Subject: Request for addition of 10' X 20" building to existing
telecommunications facility (USR-657) in part of the SE4 of Section
24, T5N, R67W of the 6th P.M. , Weld County, Colorado.
Dear Mr. Storms -
The Department of Planning Services' staff has considered the above-referenced
request dated March 1, 1994. The staff has made a determination that the
addition of a 10' x 20' prefabricated building at this location is not a material
deviation from what was approved by the Board of County Commissioners in case
USR-657 . The County will require that you apply for a building permit prior to
any construction on the site.

RE: CENCALL'S COMMUNICATIONS CORP. ( "CenCall") ; Request for
Administrative Approval for a Minor Addition to an Existing
Telecommunications Facility; Northwest Quadrant of the
Intersection of County Roads 25 and 54 ; Weld County, CO
Dear Ms. Dunn:
On February 22 , 1994 , I met with you in your offices and you very-
kindly assisted me in researching a Use by Special Review file,
County Planning Case No. USR 657/84/53 . That case, the related
application and the Board of County Commissioners approval
(Resolution on 12/18/84) provided for an Amendment of an earlier
USR, approved in 1972 .
BACFiGP{FUND
The referenced, existing telecommunications facility is located in
the SE 1/4 SE 1/4 , Sec. 24 , T5N, R[ 7W. The October 16 , 1972 USR
approval (SUP 176) , we believe, was for a tower and an equipment
building approximately 16-feet long by 12-feet wide ("Building") .
The December 19 , 1984 approval permitted the erection of a second
tower (with the then-existing, "1972" tower to remain) 340-feet in
height. Today, only one tower and the Building are located on the
property.
THE PROPOSAL
As you know from my discussions with you, our firm, Site
Acquisition Services, Inc. ("SASI") represents CenCall
Communications Corp and CenCall, Inc. ("CenCall") , a
telecommunications company that is currently designing and will
soon operate an Enhanced Specialized Mobile Radio ("ESMR") service
along the Front Range of Colorado. Cenca]1, one of the largest
operators of Specialized Mobile Radio ("SMR") wireless
communications services in the United States, is in the process of
replacing the SMR system it owns and manages with digital mobile
networks, which the company will construct utilizing digital
technology developed by Motorola, Inc.
The existing, referenced tower provides CenCall with the
opportunity to collocate its antennas and to serve the approximate
area west of Highway 85 and east of I-25 between, about, Windsor
and south to about Gilcrest without having to erect a new tower.
! CenCall 's radio equipment will, however, require that an additional
LO-foot by 20-foot prefabricated building be installed on the

property adjacent to the tower base, as generally-depicted on
Exhibit 1. The existing building, existing single tower and the
proposed, additional 10-foot by 20-foot CenCall building will
hereinafter be referred to as the Facility.
FACILITY OPERATIONAL CHARACTERISTICS
Once the Facility is in normal operation there will typically be
only 3 or less maintenance, passenger vehicle per month visiting
the facility. An equipment failure or accident involving the
Facility does not constitute a danger or emergency requiring public
official response. The CenCall building will be monitored h
telephone for any disruptions in service that would occur due to
any failure or accident.
Any area disturbed during the addition of the CenCall building will
be revegetated with native plant materials, and, as the surface
disturbance is small, there will be minimal opportunity for dust or
soil erosion. The proposed Facility will not significantly
increase the peak runoff rate above the existing condition since
the impervious area will only be increased by the area of the grade
beams that support the new building.
Once, the new CenCall building is placed, the Facility will
continue to Qot be manned and, therefore, there is no need for
water or sanitary sewer services. Electrical and land line
telephone service are required and available near the site. The
Facility will have no significant impact on air or water quality
and will not generate intrusive noise beyond the sites' boundaries.
THE REQUESTED ACTION
CenCall, through SASI, hereby requests that Weld County grant
"administrative approval" for the addition of the above-described
CenCall building.
