RE: DIRECT PUBLICATION OF NOTICE OF EXPLANATION AND INTENT TO PARTICIPATE -
COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT, WELD COUNTY BRIDGE
#50/67A
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners is considering replacement of Weld County
Bridge#50/67A to serve businesses and residents in the area, as a Community Development Block
Grant project under the Colorado program for non-entitlement areas, and
WHEREAS, a public hearing was held on the 7th day of November, 1994, to obtain public
input concerning alternatives to said project, and secure public perceptions of possible adverse
impacts that could result from the project and possible mitigation measures, and
WHEREAS, no public testimony was offered concerning this matter; therefore, the Board of
County Commissioners deems it advisable to direct the Clerk to the Board to publish the "Notice of
Explanation and Intent to Participate" in order to continue with said project.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Clerk to the Board be, and hereby is, directed to publish the "Notice of
Explanation and Intent to Participate" in the County's legal newspaper on November 10, 1994.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 7th day of November, A.D., 1994.

BRIDGE #50/67A - FLOOD PLAINS AND WETLANDS NOTICE
A public hearing was conducted on November 7, 1994, at 9:00 a.m., with the following present:
Commissioner W. H. Webster, Chairman
Commissioner Dale K. Hall, Pro-Tern
Commissioner George E. Baxter
Commissioner Constance L. Harbert
Commissioner Barbara J. Kirkmeyer

The following business was transacted:
I hereby certify that pursuant to a notice dated October 24, 1994, and duly published October 27,
1994, in the Windsor Beacon, a public hearing was conducted concerning a Community
Development Block Grant Project to replace Weld County Bridge #50167A. Don Warden, Director
of Finance and Administration, made this a matter of record and stated the site is near Kersey and
Bridge#50/67A services the National Hog Farm operation. He explained this hearing is necessary
because of the location being in a flood plain, and public input is being requested to discuss
alternatives to this project and secure public perceptions of possible adverse impacts that could
result from the project, as well as possible mitigation measures. Mr. Warden stated the Public
Works Department found no practical alternatives to this project and did not identify any adverse
impacts. There was no public input offered on this matter. Mr. Warden advised the Board the
proper action is to direct the publication of Docket No. 94-77A, "Notice of Explanation and Intent to
Participate", which details the County's intent to proceed and states failure to provide the new bridge
would result in the continued unsafe and inadequate access to a large business in the area.
Commissioner Hall moved to direct Clerk to the Board to publish Docket No. 94-77A. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.
This Certification was approved on the 9th day of November, 1994.

NOTICE OF EXPLANATION
AND INTENT TO PARTICIPATE
Docket No. 94-77A
Weld County, Colorado, intends to undertake a Community Development Block Grant project to
replace and construct Weld County Bridge#50-67A. This program will provide retention of jobs
for approximately 160 low- and moderate-income persons. This project is located in the 100-year
floodplain of the South Platte River. The proposed bridge construction cannot be undertaken in
any other location to serve the area. Failure to provide the new bridge would result in the continued
unsafe and inadequate access to a large business in the area. It is the County's judgment after
consideration of Executive Orders 11988 and 11990 that the replacement of the existing bridge is
worthwhile and should be completed.
A more detailed description of the project and the FEMA flood maps are available for citizen review
in the Clerk to the Board's office, 915 10th Street, Greeley, Colorado.
