RE: APPROVE ESTABLISHMENT OF SPEED ZONE ON WELD COUNTY ROAD 15 FROM HIGHWAY 52
TO WELD COUNTY ROAD 12
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Engineering Department has recommended to the
Board that a speed zone be established on Weld County Road 15 from Highway 52 to
Weld County Road 12, to insure safety to the traveling public, and
WHEREAS, the Board has determined that said speed zone is necessary for the
protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Engineering be, and hereby is, directed
to install the appropriate traffic devices on Weld County Road 15 from Highway
52 to Weld County Road 12, to establish a speed zone, for the safety of the
general public, and that said signs must conform to the State manual and
specifications.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 16th day of November, A.D. , 1992.

Dear Mr. Street,
This letter is in follow-up of our discussion
regarding speed limit signs along Weld County Road 15.
In an effort to reduce and control the speed
limit along County Road 15, the City of Dacono agrees
to place and maintain 35 MPH signs from WCR 12 north to
State Hwy 52. It is understood that the City of
Dacono, has within its annexed jurisdiction, the
westerly portion of County Road 15. The easterly
portion of the road lies within Weld County
jurisdiction.

Weld County Commissioners,
This letter is in regards to the joint jurisdiction of Weld
County Road 15 between State Highway 52 and Weld County Road 12 .
The City of Dacono currently controls activities along the
westerly portion of Weld County Road 15 , and Weld County' s
jurisdiction extends over the easterly portion. One 35 MPH speed
limit sign exists southbound approximately 200 feet from the
intersection at State Highway 52 .
The ongoing problem that the City of Dacono is attempting to
deal with involves the residential housing unit, dust abatement,
and excessive speed along Weld County Road 15 . In an effort to
control the situation in the least costly manner to the City and
County, I would suggest gradually reducing the speed limit in
both directions along Weld County Road 15, beginning with 25 MPH
at the Hwy 52/WCR 15 intersection; then increasing it to 35 MPH
to the south at the approximate area where the houses stop. (See
enclosed map. )
Due to the poor condition of the road, a reduced speed limit
would allow more control over the traffic and also reduce the
dust problem. Ideally road improvements would be the best
alternative, but with budget constraints as they are for 1993,
such improvements are not feasible to the City at this time.

We believe that although jurisdiction of WCR 15 lies with
both Weld County and the City of Dacono, consistency in speed and
enforcement is imperative.
Please review this request at your next County Commissioner
meeting and provide me with your approval or a reasonable
alternative.

In accordance with your request, the Board of Weld County Commissioners has
established a 35 mph speed limit on Weld County Road 15 between State Highway
52 and Weld County Road 12. Attached is a copy of the Commissioners resolution
and traffic signing sketch.
Based on conversations with Marc Street, Weld County Maintenance Supervisor,
it is my understanding that Dacono will erect and maintain the signing.
