach Chevrolet. Commissioner Baxter moved to approve said bid, in the amount of $23,572.50. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE TANDEM SLIP-IN SPREADER - ROAD AND BRIDGE DEPARTMENT (LESS THAN $7,500) : No action was taken since the bid was less than $7,500. APPROVE 2-TON TRUCK CAB/CHASSIS - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Baxter moved to approve the low bid from Mountain States Ford Truck Sales, in the amount of $19,584.00. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE PASSENGER VEHICLES - SHERIFF'S DEPARTMENT: Mr. Persichino stated the Sheriff's Department has recommended approval of the low bid received from Burt Chevrolet, Inc. Commissioner Hall moved to approve said bid, in the amount of $12,212.00. Seconded by Commissioner Baxter, the motion carried unanimously. Minutes - January 19, 1994 Page 3 APPROVE VIBRATORY TRENCH ROLLER - ROAD AND BRIDGE DEPARTMENT: Mr. Persichino read the recommendation from Mr. Becker for approval of the low bid. Commissioner Baxter moved to approve the low bid from Faris Machinery Company, in the amount of $22, 710.00. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE HAWORTH SYSTEMS FURNITURE AND SHELVING BID - SOCIAL SERVICES (CONT. FROM 01/17/94) : Mr. Warden explained approval was received from the State on January 17, 1994, and the 80/20 funding percentage will apply. Commissioner Hall moved to approve a split bid as follows: the new product bid from Markley Office Concepts, in the amount of $95,073.49 plus installation cost of $1,995.00; and the shelving bid from Facilitek Office Furniture, in the amount of $14,348.00. Seconded by Commissioner Baxter, the motion carried unanimously. BUSINESS: OLD: CONSIDER RESOLUTION RE: AUTHORIZE ASSESSOR TO REVIEW PETITIONS FOR ABATEMENT OR REFUND AND TO SETTLE SAME (CONT. FROM 01/17/94) : Lee Morrison, Assistant County Attorney, identified the additional language inserted in the draft Resolution stating any petition for abatement or refund on which the Assessor and petitioner do not agree will be heard by the Board of County Commissioners. Mike Sampson, Chief Appraiser, said the Resolution, as written, is in line with State statutes. Commissioner Hall moved to approve said Resolution. Seconded by Commissioner Baxter, the motion carried unanimously. NEW: CONSIDER APPOINTMENTS TO LOCAL EMERGENCY PLANNING COMMITTEE: Ed Herring, Office of Emergency Management, presented a list of proposed appointments for the 1994 Local Emergency Planning Committee. Commissioner Hall moved to appoint as listed by staff. Seconded by Commissioner Baxter, the motion carried unanimously. CONSIDER APPOINTMENT TO PRIVATE INDUSTRY COUNCIL: Commissioner Hall moved to appoint B. J. Dean to the Private Industry Council, with a term to expire December 31, 1994. Seconded by Commissioner Baxter, the motion carried unanimously. CONSIDER REAPPOINTMENT AND APPOINTMENTS TO AREA AGENCY ON AGING: Commissioner Baxter moved to reappoint Mary Ellen Faules to the Area Agency on Aging Board, with her term to expire January 31, 1997; and to reappoint William Randall and Chalon Renfro, with terms to expire January 31, 1997, and January 31, 1995, respectively. Seconded by Commissioner Hall, the motion carried unanimously. CONSIDER REAPPOINTMENT TO HUMAN RESOURCES COMMITTEE: Commissioner Hall moved to appoint Gladys Bolander to the Human Resources Committee, with a term to expire December 31, 1996. Seconded by Commissioner Baxter, the motion carried unanimously. CONSIDER TEMPORARY CLOSURE OF 49TH STREET BETWEEN 47TH AVENUE AND 65TH AVENUE; AND WELD COUNTY ROAD 70 BETWEEN WELD COUNTY ROADS 43 AND 45: Commissioner Baxter moved to approve said closures. Seconded by Commissioner Hall, the motion carried unanimously. PLANNING: CONSIDER RESOLUTION RE: VIOLATIONS OF THE WELD COUNTY BUILDING CODE ORDINANCE - O'CONNOR: Commissioner Baxter moved to approve said Resolution authorizing the County Attorney to proceed with legal action against Elba Dee and Patricia O'Connor for violations of the Weld County Building Code Ordinance. Minutes - January 19, 1994 Page 4 Commissioner Hall seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the consent agenda. There were no Ordinances.
