staff has considered your proposal to install a 24' by 30'building to the site
permitted by Amended USR-542, and has determined the addition of this building
will not be considered a major change to the permit as approved. The building
permit has been released from zoning.

Subject: Amended USR-542
Dear Mr. Pearson:
Thank you for your letter of August 1. The Department of Planning Services'
staff has considered your proposals as outlined in your letter and updated USR
plat and has determined that the relocations and substitutions will not be
considered a major change to Amended USR-542. It is my understanding from our
conversation this morning, that you will submit one more updated plat which shows
the elimination of the existing B plant which is to be relocated.
I have received a letter from Glenn Miller, Fire Marshal, Platteville Fire
District, regarding the replacement of the wood fence with a fifteen foot
corrugated steel double fence with four inches of styrofoam between the steel.
He has stated that a fence made of a noncombustible product would be much safer
than the wood fence as originally proposed. The Department of Planning Services'
has no objection to this substitution.
The expansion of the office will not be considered a major change to the USR.

Re: Modification-Kersey Plant
Dear Ms. Swanson:
As per our conversation August 1, 1991, Associated Natural Gas, Inc. is proposing
the attached modification to our Kersey Plant Facility. There will be no added
equipment. Our plans are to relocate and replace some of the outdated equipment
and use this modification to come in compliance with EPA's storm water runoff,
SPCC plans, NFPA identification system, uniform fire code standards, and improve
the plant safety.
1. The existing four (4) oil tanks: Proposed relocation is to the product
storage area with fire wall area around tanks for SPCC plan, fire code
grouping of liquified petroleum gas (LPG) and NFAP fire rating.
2. Glycol/Regen system consist of two (2) gas fired heaters: The proposal
is to relocate the heaters in what is called the HMO area. Heaters will
be spaced 150 ' minimum away from any other plant equipment. A 15' high
sound and fire abatement fence will be installed.
3. Process skid consists of "A" and "B" Plant Processing: Proposal is to up-
grade "B" plant with replacement process skid and remove existing "B" plant
skid.
4. Per amended USR--542:83:5 there are fourteen (14) engines and compressors:
Propose to relocate compressors per attached plot and delete by one (1 )
engine and compressor.
5. The existing ground level pipe rack: Proposal is to raise the pipe rack
for safety reasons.
6. Existing office and shop: Office and storage with electric control panel.
Proposal is to combine office and shop; office ana storage, electrical
control panel by proposed office expansion and delete office & storage with
electric control panel and the two (2) truck loading racks.
7. The existing 15' high sound abatement fence: Propose re relocate along
the north/south and east/west fence line per attached clot. ANi3I plans
to upgrade and paint the relocated sound abatement fence.

8. Existing field gas inlet scrubbers consist of three (3) above ground
scrubbers located on the south east fence line and one (1) inlet scrubber
located on "B" plant skid. Proposal is to relocate the one (1) "B' plant
scrubber along the south east fence line.
9. Existing inlet field gas to the plants underground piping consists of three
(3) inlet drips. Proposal is to inspect, repair or replace underground
drips as needed and perform annual inspection and maintenance.
10. The remodification of the Kersey Facility will enable ANGI to install a
storm water runoff drainage system as per attached plot to meet EPA storm
water runoff regulation.

THE PROPOSED REMODIFICIATION
KERSEY PLANT FACILITY
1. Existing Plants: The facility is operated by two plants:
Plant A
Plant B
2. Existing Gas Fired Engine Compressors Total: 13
Proposed modification is to group inlet compression, refrigeration
compression, recompression and inlet booster compression together.
3. Existing Gas Fired Heaters Total: 2
Proposed modification is to relocate heaters into one general area.
4. Existing Iinlet Separators Total: 3
Proposed modification is to relocate Plant B inlet separator along
southwest fence line, grouping it with the existing two separators.
5. Existing Plant Storage Tanks Consist of 3 Y-Grade Storage Tanks
and 3 Condensate Storage Tanks.
Proposed modification is to relocate the existing 3 condendate storage
tanks, add one additional condensate storage, and one additional y-grade
storage tank. All to be located in one area of the plant.
6. Existing Plant Building
Proposed modification is to enlarge present building to accomodate
electrician and plant controls from outside environment.
7. The existing noise buffer fences located on the north south plant engine
area.
Proposed modification is to relocate the existing noise buffer fences to
the back fence line along the north south and east west fence line. This
will upgrade the noise buffer.
8. Plant Entrance
Proposed modification for the plant entrance will be with trees and shrubs
along the north south fence line.

This letter is to confirm our phone conversation of
7/31/91 regarding the wood fence located at the Associated
natural gas plant on Rd 35 . I would very much agree that a
fence made of a noncombustible product would be much safer
then the wood .

Re; Modification-Kersey Plant
Dear Ms. Swanson;
Associated Natural Gas, Inc. (ANGI) is proposing the attached modification of
our Kersey Plant Facility. As per our conservation on July 22, 1991, we are
supplying the following information for your review and determination as to
whether the proposed modification requires a use by special review or an
amendment to the USR 542.
If it is determined that an USR is required, Associated Natural Gas, Inc. is
requesting permission from the Weld County Board of County Commissioners an
approval to construct prior to obtaining approval of the needed site specific
development plan and amended special review permit.
We will submit a complete special review application and fee on or before August
1, 1991.
All activities and construction that applies to the amended USR conducted on the
property is at ANGI 's own risk.
We will comply with any conditions of approval identified through the special
review application process.
All construction will be in accordance with the requirements of the Weld County
Building Code Ordinance.
We will comply with any other county, state, and federal requirements which may
apply to the use of the property.
If the site specific development plan and special review permit are not approve,
Associated Natural Gas, Inc. will remove any improvements not authorized under
the existing zoning.
